OBSERVATION REPORT NO. 29 North Andover High School Page 7 J. CHANGE ORDERS DDP 08/13/02 J04.1 Steel Change Order Proposals - Cape and Island Steel (C&I) explained their position that they intend to be compensated for their redetailing time resulting from revisions issued by DDP (Field order No. 32, 34 and 41) even though there are no "direct" (material and labor) costs involved with these changes. DDP noted that while the detailing expense is understandable, the hours claimed seem high, and that for the overall project it is DDP's belief that reduction in steel material, fabrication and erection makes up for addition time to redraw. C&I did not agree with DDP assessment. DDP will consider the discussion and issue a formal response. -- 09/24/02 J06.1 Credit for MEC Backcharge - DDP has not 10/01/02 accepted Change Order Proposal submitted by AB&Palumbo for the balance of the backcharge quoted by Mass Electric. Change Proposals: Four change orders have been processed. Other proposed change orders (PCO's) continue to be solicited and reviewed. (See attached change order log). 6. Schedule: Phase I—new school 7/15/04 Phase II—Demo and site 5/5/05 Contractor has submitted the required updated schedule dated 9/10/02. The general contractor was advised by the window contractor that window installation duration involve considerably more time that the current schedule allows. The contractor is currently in discussion with the window contractor to double the crew, but in the interim, is temporally enclosing the openings, as suggested, to allow other post window installation trades to continue on the expedited schedule, which targets a Phase I completion 6 months earlier than the contract date. 7. Construction Issues: 1. The electrical service configuration was finalized with Mass Electric at a meeting on 6/11/02. Pole location approval and service company charges have been finalized. Final Mass Electric cost is $30,766 less the credit carried by the electrical contractor(see DDP letter 10/3/02). 2 2. Mass Electric also furnished their price to relocate the electric lines that parallel the entry drive to allow the necessary widening ($48,912). (See DDP letter 10/3/02) 3. The contractor continues to effectively maintain erosion control measures with minimal migration of soil offsite. 4. The contractor has acknowledged the rigorous requirement to protect the gypsum sheathing during construction (in and out) from moisture, and has agreed to use a considerably more durable and moisture resistant material (Dens Glass) for the balance of the project. This is a no cost improvement to the project. 5. Academic parking area has been graded and sub base material is being installed. A perimeter drain around the lower parking area has been added due to evidence of moisture migration. 6. Unsuitable soil remediation measures within the building footprint are complete in all noted areas. 3 N.Andover High School 10/10/02 PCO# DESCRIPTION CUT& STATUS CO AMT PROPOSAL 1 Floor contractor substitute -- CO#1 $ 107,037 2 Sanitary line -- CO#2 $ 4,701 3 Site phasing -- --- 4 Seepage inlet -- CO#3 $ 3,300 5 Video survey of drain -- CO#3 $ 1,668 6 Steel revisions -- --- 7 Sub drain piping -- CO#2 $ 26,273 8 Unsuit replacement -- CO#2 $ 20,315 9 Misc HVAC -- --- 10 Unsuit soil &drain --- CO#3 $ 45,248 11 Roof power east 12 Language lab electric -- --- -° 13 Paint parking lines -- CO#3 $ 5,304 14 Unsuit soil#2 -- CO#3 $ 47,775 15 Unsuit soil#3 -- CO#3 $ 26,331 16 Framing c@ stairs --- 17 Consumer science power $ 7,046 In review --- 18 Metal plate @ mech screen $ 9,430 In review --- 19 Unsuit soil G water -- --- 20 Delete M.H. $ (500) In review --- 21 Auditorium truss brace CO#4 $ (16,125) 22 Auditorium beam revision -- -- '-- 23 Roof drain piping Not received 24 Plumbing change Not received 25 Elec.transformer&poles --- By owner --- 26 Condensate pipe rev Not received 28 Locker additions Not received 29 Unsuitable replacement#4 CO#4 $ 28,580 30 Relocate power&data Not received 31 Auditorium stage found Not received 32 HVAC elec revisions Not received 33 Parking sub drain Not received TOTALS $ 15,976 $ 337,946 Activity Y Activity Orig Rem % Early Early Late Late Total ID Description Dur Dur Comp Start Finish Start Finish Float J F MILESTONES "` $ dos a• !y .s -i". c• ,•ririsi3d.'% _ i z rio OTICE TO PROCEED I 0 01 100 15MAR02A i 15MAR02A HASE 1 BEGIN 0 0 100 15MAR02A 115MAR02A 1 185 ,START UNDERGROUND UTILITIES i 0 0 100 01 2A -01MAY02A 195 START ROOFING-ACADEMIC WING O 0 0 11SEP02 16SEP02' S 200 START WINDOWS-ACADEMIC WING 01 01 0 26SEP02 11OCT02' 15 190 STRUCTURAL STEEL COMPLETE-PROJECT 0 0', 0 13NOV02 13NOV02' 0 145 BOILER ROOM /HEAT OPERATIONAL 0 0 0 01SEP03' 01SEP03' 0 150 BUILDING ELECTRICAL OPERATIONAL 01 0 0 101SEP03' 01SEP03' 0 ^- 3265 OCCUPANY 01; Oi 0 19DEC03 19DEC03' 0 110 ISCHEDULE RECONCILIATION 194' 194'; 0 20DEC03 30JUN04 20DEC03 30JUN04' 0 115 I PHASE 1 COMPLETE/PHASE 2A BEGIN--- - 01 0 r- ---- -- --- i- ---- -------- 0 01JUL04' 01JUL04 0 120 PHASE 2A FINISH/PHASE 2B BEGIN 01 O 0 01SEP04' O1SEP04' 0 170 PHASE 2 B COMPLETE 0' 01 0 25MAY05' 25MAY05 0 SITEWORK PHASE 1 4'.:Y:' \ii=!::iii .i,'i.^.!:<ti'::vn .Fi. /' :.,^:•: ,.1+ OR .'!< ,5 L:S .-f.....,.n.. ::'Y`i:^„aliSs:a;....,,,.r,........ Minicucci, Chair North Andover School Building Committee c/o North Andover Public Schools 675 Chickering Road North Andover, MA 01845 Reference: North Andover High School North Andover, MA Subject: Massachusetts Electric Service Back-charge Dear Lou: Please find enclosed a letter from Mass Electric (MEC) stating a back-charge of $30,766.24 is due for the installation of the new electrical service for the High School project. Because this back-charge information was not available from MEC at the time of bidding, the electrical subcontractor was specified to carry the sum of $15,000.00 for the MEC back-charge; this $15,000.00 amount would be adjusted up or down by change order based upon the actual MEC charges when received. It is our recommendation at this time that the SBC pay MEC direct) the entire S30,766.24 back-charge, and by change order take a credit for the lesser amount specified. By so doing: • Payment to MEC would be expedited, which will in turn expedite their installation of the . new service. • Subcontractor and GC markups that would otherwise be added to the increased back- charge would be saved. Minicucci, Chair North Andover School Building Committee c/o North Andover Public Schools 675 Chickering Road North Andover, MA 01845 Reference: North Andover High School North Andover, MA Subject: Cost to Relocate MEC Transmission Lines for Previewing Dear Lou: During the site design phase of the High School project, our traffic consultant recommended that the existing school drive onto Osgood Street be widened to include turning lanes, and this plan was approved by the Planning Board. In order to widen the driveway, it is necessary to relocate three of the high voltage line poles that parallel the south side of the existing school driveway. In August 2001 DiNisco Design and our electrical engineer met with Massachusetts Electric (MEC) engineers at the site to discuss the pole relocation. In the intervening months DDP furnished MEC with survey data necessary for them to engineer the pole relocation, and on 26 September 2002 DDP received a letter from MEC (copy enclosed) agreeing to relocate the poles at a cost of $48,412.74. In order to address the traffic conditions on Osgood Street it is necessary to widen the driveway as shown on the contract drawings (the reference in the MEC letter to "another option with the entrance design" is in error; the only potential future change would be to pursue a second site access from Chickering Road, which will be many.times more costly than the MEC charge to move the poles). Therefore, it is our recommendation that the SBC make payment in the amount of $48,412.74 to Massachusetts Electric Company, so that the work may be scheduled for spring 2003.
