The attached plans Nvere revised to incorporate the peer review comments contained in a letter to the North Andover Planziing Board from Lisa Eggleston, PE of Eggleston Environmental, dated July 14, 2011. The revised plans include the following, Comment 1: The June 28,2011 calculations indicate that the roadway in the vicinity of the existing culvert will still be overtopped under large storm (25-yr and greater) conditions,albeit to a lesser extent. Consideration should be given to using a larger pipe with capacity,to convey the entire 25-yr storm flow. Response: We have not increased the size of the pipe in the current revision. We can certainly do so, but only if so conditioned by Town of North Andover town officials. Comment 2: The project will require an easement for the proposed work on private property,at the spillway outlet of the culvert that is being replaced. Response: Noted. The Applicant, Tom Patenaude, is in the process of obtaining the easement. Civil Engineers e Land Surveyors e Lane`Aanners Comment 3: The proposed drop inlet should have a beehive grate,similar to the catch basin being replaced. Response: The drop inlet detail has been revised to require a beehive frame and grate,as suggested. Comment 4: A detail has been added to the plans showingweep holes in the retaining wall every 50 ft to allow groundwater through and relieve hydrostatic pressure. I do,however,still have concern that no vegetated drainage ways for the upgradient flows are provide,and that the grading is actually toward the house foundation and the driveways. Directing flows onto the driveways is not acceptable from a water quality or safety standpoint. Response:The grading behind the houses on lots 313,4, Sand 6 has been revised to provide swales to discharge any water flow from the weep holes around the dwellings and away from the driveway side. Comment 5: The©&M plan calls for the homeowners to keep the culverts clear of blockages,and they are likely to be motivated to do so. It may,however,be prudent to add trash racks on the upgradient sides of the culverts to prevent ports balls and the like from getting into the culverts. Response: We have not added trash racks to the inlet sides of the culverts. It is unlikely for the culverts to be blocked and it is possible that the grates would create more of a problem with blockages and hinder any maintenance work. Comment 6: The project entails disturbance of more than one acre of land and is therefore subject to the EPA's NPDES Phase II Construction General Permit. The Applicant has filed a Notice of Intent for coverage under the permit, and a Construction Stormivater Pollution Prevention Plan (SWPPP),dated April 21,2011, was included with the original application packet. The Construction SWPPP should be updated to reflect the recent revisions to the project design,and should also incorporate the Erosion&Sediment Control Criteria (Section 8.2)of the North Andover Stormwater and Erosion Control Regulations,as they include several specific requirements not spelled out in the SWPPP. Given the steep slopes and total area of disturbance proposed on the project site,I also recommend a pre- construction meeting with the contractor to discuss implementation of the erosion& sediment controls and encourage either the Planning Board or the Conservation Commission to consider requiring an independent Environmental Monitor for the project. Response:Just a clarification, we have prepared all the necessary documents for filing a Notice of Intent with the EPA, but we have not filed it yet. Upon approval,and prior to starting construction, the Notice of Intent will be submitted to the EPA, as required. The attached Erosion&_Sediment Control flan has been revised to reflect the latest grading and design, as suggested. Also,notes from the Section 8.2 have also been added to the I i I i t plan to highlight construction requirements not depicted pictorially. The Applicant is working with his Contractor on a Phasing Plan and it will be submitted to the Planning � Board prior to construction as required by Section 8.2(and Note 8 on the attached plan). We agree that a pre-construction meeting is a good idea and defer to the Town's decision regarding an environmental monitor. In addition to the revisions noted above,we also revised the culvert under Lot 213 from an 8"ductile iron pipe to a 12"ductile.iron pipe in response to a request from Town Engineer, Gene Willis.
