On February 7, 2012, the Planning Board approved a Site Plan Approval Special Permit for
Merrimack College for the expansion of the Volpe Athletic Center to include a second ice rink and
expanded office and training space for the Athletic Department and the Sports Medicine
Departments. There will be an expanded entrance on the west end of the building with a more
prominent entrance, including a canopy over the entrance. The south fagade will retain the existing
entrance and the plaza at that entrance will also be maintained. The new parking area will be built
within the area of the existing tennis courts and there will also be new on-street parking along
Cullen Avenue, for a total of 39 new spaces. Stormwater Management improvements include the
creation of two rain gardens adjacent to the wetlands on the northern and eastern side of the
building, as well as replacement of existing catch basins and a storm drain line that connects to the
Football Field Detention Basin, all improvements to be made within the Residential—3 (R3)Zoning
District. The project is located at 315 Turnpike Street, North Andover, Massachusetts, 01845,
Assessors Map 25, Parcel 67. The parcel totals approximately 466,069 sq. ft. with frontage on
Cullan Avenue,within the Merrimack College campus.
On April 10, 2013, the College requested a change to the Site Plan in order to allow a more
pedestrian-friendly streetscape along Cullen Avenue, more efficient vehicular travel, additional
landscaping and reduced impervious surfaces. Revisions to the site Plan includes the following:
1. Changing vehicular travel along Cullen Avenue to previous two-way travel to one-
way travel into campus.
2. Reducing the Cullen Avenue roadway width from 24 feet to 18 feet.
3. Reconfiguring parking areas and bus drop areas along Cullen Avenue.
4. Expanding Schelzi Plaza along Cullen Avenue with a gentle"bump-out".

5. Reducing the sidewalk width along the fagade of the expansion project from 8 feet to
6 feet.
These revisions have been reviewed by the town's stormwater consultant, Lisa Eggleston, who
has determined that the revisions will not alter the flow of stormwater on the site.

The applicant will reflect all revisions to the original plan in the final as-built:
Based on the above information, these changes are deemed to be insubstantial and do not require
review by the Planning Board.
