DEP File No. 242-1045 Planning Board Notice of Decision dated 5/14/01 Schofield Brothers of New England, Inc. has been designated as the "Environmental / Erosion Control Monitor" for the North Andover High School Project. The purpose of the Environmental / Erosion Control Monitor is to perform periodic inspections of the project site to insure compliance with the Order of Conditions issued by the Conservation Commission and the Special Permit issued by the Planning Board with respect to sediment and erosion controls, limit of work compliance, wetland replication and stormwater management issues. This is the eighteenth monthly inspection report prepared and submitted in compliance with the above referenced permits. It covers the period February 1, 2003 through March 18, 2003. This is a longer time period because inspections were conducted every other week due to the unchanging conditions. Attached are copies of the Inspection Reports (#63, #64, #65, and #66) relative to the inspections performed on February 12, February 25, March 11, and March 18, 2003. During the two inspections in February, the site remained stable. Snowmelt was occurring and small channels of relatively clear runoff were observed. Immediately surrounding the construction area, the soils were getting softer and muddy conditions were becoming more prevalent. As the snowmelt continued and thaw out conditions occurred, the muddy conditions at the site got worse. The haul road between the construction entrance and the center of the site required several layers of stone to make it passable. Sediment deposits were observed at several locations on the site and at the sediment basins. Runoff at the southeast corner of the work site breached a haybale barrier and flowed into the brook running alongside the tennis courts. The haybale barrier was repaired by the contractor prior to the following inspection. The runoff was cloudy, however it had to pass through several stone checkdams and haybale checkdams as well as through a ponded area prior to exiting the site so the amount of particles in the runoff was kept to a minimum. The contractor observed the condition and stated that additional controls would be implemented to supplement the existing controls. Because of the soft ground conditions, sitework was difficult. When the remainder of the snow covering melts and conditions allow, filter fabric on catch basins will need to be replaced and several sections of silt fence will need to be repaired. Based on our inspections, we have found that the work on the project has been performed in compliance with the Special Permit and Order of Conditions. However, if there is a very large quantity the town may not have the ability to remove it. Bob Nicetta stated a ZBA permit will be required for removal. This issue will be further discussed.. C66. D. Sediment control barriers around the perimeter of the current work area- 0 03/18/03 —The repair mentioned above was completed. Although runoff at the southeast corner must pass through several stone checkdams, haybale checkdams, and eventually the haybale/silt barrier, the runoff exiting the work area was cloudy. The site contractor will be supplementing the controls to minimize the cloudiness in the runoff during this mud season. ® 03/25/03 —Southeast Corner: The runoff exiting the site at the southeast corner was clear. Sediment on the parking area should be removed and the filter fabric on the catch basins should be replaced.East Sic1e: The double row of haybales running along the east side, at the top of the embankment, have decomposed to approximately I/ their original height. Because this area is elevated from the site, there is no opportunity for sediment to reach this barrier. These haybales should be left in place. West Side: Due to the numerous regrading operations along the west side haul road and the muddy conditions experienced there, the mud/soil has been pushed up against the security fence. With the snowmelt, some of the soils are washing out onto the shoulder of Chickering Road. This must be prevented. Southwest Corner: The corner itself and the shoulder of Chickering Road are in good condition. The sediment in the swale leading to Sedimentation Basin #2 needs to be removed. 2.
