PROJECT NARRATIVE
1.0 INTRODUCTION
The applicant CB Richard Ellis, is seeking approval to reconstruct and expand the existing
parking area located within 100 feet to a Bordering Vegetated Wetland (B.V.W.) The proposed
parking lot work is associated with the Bank of America located at 154 Main Street. The
existing Bank has been at its current location for over twenty years, an existing drive through for
the Bank has been closed for approximately fifteen years. The applicant is proposing to expand
the existing parking by removing the drive through aisle and increase the parking area to
accommodate an additional six parking spaces.
The applicant's intention is to improve and expand the existing parking area by constructing the
parking area to code, reducing the number of conflicts that currently occur in the parking area.
The applicant would like to solve the existing parking problems while maintaining the fifty foot
no-build buffer.
2.0 EXISTING CONDITIONS
The subject property is located at 154 Main Street in North Andover. The 19,842 S.F. lot is
located in the Ger.3ral Business Zoning district.
The lot has approximately 9,700 S.F. of developed area. There is a Bordering Vegetated
Wetland located at the rear of the lot associated with Osgood Pond. Approximately 13,400 S.F.
of the lot is located within the B.V.W. or the 100' Buffer to the B.V.W. The developed area
consists of the existing 1,600 S.F. building and associated paved parking and travel ways. The
lot is level at Main Street, the parking areas slowly slope to the rear of the lot. Once the parking
area ends, the lot is vegetated with trees and low lying shrubs this area steeply drops to Osgood
Pond at a slope of approximately 3:1. Currently there is no drainage system on site, all
untreated storm water sheets off the parking area and eventually runs to Osgood Pond.
3.0 WETLAND RESOURCE AREAS
There is one resource area subject to the jurisdiction of the Wetlands Protection Act (M.G.L. Ch.
131 § 40) within the proposed site, namely: a Bordering Vegetated Wetland. A brief description
of the resource area is provided below. We have also acknowledged the affected resource area
buffers in our Notice of Intent.
3.1 Bordering Vegetated Wetland
Per 310 CMR 10.55(2)(a), Bordering Vegetated Wetlands are freshwater wetlands which border
on creeks, rivers, streams, ponds and lakes. The types of freshwater wetlands are wet
meadows, marshes, swamps and bogs. Bordering Vegetated Wetlands are areas where the
soils are saturated and/or inundated such that they support a predominance of wetland indicator
plants. There is no proposed work within the resource area only within the buffer to the
resource area. All proposed work will have a positive impact on the resource area by improving
the quality of the storm water runoff entering.
4.9 . PROPOSED IMPROVEMENTS
4.1 Proposed Work
The applicant is proposing to expand the existing parking area by adding 2,000 S.F. of parking
to the existing parking lot. In addition to adding 2;000 S.F. of parking the applicant will also be
removing approximately 1,000 S.F. of impervious area. This impervious area is being removed
from the existing drive-thru aisle that runs parallel to the existing building, as can be seen on the
attached Site Plan. The net increase in impervious area to the site will be approximately 1,000
square feet while providing the applicant with six more parking spaces.
The applicant is proposing to improve the drainage conditions with addition of a deep sump
catch basin that directs storm water through a filtration chamber and continues on to a series of
recharge units. The deep sump catch basin will provide 25% TSS removal while the filtration
chamber provides a minimum of 70% TSS removal (as seen on attached specification sheets)
for a total of approximately 78% TSS removal from the stormwater prior to infiltration. During
extreme periods of rain, the infiltration chamber will overflow to an outlet in the proposed
retaining wall where there will be a swale to provide additional treatment to the storm water prior
to it entering the resource area. The proposed drainage system was designed following MA
DEP's Stormwater Management Policy to the maximum extent practicable.
The proposed improvements will have an overall positive impact on the existing resources
abutting the site. The proposed parl ing expansion is only a slight increase to the imperviou.°
area on the site but will produce slightly less runoff with the introduction of infiltration units. The
proposed construction of the retaining wall will provide an improved buffer to the resource area
while providing the applicant with the additional parking area needed to make the site safe for
both pedestrian and vehicular traffic.

B. Stormwater Checklist and Certification
The following checklist is intended to serve as a guide for applicants as to the elements that ordinarily
need to be addressed in a complete Stormwater Report. The checklist is also intended to provide
conservation commissions and other reviewing authorities with a summary of the components necessary
for a comprehensive Stormwater Report that addresses the ten Stormwater Standards.
Note: Because stormwater requirements vary from project to project, it is possible that a complete
Stormwater Report may not include information on some of the subjects specified in the Checklist. If it is
determined that a specific item does not apply to the project under review, please note that the item is not
applicable (N.A.) and provide the reasons for that determination.
A complete checklist must include the Certification set forth below signed by the Registered Professional
Engineer who prepared the Stormwater Report.

I have reviewed the Stormwater Report, including the soil evaluation, computations, Long-term Pollution
Prevention Plan, the Construction Period Erosion and Sedimentation Control Plan (if included), the Long-
term Post-Construction Operation and Maintenance Plan, the Illicit Discharge Compliance Statement(if
included) and the plans showing the stormwater management system, and have determined that they
have been prepared in accordance with the requirements of the Stormwater Management Standards as
further elaborated by the Massachusetts Stormwater Handbook. I have also determined that the
information presented in the Stormwater Checklist is accurate and that the information presented in the
Stormwater Report accurately reflects conditions at the site as of the date of this permit application.

• Provisions for operation and management of septic systems;
• Provisions for solid waste management;
• Snow disposal and plowing plans relative to Wetland Resource Areas;
• Winter Road Salt and/or Sand Use and Storage restrictions;
• Street sweeping schedules;
• Provisions for prevention of illicit discharges to the stormwater management system;
• Documentation that Stormwater BMPs are designed to provide for shutdown and containment in the
event of a spill or discharges to or near critical areas or from LUHPPL;
• Training for staff or personnel involved with implementing Long-Term Pollution Prevention Plan;
• List of Emergency contacts for implementing Long-Term Pollution Prevention Plan.
® A Long-Term Pollution Prevention Plan is attached to Stormwater Report and is included as an
attachment to the Wetlands Notice of Intent.

Prevention Plan (SWPPP) has been included with the Stormwater Report.

improves existing conditions.
Standard 8: Construction Period Pollution Prevention and Erosion and Sedimentation Control
A Construction Period Pollution Prevention and Erosion and Sedimentation Control Plan must include the
following information:
• Narrative;
• Construction Period Operation and Maintenance Plan;
• Names of Persons or Entity Responsible for Plan Compliance;
• Construction Period Pollution Prevention Measures;
• Erosion and Sedimentation Control Plan Drawings;
• Detail drawings and specifications for erosion control BMPs, including sizing calculations;
• Vegetation Planning;
• Site Development Plan;
• Construction Sequencing Plan;
• Sequencing of Erosion and Sedimentation Controls;
• Operation and Maintenance of Erosion and Sedimentation Controls;
• Inspection Schedule;
• Maintenance Schedule;
• Inspection and Maintenance Log Form.
❑ A Construction Period Pollution Prevention and Erosion and Sedimentation Control Plan containing
the information set forth above has been included in the Stormwater Report.

® Schedule for implementation of routine and non-routine maintenance tasks;
® Plan showing the location of all stormwater BMPs maintenance access areas;
® Description and delineation of public safety features;
• Estimated operation and maintenance budget; and
• Operation and Maintenance Log Form.
❑ The responsible party is not the owner of the parcel where the BMP is located and the Stormwater
Report includes the following submissions:
❑ A copy of the legal instrument(deed, homeowner's association, utility trust or other legal entity)
that establishes the terms of and legal responsibility for the operation and maintenance of the
project site stormwater BMPs;
❑ A plan and easement deed that allows site access for the legal entity to operate and maintain
BMP functions.
Standard 10: Prohibition of Illicit Discharges
❑ The Long-Term Pollution Prevention Plan includes measures to prevent illicit discharges;

It is most important for a drainage system to be maintained in order for it to work properly. The
following is an Operation and Maintenance plan to upkeep the existing non-structural and
structural best performance practices as outlined in the Massachusetts Department of
Environmental Protection's Stormwater Management Policy.
Operation and Maintenance Plan During Construction:
Sediment and Erosion Control
A silt fence shall be installed along a section of the proposed work as shown in the Notice of
Intent Plan submitted to the Conservation Commission. Catch basins shall be protected from
siltation via the use of haybales.
Infiltration Bed
Per MA DEP Stormwater Guidelines the following work shall be done to stabilize the site prior to
installing the subsurface structures:
Do not allow runoff from any disturbed areas on the site to flow to the
subsurface structures.
Rope off the area where the subsurface structures are to be placed.
Accomplish any required excavation with equipment placed just outside the
area. If the size of the area intended for exfiltration is too large to
accommodate this approach, use trucks with low-pressure tires to minimize
compaction. Do not allow any other vehicles within the area to be excavated.
- Keep the area above and immediately surrounding the subsurface system
roped off to all construction vehicles until the final top surface is installed.
At no time shall the area for the infiltration system be used as a temporary
sediment basin. Stockpiles shall be placed away from the subsurface
infiltration system and sedimentation fences shall be placed around the
perimeter of the infiltration area to prevent the accumulation of sediment within
the native; soils.
Operation and Maintenance Plan After Construction:
Deep Sump Catch Basin Cleaning
Inspect or clean deep sump basins at least four times per year and at the end of the foliage and
snow removal seasons. Sediments must also be removed four times per year or whenever the
depth of the deposits is greater than or equal to one half the depth from the bottom to the invert
of the lowest pipe in the basin. Vacuum trucks are preferable in the removal of the sediment.
All catch basins shall be cleaned and inspected in late winter or early spring after the snow
melts. Inspections should include the frame and grate, pipe, and structure itself for damage
and/or repair.
Stormfilter Unit:
Inspect and clean inlets as necessary after every major storm. At a minimum, inspect the oil grit
separator monthly and clean it out twice per year. Polluted water or sediments removed from
the oil/grit separator shall be disposed of in accordance with all applicable local, state and
federal laws and regulations.
Subsurface Infiltration System:
Inspect inlets at least twice a year. Remove any debris or sediment that may be clogging the
system.
Pipes and Drainage Manhole
Inspector clean the drainage manhole at least twice per year. In addition to inspecting the drain
manhole, all pipe inlets and outlets shall be inspected to ensure that they are free of all
obstructions and that all required hoods are intact.
Parking Lot Sweeping
The parking lot area shall be swept a minimum of 2 times per year.
Illicit Discharges:
At no time will the owner or any other individual utilize the stormwater management system for
any purpose other than its intended use. The stormwater management system as shown on the
attached site plan at no time shall receive discharges other than stormwater, this includes
"water water discharges and discharges of stormwater contaminated by contact with process
wastes, raw materials, raw materials, toxic pollutants, hazardous substances, oil or grease."
