HomeMy WebLinkAbout1987-04-16PLANNING BOARD PUBLIC HEARING T April 16, 1987 The Planning Board held a Public Hearing on Thursday evening, April 16, 1987 in the Selectmen's ~eeting Room. The meeting was called to order at 7:55 p.m. with the following members present and voting: Erich W. Nitzsche, Michael P. Roberts, Paul A. Hedstrom and John L. Simons. Karen Nelson and Tricia Wrenn were also present. RUSSELL DE ROCHES R-3 to R-2 Rea/J~hnsOn/Mark Rd. John Simons read the legal notice. Ted DiSalvo of Johnson St. was opposed to the rezoning and stated that this article was submitted so that it would prevent him from developing his land. Mary Ellen Foulds of Johnson St. stated that there is a water problem in the neighborhood and this rezoning might allow the water to be restored to the way it was. MOTION: SECOND: VOTE: By John Simons to take the matter under advisement and close the public hearing. Michael P. Roberts. Unanimous JAMES C. HYDE & DOUGLAS N. HOWE, JR (I-1 to R-5) Turnpike St. JAMES C. HYDE & DOUGLAS N. HOWE, JR (I-1 to R-5) Turnpike St. FRANK G. & MARGARET J. FIORE (I-1 & R-2 to VR or R-5 Salem ~rnpike John Simons read the legal notice. Jim Hyde made the presentation. He stated that he will withdraw on Town Meeting floor the R-5 of all his articles if Vi~age Residential is passed. He also stated that he will covenant and sewer 2 1/2 miles of Salem Turnpike whether or not VR is passed. He presented the Board with pictures of the p~oposed condominiums. Simons Unanimous NATHALIE ROSS (I-1 to R-2) Berry Street John simons read the legal notice. The applicant was not present at the public hearing and no p~esentation was made to the Planning board. MOTION: S~COND: VOTE: By Michael Roberts to take the matter under advisement. and close the public hearing. Paul A. Hedstrom Unanimous 195 196 GERALD B. MOSES (R-2 to VR) Route 114 Steve Stapinski, Merrimack Engineering, Attorney Novak and Mr. Moses were present to make the presentation. The site lies at the end of what is the proposed VR District along 114. Mr. Moses wants his parcel to be included within the new VR District. He currently has a Form A plan filed with the Planning D~Oe to develop s~ngle family homes but would rather it be zoned VR. MOTION: SECOND: VOTE: By Michael Roberts to take the matter under advisement and close the public hearing and to ask the Balanced Growth Steering COmmittee why the VR District stopped at Johnson Street. John J. Burke. Unanimous MAUREEN J. JOYCE (R-4 to R-5) SeoQnd Street Attorney Ralph Joyce made the presentation and gave a brief history of this parcel of land. He proposed 7 units on the site with a colonial design. A covenant was passed out to Board members which will run with the land. Mr. Joyce stated that if the article is passed he will submit plans to the Planning Board for their approval before the site is developed. MOTION: SECOND: VOTE: By Michael P. Roberts to take the matter under advisement and close the public hearing. John J. Burke. Unanimous LOUIS RISSIN - Zoning Bylaw amendment Section 8.11 Mr. Rissin was p~esent at the public hearing and told the Boar~°about the microwave dish that was on the roof of a neighbors house. The problem, however, did solve itself when the neighbors moved and took the apparatus with them. The Planning Board members did agree that an amendment to the bylaw was needed to address this issue. MOTION: SECOND: VOTE: By John Burke to close the public hearing and to recommend favorable action on this article at Town Meeting. John Simons Unanimous APPROVAL NOT REQUIRED FORM MOTION: SECOND: VOTE: By John J. Burke that we approve the Form A plan provided that the owner's signature is obtained on the application. Michael P.
