The following items as required by Section 4.1.36 of the North Andover Zoning Bylaw must be added: • the-annual mean high water mark of the lake • the edge of all wetland resource areas • the non-disturbance zone • the non-discharge zone • the edge of vegetation clearing (limit of work). Written certification by a Registered Professional Engineer stating that there will not be any significant degradation of the quality or quantity of the water in or entering Lake Cochichewick must also be submitted. I will submit this plan to the Watershed Council for review on Wednesday and expect comments from John Chessia at Coler& Colantonio by the end of this week. Colwell : In response to your recent letter, I offer the following comments . 1 . I suggest that soil tests be added as a requirement of the special permit . The soil test can be done prior to construction and if problems are found, a provision allowing the project to be modified should be included. As well as being a professional engineer, I am certified by the Commonwealth to perform soil tests . My certification of the results should be sufficient . 2 . The abutters have been added to the plan. 3_. The driveway slope has been added. 4 . Retaining wall details have been provide. 5 . Retaining walls and storm water mitigation areas have been added. 6 . The paved area extends across the from of the garage to allow access to the garage and 30 feet away from the garage to allow for turn around of cars backing out of the garage . P AN N I BO/',",'il, D No. Andover, MA 01845 � RE: 1750 Great Pond Road Site Plan Review Comments from Coler & Colantonio Dear Kathleen: I offer the following comments in response to the September 6, 1996 letter from Coler & Colantonio. 1 . we made revisions to the previously approved plan to satisfy suggestions of an abutter and the watershed Council . The revisions were made on a new plan and such details as the locus plan which was on the original plan was not included in the revision. To resolve the difficulty that this caused Mr. Chessie, I have provided a property plan of the site that includes a locus plan. The soils are in fact, a Paxton as can be seen from the attached copy of the SCS soils map. The soils tests on site which were sent to Coler and Colantonio show top and sub soil to a depth of 2 .5 to 3 feet and a loose sandy till to a depth of 6 feet . The parent soil usually associated with a Paxton soil is 4 to 6 feet below the surface. It must be understood that the description listed by Mr. Chessie is a generalized description and the soil tests we did are more descriptive of the soil . 2 . The stone wall, utility pole and catch basin along the frontage is shown on the plan submitted by Mr. Rullo. The revised plan does not have these features but I have included herewith the original plan that contains those features . Retaining walls are shown on the plans with a maximum height of 4 feet . The walls would most likely be precast concrete units . 3 . Property line information is attached. 4 . Great Pond Road at this location has a good sight distance. i Colwell, 9/11/96 Page 2 i 5 . We have added the parking space at the request of the Planning Broad and located the driveway on the westerly side of the property to accommodate a neighbors suggestion. Both of these accommodations require the wall and the parking space in the right of way. 6 .' The catch basin detail has been changed as requested. '; 7 .'i The septic system plan included shows the soil test locations . Additionally, the SCS information to which Mr'. Chessie referenced shows the water table to be greater than 6 feet. The soil tests we did showed the water table at 8 feet. To avoid any further delays of arguing back and forth with Mr Chessie over drainage issues ` I have provided� a design that is sized to retain all of the excess volume j of water generated on the site. It.is our understanding that the Planning Board has closed the hearing aiid is preparing a list of conditions for site plan approval. This correspondence follows i the same numbering sequence as our previous review, Comments have been modified to 3 be used in the approval conditions. We offer the following comments: 1, No comnient required. '12, The requested in-Comiation has been indicated on the plans. Satisfactory, 4. If it.appears that sight distance is inadequate, brush should be cut to allow sufficient sight distance. This could be determined in the field during construction. 5. J'he Planning Board has addressed construction in the Town right of way, 6. We recommend a cast iron catch basin grate be provided with suitable openings for the flow. 1 7, We recommend that testing be performed at the location of each proposed leaching facility. No. Andover, MA 01845 RE: 1750 Great Pond Road Site Plan Submittal Sept 23, 1996 Letter of Coler & Colantonio Dear Ms. Colwell : I offer the following comments in response to the September 23, 1996 letter from Coler & Colantonio. 1. Mr. Rullo has agreed to install a blind driveway sign and will cut the brush along his frontage if it is required of him. He does not object if it is part of the order of conditions . 2 . Mr. Chessie' s comments concerning a 4 foot separation between the infiltration trenches and groundwater and requiring a less than 30 minute/inch percolation rate make design of a stormwater infiltration system on this property difficult . These requirements coupled with the decision of the Watershed Council for us to amend our original design from pervious pavement to a catch basin infiltration system make the land extremely difficult to develop. My original design can meet Mr. Chessie' s criteria far more easily than can the design requested by the Watershed Council . We should not be put is a position where compliance with one request causes us non compliance with another. The test pits we conducted in 1992 showed water at 8 feet deep in only 1 of 3 holes . There wasn' t water in either of the other holes . However, if we were to do soil tests today using soil mottles as an indicator of groundwater I am sure the mottles would appear at 4 feet or higher. That is because mottles can appear at soil transition and also because relic mottles can reflect a water table that no longer exists . i Colwell, 9/24/96 Page 2 i I While the percolation tests we conducted were at a depth of 8 feet and were 11 min/inch or less, I do not think it is reasonable to request that tests be faster than 30 min/inch. Whether the soil percolates at '2 min/inch or 90 min/inch, water is still moving through it and the size of the infiltration; system is reflective of the percolation rate. i We will do; soil tests and percolation tests as your request . These tests can be witnessed by the Town. The results of the test may ,require that the top 3 infiltration areas be moved down slope so that the 4 foot separation Mr. Chessie requires can be met and the catch i basins be abandoned on the two lower infiltration areas to allow them to be raised to a higher elevation to comply with Mr. ' Chessie' s comments . 3 .
