DEP File No. 242-1045 Planning Board Notice of Decision dated 5/14/01 Schofield Brothers of New England, Inc. has been designated as the"Environmental / Erosion Control Monitor" for the North Andover High School Project. The purpose of the Environmental /Erosion Control Monitor is to perform periodic inspections of the project site to insure compliance with the Order of Conditions issued by the Conservation Commission and the Special Permit issued by the Planning Board with respect to sediment and erosion controls, limit of work compliance, wetland replication and stormwater management issues. This is the twentieth monthly inspection report prepared and submitted in compliance with the above referenced permits. It covers the period April 30, 2003 through May 27, 2003. Attached are copies of the Inspection Reports (#73, 474, #75, and #76,) relative to the inspections performed on May 6, May 13, May 20, and May 27, 2003. The first three weeks of the month of May were wet but relatively uneventful. The site remained in good and stable condition and there were no new issues. Several items carried forward were reviewed with the site foreman and some were completed. Blueberry plants were planted at the south wetland replication area, the silt fence surrounding the loam and ordinary stockpiles were repaired, and filter fabric was replaced at several catch basins. The construction entrance remained in good condition with some occasional tracks of dirt onto Prescott Street. Inspection#76 was preceded by a significant rainfall event (2+ inches) over the Memorial Day weekend. Although the perimeter sedimentation barriers and on site controls filnctioned properly, there was a cloudy discharge at two of the drainage outfalls to the brook. It appears that the discharge was primarily due to the fine particles in the stormwater that were able to pass through filter barriers at the sedimentation basins and catch basins. The water was clear at the outfalls during the next inspection. 'F-D=)SCHHLIELD BROTHERS ENGINEERING • St R%E.YING • PLANNING !I 20217 North Andover High School— Monthly Inspection Report—April 30, 2003 through May 27, 200' 2 Sedimentation and erosion controls relative to the construction of the access road and drainage system at the southeast corner of the site were discussed with the contractor. The sedimentation and erosions controls included: • Sedimentation barrier (haybales and silt fence) is to be installed along the north side and south side of the access road, • Catch basins are to be protected and maintained with filter fabric, and haybales if necessary, • The interface between the new access road and the existing paved parking area is to be supplemented with erosion and sedimentation controls as necessary to prevent siltation beyond the limit of work, • Dewatering operations will require the use of a haybale settling basin at least 100 feet from any wetland resource areas, and • The stockpile, setup in preparation for the access road grading, will be surrounded with asedimentation barrier. The items needing attention and carried forward include: • Sediment removal from the swale running along the south side of the site leading to the sedimentation basins, • Cleanup at the southeast corner near the tennis courts, and • Sediment removal from the parking area. Based on our inspections, the site has remained in stable condition and there have been no adverse affects to the resource areas. The contractor needs to address the items carried forward to bring the project into full compliance with the Special Permit and Order of Conditions relative to erosion and sediment controls. This inspection followed a significant rainfall event (2+ inches) over the Memorial Day weekend, which was preceded by a week of wet weather. Overall, the perimeter sedimentation barriers functioned properly and sediment deposits were contained on site. There was very little, if any, new sediment that deposited on the school parking lot at the southeast corner. There was some ponding of water at the school parking area due to the filter fabric slowing the flow of water into the catch basins. There was however a cloudy discharge at two of the drainage outfalls to the brook. It appears that the discharge is primarily due to the flow of water through the o°�SCHOF1ELD BROTHERS ENG IN EFRING • SCR%EN ING • PLANNING MEMEMENEEM sedimentation basins and other catch basins on site that are connected to these drainage systems. The catch basins were protected with filter fabric. The outfall strictures of the sedimentation basins were protected with filter stone and filter fabric. There were no observable breaches in the filter controls at these outlets. The ponding in sedimentation basins receded and new sediment deposits in the basins were observable. The basins were performing as designed. The volume of runoff coupled with the already wet and muddy conditions certainly taxed the ability of the controls. Fine particles able to pass through the filter barriers were entering the drainage system, similar to that which occurred during a similar significant rainfall event in 2002. As the contractor begins to establish the parking areas along south portion of the site, the exposed soils will be minimized which should help this situation during future significant rainfall events. The site contractor is aware of the sediment deposits that need to be removed and will perform that work when the site dries and equipment can maneuver. A meeting was held with the site contractor (Tim Callahan), Bob Nicetta(partial), Paul Szymanski (partial), Skip (site foreman) and myself to discuss the upcoming work at the existing school entrance drive and a portion of the parking area at the southeast corner that is scheduled to begin June 19'x'. The work is necessary to constrict the access road to the new school. The following work is included: • The limit of work along the existing access road will be located to establish the location of the sedimentation barrier (silt fence and haybales). • Sedimentation barrier will be installed along the north side of the access road, starting at the entrance, leading by the tennis courts and brook, then tying into the existing sedimentation barrier near the retaining wall at the southeast corner of the work area. • Sedimentation barrier will be installed along the south side of the access road, starting at the entrance and ending at wetland flag,WF-211. • Catch basins in the area will be protected and maintained with filter fabric, and haybales if necessary. • The interface between the new access road and the existing paved parking area will be supplemented with erosion and sedimentation controls as necessary to prevent siltation beyond the limit of work. • Dewatering operations will require the use of a haybale settling basin. Note that the Order of Conditions requires there to be at least 100 feet from wetland resource areas. In addition, the contractor desires to constrict a temporary stockpile area just north of the south emergency entrance in preparation for the driveway work. The stockpile will be surrounded with a properly installed sedimentation barrier. INSPECTION SUMMARY 1. Two replication areas were required to be constructed for mitigation of altered resource areas. It is my understanding the second replication area located in the northern section of the site (470 s.f.) has not yet been constructed. This area must be constructed immediately and planted according to the planting plans. In addition, the larger wetland replication area located at the end of each growing p the site must be monitored by a qualified wetland specialist season. (See condition #71). To date, I have no record of such reports in my files. The reports submitted by DiNisco Design Partnership Limited are not satisfactory for this condition. I have observed significant die-off of plants located in the replication area. It is my understanding some of the plants have been replaced but I have no record as to what types of species and the numbers re-planted. A report submitted by a qualified wetland specialist must be submitted immediately to this Department and must address hydrologic conditions,soil profiles and species types and densities. I am particularly concerned about the hydrology within the replication area and question whether interim as-builts have been prepared to verify the grades within the replication area. Currently, the school entrance road work is underway. Recently created stock pile at the south east corner required some modification with work completed. Wetland issues were raised by the Con Corn with a violation notice issued on 6/16. Issues have been clarified and amicable resolution in progress. b. Sonofill roofing extra work on the gym and auditorium is nearly complete. c. Entry road modifications work is in progress. Work is to be completed this summer. Alternate school access plan is in operation and functioning well. 7. Two replication areas were required to be constructed for mitigation of altered resource located in the northern areas. It is my understanding some of the plants have been replaced but I have no record as to what types of species and the numbers re-planted. A report subitted by a qualifi m ed wetland specialist must be submitted immediately to this Department and mast address hydrologic conditions, soil profiles within species the replication area and question particularly concerned about the hydrology whether interim as-builts have been prepared to verify the grades within the replication area. DEP File No. 242-1045 Planning Board Notice of Decision dated 5/14/01 Schofield Brothers of New England, Inc. has been designated as the"Environmental /Erosion Control Monitor"for the North Andover High inspections of the purpose to insure compliance Erosion Control Monitor is to perform p on Commission and the Special Per with the Order of Conditions issued by the Conservatimit issued by the Planning Board with respect to sediment and erosion controls, limit of work compliance, wetland replication and stormwater management issues. This is the twenty-first monthly inspection report prepared and submitted in compliance with the above referenced permits. It covers the period May 28, 2003 through July 3, 2003. Attached are copies of the Inspection Reports (977, 478, 479, 480, and#81) relative to the inspections performed on June 3"►, 10`h, 17`h, 23"', and July 3, 2003. This should help to reduce the amount of erosion and the amount of sedimentation in stormwater runoff. The North Andover Conservation Comnussion issued a notification of violation regarding the wetland replication areas. The following reasons were stated in the letter: 1) The plant"die-off' at the southwest wetland replication area and the requirement of a Wetland Scientist to report on the success/failure of the area, 2) The concern that the northeast replication area s not con cn had been constructed constructed during th�elsiteth the Conservation Agent as this wetland preparation contract and is located on the east side of the security fence), 3) A request was made to construct the wetland buffer zone planting areas immediately following the access road construction. In response to the notification, SBNE will be providing an as-built and an assessment of the wetland replication areas within the next few weeks. Items needing attention and carried forward include: • Sediment removal from the Swale running along the south side of the site leading to the sedimentation basins, as well as sediment removal from Sediment Basins 42 and 93. • Stabilization of the sideslopes of the new access road. • Hvdroseed(hydromulch) the new stockpile. • Silt fence repairs at the ordinary stockpile (north end of the construction site). Based on our inspections,the site has remained in stable condition and there have been no adverse affects to the resource areas. Addressing the items carried forward will bring the project into fiull compliance with the Special Permit and Order of Conditions relative to erosion and sediment controls. Initially, the parking area will be covered with stone. A binder course will be applied at a later date. As the site contractor establishes the grades of the parking area, the drainage swale will be re-established to allow positive drainage to both sediment basins. It is recommended that the contractor remove the sediment collected by the basins. As the parking area is established and the area of exposed soils is reduced, it is expected that the basins will receive less sediment. However, the basins may receive the peak of stormwater runoff quicker than in the past and must provide adequate storage volume to handle the flow. The evaluation consisted of a field survey locating the limits of the replication areas and each of the planted shrubs and trees within the areas. The field survey of Wetland Replication Area 2 also included as-built elevations. The results of the survey are included on the attached plan. The evaluation of Wetland Replication Area 1 included a general information on the ground cover species within the area. The evaluation of Wetland Replication Area 2 included two detailed sample plots to evaluate the ground cover and soil observation holes to determine the character of the soils. Background When the Wetlands Filing for the High School Project was originally made to the Conservation Conunission in September of 2000, the Wetland Replication Areas (WRAs)were proposed on the plans to mitigate the impacts of proposed encroachments into the Bordering Vegetated Wetlands at five locations on the site. The total alteration proposed was 4,605 sq. ft. and 9900 Sq. ft. of replication was proposed at that time. Through the Wetland Permitting Process, the plans were modified to eliminate the majority of the encroachments and one of the proposed replication areas was eliminated. The final plans included WRA#1 located to the east of the proposed building. That area was to be 470 sq. ft. in area and was to mitigate the temporary alteration of 180 sq. ft. of BVW. The temporary alteration was required to permit adjacent site work and that area was also to be restored. In the southern part of the site, all but 200 sq. ft. of the originally planned encroachments were eliminated. WRA#3 was eliminated but the plan for WRA#2 was not reduced and remained at 2,680 sq. ft. This was 2,280 sq. ft. more replication than was needed to provide the 200 percent mitigation required under the North Andover Wetlands Bylaw,but the thought was that it would provide some added benefit to the site and adjacent wetland resource areas. The site construction began in the late summer of 2001 and the WRAs were constructed in the fall of that year. (SBNE) as part of the regular environmental inspections on the site. In April of 2002, SBNE noted that the blueberry plants were not leafing out and may not have survived the winter. Throughout 2002, the region experienced extreme drought conditions and in August of 2002 we noted that many of the shrub plantings at WRA#2 were suffering and in poor health. This decline continued and many of the plants, and particularly the blueberry plants died. At the time, it was presumed that the plants died due to the extreme drought conditions or had not survived the previous winter. In response to loss of the plants, most of the dead blueberry plants were removed and replaced in May of 2003. Plants that were showing some signs of life were left in place in hopes that they would recover. Some plants did recover, however, some additional loss did occur. The survey plan attached shows the current shrub and tree plants and their condition. The following is a more detailed description of each of the WRAs, beginning with WRA#2 Wetland Replication Area #2 This area is located in the southwest corner of the site and was to be 2680 sq. ft. in area. It is adjacent to, and above, the top of the of the.steep bank that drops into the cat-tail marsh along Cochichewick Brook, and is connected to the BVW above that bank located to the east. The WRA was designed by the project landscape architect to replicate the wetland area to the east where the proposed 200 sq. ft. intrusion is planned. What makes this particularly difficult is that the adjacent wetland area is not a natural wetland. The area is land that was filled many years ago as part of the construction of the previous High School. At that time it was to be developed as a parking area, but that plan was abandoned. The area was former wetland that was filled with the poorly draining, glacial till soil excavated from the High School development. The finish grading of the area was never completed and the surface of the filled area was left rough, with many depressions and did not properly drain. As a result, the vegetation that has become established on the area is quite varied but in general consists of facultative species that can tolerate poorly draining, compacted soil conditions. Based on vegetation, the area does have a predominance of species indicative of wetlands, and the soils have developed hydrologic indicators in many area of the filled land due to the perching of water, and poorly draining character that keeps the soils damp for extended periods of time. Therefore, the area does fit the definitions of a BVW in accordance with the regulations, but is several feet above the adjacent natural cat-tail marsh, and is several feet above the natural water table. To evaluate the current condition of this WRA, a detailed topographic survey was performed to locate the limits of the area, determine the current grades, and locate all of the shrub and tree plantings. The condition of each plant was noted on the plan as good,fair, poor or dead. To evaluate the ground cover and soils, two sample plots were performed. The results of the survey are shown on the attached plan. The sample plots were performed utilizing the standard DEP methodology for delineating bordering vegetated wetlands. The results and conclusions are summarized as follows. 1. The limit of the constructed area was found to be 2,468 sq. ft. as measured to the outside of the hay bale erosion control. This is relatively close to the 2,680 sq. ft. proposed. 2. The grading of the area gently slopes down from north to south from an elevation just over 98 to 96.3. The detail plan for the construction(Detail 11 on Sheet 1.1,33)indicates the area was to be generally flat from the edge of 6 eIadjacent s understandable but that this case, the Site Contractor adjacent would interpret wetland also slopes from elevation 99 to 9 the drawing to grade the area as was done. 3. The analysis of the vegetation indicates that the area is indicative of wetlands. However,this is based on both the planted shrub and tree species and the ground cover that has become established. The field data sheets detail the ground cover at the two plot locations. Plot#1 is at a lower elevation than Plot#2. In both plots, Timothy is the predominant cover and it's indicator category is FACU. Assessment of the ground covers in both plots indicates that Plot #1 had more species that are wetland indicators, and those in Plot#2 would be more indicative of upland or transition area. The soils in the lower Plot#1 also show some mottling, whereas no soil mottles were observed at Plot#2. If the planted shrubs are added to the assessment,the plots would reveal a predominance of wetland species so the area looks like a wetland. The lower portion (below elevation 97) shows more wetland character based on the ground cover, and is highly likely to develop into a permanent wetland community. An indicator of this is the occurrence of wetlands plants naturally establishing into the area as evidenced by the Soft Rush, Loostrife and a Green Ash seedling found below elevation 97. Additional time is necessary to determine whether the higher portion of the area will also develop a similar character as the adjacent wetland to the east. Also relative to vegetation, is that the plans called for the bottom of the area to be planted with "New England Wetmix". The grasses that are growing in the bottom of the area appear to be similar to a meadow mix in that it includes a substantial amount of Timothy, which is called for in other areas of the site. In any event, the ground cover should naturally adjust to the environment provided over time and will be an indicator how well the area will function as a wetland. 4. General health of the planted trees and shrubs: The health and vigor of each plant is indicated on the plans as good, fair, poor or dead. In general, the plants that are now shown as good and fair appear that they will survive and thrive. The Sweet Pepperbush plants have mostly died, full-sun growing habitat. DEP File No. 242-1045 Planning Board Notice of Decision dated 5/14/01 Schofield Brothers of New England, Inc. has been designated as the "Environmental/Erosion Control Monitor' for the North Andover High School Project. The purpose of the Environmental/ Erosion Control Monitor is to perform periodic inspections of the project site to insure compliance with the Order of Conditions issued by the Conservation Commission and the Special Permit issued by the Planning Board with respect to sediment and erosion controls, limit of work compliance, wetland replication and stormwater management issues. This is the twenty-second monthly inspection report prepared and submitted in compliance with the above referenced permits. It covers the period July 4, 2003 through July 29, 2003. Attached are copies of the Inspection Reports (#82, 483, #84, and 485) relative to the inspections performed on July I Ith, 15`" 22nd, and July 29, 2003. During this timeframe, there were a few small rainfall events that had no adverse effects on the site or the resource areas. Overall, the site remained in good condition. The pavement binder course was installed at the west side haul road and at the parking area south of the new school. Regrading work continued at the access road. Both proved to be beneficial to reducing the amount of erosion and sedimentation during the rainfall events. There was some cloudiness at the two drainage outfalls near the tennis courts,which may have been produced during the catch basin work and regrading that was in process in that area. The sediment barriers and sediment basins were in good condition and fimctioning properly. An as-built survey and assessment of the conditions at the two wetland replication areas was completed. The assessment report and as-built plan are forthcoming.
