Plan Date: 02-16-01 Review Date: 03-22-01 The Applicant submitted plans and documents to VHB for review on February 16, 2001. The site plan submission was reviewed for conformance to the appropriate sections of the 1972 Town of North Andover Zoning Bylaw amended in May 2000 and standard engineering practice. The following comments note non-conformance with specific sections and questions/comments on the proposed design. 1) Section 8.1 Off Street Parking:This section defines the required minimum number of parking spaces for a particular use and "high school"is not listed in the use column.The Applicant has proposed 575 parking spaces (65 spaces along the access drive)and has submitted a letter to the Building Commissioner requesting approval of the proposed number parking spaces. The letter also justifies the number of spaces proposed by comparing to the existing number of parking spaces at the existing high school and an existing middle school. While it appears that the Building Commissioner will have the final approval,the justification letter appears reasonable. 2) The total number of parking spaces proposed is 575. ADA requires that 2% of the total number of parking spaces provided be accessible spaces. Currently 11 accessible spaces are proposed and VHB recommends that 12 accessible spaces be proposed. Also, 2 of these accessible spaces must be van accessible. It does not appear that van accessible spaces have been proposed. 3) VHB recommends that the Layout&Materials Plans and the Grading Plans be signed and stamped by a registered civil engineer. 4) The following i formation is required by Section 8.3.5 and VHB offers the following a comments. ° , (M ." \\MAWATR\te\0671628\docs\reports\671628revie%v l.doc a) STORMWATER DRAINAGE/DRAINAGE BASIN STUDY: See comments below under"Drainage Review". b) TRAFFIC IMPACT STUDY: See comments below under the item"Traffic Impact Study Review". � 3) TRAFFIC IMPACT STUDY REVIEW: The traffic study, prepared by Bruce Cambell and Associates, Inc-(BCA),dated February, 2001,in general follows the standard engineering procedure fpr assessinPg the traffic impacts of the proposed development.The project is proposed to accorntnodhte the anticipated increasing enrollment at the North Andover High School over the coming years. VHB offers the following comments regarding the traffic study: In general,the report appears to have been professionally prepared and meets most transportation engineering standards. That being said,VHB has a few comments for consideration by the applicant and for the town's consideration. Our comments have been structured to correspond to the general outline of the traffic section of the report to allow for an orderly discussion of the review. Introduction There are no comments on this section. 2000 Existing Conditions Study Area No basis for the selection of the study area was defined. Please provide a summary that defines how these intersections were selected as "study area"locations as opposed to other unsignalized and signalized intersection within the area of influence of the proposed project. Specifically,the traffic volume networks show that the majority of the High School-related traffic appears to be entering and exiting from the south along Osgood Street, yet the focus of the study area operations and analysis focus on roadways to the north of the driveway. Consideration should be given to the following intersections for inclusion into the study: • Osgood Street and Stevens Street, • Stevens Street and Pleasant Street, and • Chickering Street(Route 125) and Park Street Seasonal Adjustments It is noted in the text that the traffic data was collected in July and adjusted based on seasonal factors. VHB questions the validity of traffic data collected in July for a High School project. Was the High School in session during the period the counts were conducted? If not,VHB suggests that the data be reconfirmed when the High School is in session to gain a better understanding of the traffic impacts at the specific location associated with the proposed expansion. 2 \\MA W ATR\te\0671628\docs\reports\671628reviewl.doc Trip Generation/Distribution Trip Generation VB8ugrces with the methodology used to develop the traffic generation rates. Where possible, ITE suggests using empirical data rather than general data—this appears tVhewhat the applicant provided. Trip Distribution VIID agrees with the findings and methodology used to develop the trip distribution for the project—although it is not clear from the discussion if the actual observed distributions were used orif the information provided iothe School Geogrupbioa,Inc study was used. VHB also agrees that the provision ofu � signalized intersection at the school driveway to Osgood Street is probably not required. However,the applicant should provide a signal warrants assessment for bi location i � that u signal/o not warranted. Furthermore, alternative traffic control measures should be considered during the morning and evening peak periods—such aspoDceofficecontrol—to \ improve safety ot this location. {�/ ,.N * � �\ - General Comments on the Traffic Imp et and Acces The applicant should document the existing and proposed sight distance measurements at all of the school driveways. No detailed discussion is provided on pedestrian and bicycle access to and from the site— although it does appear that this was included and discussed as part of a prior submission to the Town. PURPOSE 1.1 The purpose of this meeting was to introduce the project to the Planning Director _and coordinate the site plan review process. 2. SUBMISSION PROCEDURES 2.1 HG reviewed the submission procedures: 2.2 First apply for the building permit, which initiates the zoning review process: 2.3 The Building Inspector will fill out a Zoning Review Form to determine if any variances are required. 2.4 If any variances are required, the project must be filed.with the Zoning Board of Appeals and a decision made before filing a site plan with the Planning Board. This is how the Conservation Commission Consultant's fee was arranged. 3. SCHEDULE 3.1 The Planning Board meets on the first and third Tuesdays of the Month (no meeting first Tuesday of March because of elections). 3.2 Planning Board review typically takes a minimum of 3 hearings. 3.3 DDP will tentatively plan on the following schedule. 3.3.1 Submitting by noon, 16 February 2001 deadline for: 3.3.2 Hearing on 20 March 2001. 3.3.3 Continue to 17 April 2001 Hearing (If not enough time to respond for 3 April Hearing) 3.3.4 Earliest conclusion - 01 May 2001 Hearing (Based on typical 3 meeting review) 4. SUBMISSION REQUIREMENTS FOR PLANNING BOARD 4.1 HG gave DDP Instructions for filing an application, a copy of which is attached to this report. The following submittal items were further discussed: 4.2 Site Lighting Plan with photometrics. 4.2.1 DDP will provide Site Sections with light fixtures 4.2.2 DDP will provide Narrative of site lighting operation . 4.3 Show enclosures for dumpsters. (Dumpsters to be at least 25 feet away from building.) 4.4 Construction Schedule 4.4.1 HG would like the schedule broken into phases. 4.5 Stormwater Management Design and Stormwater Runoff Calculations (send only 2 copies for the submission). 4.6 DDP will include a site plan showing the new high school and existing high school. 4.7 Abutters list 4.7.1 Include Abutters list, Two Mailing Labels and Two First Class Stamps for each Abutter. 4.7.2 Abutters for the planning board are those properties within 300' of the site. 4.8 Traffic Study—DDP will have the traffic consultant prepare a summary of the several traffic studies done for the project since planning began. 00443.0 Meeting Report 42 MEETING REPORT NO. 42 North Andover High School Page 3 5. ZONING BOARD ISSUES 5.1 The proposed site plan shows parking for 508 plus parallel parking on the site road for an additional 60. HG said Zoning Board looks for parking to be visually screened 5.2 A Soil removal permit may be required for removing soil from the site. (Postscript: None required per review with Building Department.) 6. TOWN DEPARTMENTAL REVIEW 6.1 HG said that DDP should meet with the Fire Department, Police Department and DPW. 6.2 DDP has already had preliminary meetings with the DPW, Building Inspector and Police Department. 6.3 If these departments have any comments HG requested written copies of their reviews. 7. WATERSHED PROTECTION DISTRICT 7.1 HG referred to regulations in the zoning bylaw, section 4.1.3.6, for the Lake Cochichewick Watershed Protection District. 7.2 Postscript: Upon review of the North Andover Zoning Bylaw it was determined by DDP that the high school site is outside the above referenced district. 8. RELATED PLANNING MEETINGS TO DATE 8.1 DDP reviewed related project planning activities with HG that have taken place or are underway: 8.2 Conservation Commission 8.2.1 DDP anticipates the Conservation Commission Review to conclude at the 07 February Hearing. 8.3 Environmental Notification Form (ENF)to Planning Board 8.3.1 The project has concluded the ENF process and received an ENF certificate. 8.3.2 HG said she was not notified of the ENF site walk in November. 8.3.3 Postscript — Upon checking the ENF submittal, it is noted that the Planning Board is on the project ENF circulation list. A copy of the ENF is also attached. 00443.0 Meeting Report 42 MEETING REPORT NO. 42 North Andover High School Page 4 8.4 Neighborhood Meetings 8.4.1 DDP has already met with neighbors three times and is scheduling a fourth meeting. 8.4.2 DDP showed photocomposite view of the proposed high school from a neighbor's house. 8.4.3 KD said that a commitment has been made to the neighbors to include plantings for additional screening of the high school from the neighbors' properties. 8.4.4 HG requested documentation showing the work with the neighbors. 8.5 Rails Trails Committee 8.5.1 DDP has met with the Rails Trails Committee. 8.5.2 HG requested a letter from the Rails Trails Committee documenting the proposed site plan reasonably satisfying their requests. The proposed high school will be located adjacent to the existing high school. The existing high school will be razed once the new high school can be occupied. My review is as follows: i. NORTH ARROW/LOCATION MAP: A locus map has been provided. ii. SURVEY OF LOT/PARCEL: This has been provided and is located on Sheets 1.01-1.05. iii. NAME/DESCRIPTION OF PROJECT: This has been provided. iv. EASEMENTSILEGAL CONDITIONS: The New England Power Company Easement for power lines runs from Osgood Street along the entry drive and continues to the brook to Chickering Road. This easement is depicted on Sheets 1.0.4-1.05 of the plans. V. TOPOGRAPHY: This has been provided. vi. ZONING INFORMATION: Zoning information is provided and is located on sheet 1.0.1-Site Survey. The Building Commissioner has informed the applicant that no variances are required. The zoning information is also depicted in Attachment 10 of the book included in your packets. vii. STORMWATER DRAINAGE: Please see attached Outside Engineering review. A brief description of the drainage is that it includes catch basins, swales, sub drains, and BOARD OF APPEALS 688-9541 BUILDING 688-9545 CONSERVATION 688-9530 HEALTH 688-9540 PLANNING 688-9535 underground detention basins. All of the drainage will flow towards the existing high school and into the brook. viii. BUILDING LOCATION: The building is a three story building with 171,378 square feet on the ground floor and 300,649 square feet in total. The height of the building is proposed to be 40 feet tall for the high school and 50 feet tall for the auditorium and gymnasium. The building plans are located on Sheets 3.3.1 through 3.3.3 on the plans, which depict the layout of the high school building itself. ix. BUILDING ELEVATION: Building elevations have been provided, they are the last sheets in the enclosed plans. The buildings will be compatible with the architectural style of the surrounding buildings. Also, Attachment 7 of the booklets enclosed provides some excellent viewpoints of the building(s) from different stations. X. LOCATION OF PARKINGIWALKWAYS: There are 575 parking spaces proposed for the new parking lot. The parking lot(s) are depicted on Sheets 1.1.1-1.1.5 of the plans. There is a bituminous concrete path which surrounds a large portion of the property. The Planning Board may want to suggest that the sidewalk be extended along Prescott Street to Osgood Street. If so, this should be coordinated with the DPW for improvements that will be conducted to Osgood Street. There is a bituminous concrete path which originates from Prescott Street and extends to the parking lots with provisions for pedestrian cross-walks across the parking lots. The bituminous path is on one side of the access drive and crosses through almost the entire campus of the high school. xi. LOCATION OF WETLANDS/NOTICE OF INTENT: A Notice of Intent has been filed with the Conservation Department and an Order of Conditions has been issued. xii. LOCATION OF WALLS/SIGNS: Retaining walls are proposed for the project. The Planning Board should require certification from a structural engineer that the walls have been installed correctly upon completion of their placement. Also, a boulder retaining wall is also proposed. The existing sign for the high school at the Osgood Street entrance will remain. xiii. LOCATION OF ROADWAYS/DRIVES: A new access drive is proposed which will begin at the existing drive but will loop around onto itself around the proposed high school and its parking lots. The width of the pavement varies from 24' to 30' to 24'. One area of potential concern is the first sharp corner of the entry drive. It appears that larger vehicles (school buses, etc.) may have a difficult time around the first corner of the access drive. Also, if trucks will be loading food, etc. into the cafeteria the truck route, and the traffic flow of the buses going in and out of the access drive should be referenced on the plan. xiv. OUTDOOR STORAGE/DISPLAY AREAS: Outdoor storage is not proposed. xv. LANDSCAPING PLAN: A landscaping plan has been provided and is denoted as Planting Plans. Sheet 1.1.11, Planting Plan Overview provides an excellent summary as to what is proposed to be planted. It appears to me that some additional buffer could be placed along the rear lot line where the residential neighbors abut the property. The plantings along that area are sparser than the remainder of the property . Attachment 25 of the enclosed booklet provides panoramic views of the neighbors' property with a proposed view of the high school. The landscape strips between parking spaces provide an adequate amount of trees for an adequately landscaped parking lot. xvi. REFUSE AREAS: There is a 8" concrete dumpster pad proposed with a wood fence dumpster enclosure at the corner of the high school. It is unclear if a dumpster truck can easily back in and out of that corner, but I believe when the applicant provides the traffic flows requested above, it can be easily confirmed. xvii. LIGHTING FACILITIES: Lighting for the parking lot and the access drive can be found on Sheets 10.0.4 and 10.0.5. It appears adequate lighting has been provided. Furthermore, there is a detail noted as Attachment 15 in the enclosed booklet with renderings of the lighting style. They will be double-mounted in the parking lot, however. Also, sheets El and E2 of the plans depict the lighting calculations for all lighting, and all lighting recesses appropriately at the exterior property lines of the sites so as to ensure lighting will remain on-site and not affect abutting properties/ and/or Chickering Road. xviii. DRAINAGE BASIN STUDY: Please refer to VHB's report. xix. TRAFFIC IMPACT STUDY: VHB's memo indicates that the applicant should possibly re-examine the traffic data as it was collected during the month of July, obviously a low volume time for actual school traffic. VHB has also suggested that a warrant analysis be performed as aback-up to ensure that an intersection is not needed at the Osgood Street/school driveway intersection. VHB has also suggested that perhaps a police detail be utilized at this intersection during the peak periods if a traffic signal is not warranted. xx. COMMONWEALTH REVIEW: It was determined that an Environmental Impact Report is not required on this project. Please see Attachment 20 of your booklet (letter from Commonwealth). However, the project does require an Access Permit from MA Highway, MEPA regulations, a 401 Water Quality Certification and a Sewer Connection/Extension Permit from DEP. They have received their Sewer Connection Permit from DEP (Attachment 23). Other permits have been applied for but have not yet been received (according to the package). xxi.
