The parking lot serves the Bank of America located at 154 Main Street that has been at its current location for over twenty years. An existing drive- through for the Bank has been closed for approximately fifteen years, The applicant is proposing to expand the existing parking by removing the rear drive-through aisle and increase the parking area to accommodate an additional six (6) parking spaces. The additional spaces, however, are not required per the Zoning Bylaw since no changes are proposed for the existing building which will continue to be used as a bank as it has been for years. The minimum required number of parking spaces is six (6). There are a total of 12 existing parking spaces and once the project is complete, there will be a total of 18 parking spaces available to serve the existing facility. The applicant's intention is to improve and expand the existing parking area in order to reduce the number of conflicts that currently occur in the parking area while providing additional spaces and improving the quality of runoff produced at the site. 2.0 EXISTING CONDITIONS The subject property is located at 154 Main Street in North Andover. The 19,842 S.F. lot is located in the General Business Zoning district. The lot has approximately 9,700 S.F. of developed area. There is a Bordering Vegetated Wetland located at the rear of the lot associated with Osgood Pond. Approximately 13,400 S.F. of the lot is located within the B.V.W. or the 100' Buffer to the B.V.W. The developed area consists of the existing 1,600 S.F. building and associated paved parking and travel ways. The lot is level at Main Street, the parking areas slowly slope to the rear of the lot. Once the parking area ends, the lot is vegetated with trees and low lying shrubs. This area steeply drops to Osgood Pond at a slope of approximately 3:1. Currently there is no drainage system on site, all untreated storm water sheets off the parking area and eventually runs to Osgood Pond. The number of parking spaces required to serve the existing building is six (6). There are 12 existing parking spaces one of which is a handicap space; however, no accessible access aisle is currently provided for the existing handicap space. The existing two-way traffic aisle width is 23.9', 1.1' narrower than the required 25' aisle width. The existing drive-through lane that has not been used in about 15 years separates the building from the existing parking lot and is the reason for the existing third vehicular entrance to the property. 3.0 PROPOSED IMPROVEMENTS The applicant is proposing to expand the existing parking area by adding 2,000± S.F. of parking to the existing parking lot. In addition to adding 2,000± S.F. of parking the applicant will also be removing approximately 1,000 S.F. of impervious area. This impervious area is being removed from the existing drive-thru aisle that runs parallel to the rear side of the existing building, as can be seen on the attached Site Plan. The net increase in impervious area to the site will be approximately 1,000 square feet while providing the applicant with six more parking spaces. The applicant is proposing to improve the drainage conditions with the addition of a deep sump catch basin with hood that directs stormwater through a filtration chamber and continues on to a series of recharge units. The deep sump catch basin will provide 25% TSS removal while the filtration chamber provides a minimum of 70% TSS removal (as seen on attached specification sheets) for a total of approximately 78% TSS removal from the stormwater prior to infiltration. During extreme periods of rain, the infiltration chamber will overflow to an outlet in the proposed retaining wall where there will be a swale to provide additional treatment to the storm water prior to entering the Bordering Vegetated Wetland. The proposed drainage system was designed following MA DEP's Stormwater Management Policy to the maximum extent practicable. The proposed improvements will have an overall positive impact on the existing resources abutting the site. Even though the proposed parking expansion will increase the impervious area on the site by about 1,000 S.F., the proposed drainage system will actually reduce the rate of run off originating at the site and will greatly improve the quality of the runoff. The new larger parking area and improved layout will provide additional parking spaces for the employees and patrons of the bank, address the existing conflicting traffic patterns, remove one of the three existing vehicular entrances, and make the traffic aisles and handicap parking space code compliant. 4.0 Required Submittal Information i) North Arrow/Location Map: A USGS locus map and north arrow are provided as part of this narrative (please see Figure 1 on Section III) ii) Survey of Lot/Parcel: The enclosed Site Plan is based on an instrument survey performed on 8/15/08. iii) Name/Description of Project: Please see Section 1.0 of this narrative. iv) Easements/Legal Conditions: All encumbrances are shown on sheet 1 of the enclosed Site Plan. v) Topography. Please refer to the enclosed Site Plan (sheets 1 and 2). vi) Zoning Information: Please refer to the enclosed Site Plan (sheet 2). vii) Stormwater Drainage: Please refer to the enclosed Site Plan (sheets 1 and 2) and to Sections III, IV, and VIII of this application submittal. viii) Building Location: The existing building will not be modified. Wx) Traffic Impact Sudy: The existing use of the site will not change. xx) Commonwealth Review: A copy of the Notice of Intent Application submitted to the North Andover Conservation Commission is included in this Site Plan Review Application. xxi) Utilities: All utilities, with the exception of the on site drainage system will remain as is. Details of the new on site drainage system can be found on the enclosed Site Plan (sheet 2) and in Sections VI and VII of this application submittal. xxii) Fiscal Impact: The proposed improvements are not expected to have any fiscal impact on the neighborhood. xxiii) Community Impact: The community will be positively impacted by the proposed project due to the pedestrian traffic improvement at the street sidewalk through the removal of one of the three existing vehicular entrances to the site, by making the existing handicap space and access aisle AAB compliant, and by improving the pedestrian and traffic pattern flow within the site.
