INTRODUCTION
TEPP LLC has conducted a traffic assessment of the proposed pick-up window at Arthur's Cor-
ner Pizzeria, 1060 Osgood Street, Suite 1, North Andover, Massachusetts. James A. O'Day,
P.E., prepared the October 25, 2007 site plan for the proposed pick-up window. The window is
for pick up only. Customers will call orders in. No ordering and related waiting for preparation
will occur at the window.
This assessment considers existing and proposed conditions, and includes recommendations.
TEPP LLC concludes that:
• the pick-up window will not generate significant traffic or involve significant queuing
• the width of the vehicle circulation aisle near the west side of the building will be ade-

EXISTING CONDITIONS
The existing site is located on the north side of Osgood Street. The site includes one commercial
building surrounded by paved parking and circulation. Vehicle access is via two driveways to
Osgood Street, an entrance near the east limit of the frontage and an exit near the west limit of
the frontage. Patron/pedestrian access for the several uses is along the south building front. t,4 JA C "
Arthur's Corner Pizzeria is located in Suite 1 at the west end of the building. Suite 1 has build-
ing exterior along the south building front, including pedestrian access, and along the west
building side,including four windows. Also located to the west of the building are:
• a 3-foot(ft)-wide raised pedestrian walkway, next to the building
• one-way southbound vehicle aisle 7,
• row of angle parking spaces,near the south lot line 2
PROPOSED SITE PLAN
The proposed site plan:
• converts one of the windows along the west building side to a pick-up window
• adjust the angle of the parking near spaces near the west lot line

• marks a drive-through lane C',k �
• indicates a fire flasher and sign at the northwest building corner on the approach to the
drive-through lane
The window to be converted is the second closest to the building front, about 20 ft from the
southeast building corner.
The intent of adjusting the parking angle is to increase the width available for vehicle circulation.
The result is a one-way southbound general aisle that is about 24-ft wide including a marked
drive-through lane.

ASSESSMENT AND RECOMMENDATIONS
The pick-up window will not generate significant traffic or involve significant queuing. The
window:
• is completely different from drive-through windows at, for example, donut shops or ham-
burger-type fast food restaurants
• has a very low anticipated customer volume,by comparison
• is for pick up only; customers will call orders in and no ordering and related waiting for
preparation will occur at the window
Potential queuing can theoretically be stored around the west side, north rear and east side of the
building, a length of up to 300 ft, or enough for up to 15 vehicles. However, actual queuing for
the intended use is anticipated to be very minor.
The width of the vehicle circulation aisle will be adequate. Fire trucks will be able to maneuver
around the west side of the building.
The proposed fire flasher and sign are not necessary because:
• the pick-up window will be a low-vol_umP/i_ow-speed/low-queue operation
• a pick-up vehicle will be running and ready to move in an emergency
TEPP LLC recommends that the existing raised pedestrian walkway along the west building wall
be removed so that a curb can be provided along the west building wall to prevent potential con-
tact with vehicle overhangs. Regarding removal of the existing sidewalk:
• the limited pedestrian volumes can appropriately share pavement with vehicles, as typi-
cally occurs in many parking areas
• the raised pedestrian walkway is not necessary at this location
• in any event, the existing 3-ft width is not compatible with current design guidelines
TEPP LLC also recommends that a sign be provided to indicate height limitations related to the
pick-up window.
CONCLUSION
TEPP LLC concludes that:
