BOARD OF SELECTMEN MINUTES February 22, 2016
CALL TO ORDER:
ChairmanTracy Watson called the meeting to order at 7:00PM at School
Administration Building Meeting Room.
ATTENDANCE:
The following were present: Chairman Tracy Watson, Clerk Phil DeCologero, Licensing
Commissioner, Richard Vaillancourt, Rosemary Smedile, Donald Stewart, Town Manager Andrew Maylor,
Assistant Town Manager, Ray Santilli and Executive Assistant, Laurie Burzlaff. Twelve members of the
public were in attendance.
PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES:
Phil DeCologero made a MOTION, seconded by Rosemary Smedile, to approve the Open Session
minutes of February 10, 2016, as presented. Vote approved 5-0.
COMMUNICATIONS AND ANNOUNCEMENTS:
Job posting/vacancy log
Included in the packets was the job posting/vacancy log from the Human Resources department. Town
Manager, Andrew Maylor, indicated the building inspector and health director positions have been posted.
Lake Cochichewick status report
DPW Director Bruce Thibodeau and Harbor Master, Peter Boynton, presented a report on the condition of
was comprised of members from Conservation, Planning and DPW. The Board instructed the group to
return to the Board with suggested revisions to the Lake Regulations, specifically those dealing with
permits and boat storage.
PUBLIC HEARING
Removal of Public Shade Trees per MGL c.87 §3- 24 Carlton Lane
Richard Vaillancourt made a MOTION, seconded by Rosemary Smedile, to open a public hearing
for the removal of public shade trees per MGL c87, §3 at 24 Carlton Lane. Vote approved 5-0.
George and Sarah Tower, the owners of 24 Carlton Lane, presented their request to remove eleven (11)
public shade trees from the right-of-way in front of their house due to safety concerns.
Rosemary Smedile made a MOTION, seconded by Richard Vaillancourt, to close a public hearing
for the removal of public shade trees per MGL c87, §3 at 24 Carlton Lane. Vote approved 5-0.
Donald Stewart made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen
approve the request of George and Sarah Tower to remove eleven (11) public shade trees at 24
Carlton Lane. Vote approved 5-0.

Request of North Andover Booster Club Little League to use streets in North Andover for the 4 Annual
Little League Opening Day Parade on Saturday, April 30, 2016 from 8:15 a.m. to 10:00 a.m.
Mark Cooperstein of The North Andover Booster Club Little League was present to request approval to
hold an Opening Day Parade on Saturday, April 30, 2016 starting at 8:15 a.m. The parade will start on
Water Street, travel onto Main Street, to Waverly Road, to Dana Street, and end at the Carl Thomas
baseball field at approximately 10:00 a.m. All relevant Town Departments recommend approval.
Richard Vaillancourt made a MOTION, seconded by Rosemary Smedile, that the Board of
Selectmen approve the request of the North Andover Booster Club Little League to hold an
Opening Day Parade on Saturday, April 30, 2016 from 8:15 a.m. to 10:00 a.m., as presented. Vote
approved 5-0.

LICENSING COMMISSIONERS:
Phil DeCologero made a MOTION, seconded by Richard Vaillancourt, to open a meeting of the
North Andover Licensing Commission. Vote approved 5-0.
Paul Gallant of Merrimack College requests a One Day Wine & Malt license for a Pre-hockey Game
Celebration at the Merrimack Athletic Complex on Friday, February 26, 2016 from 5:30pm-8:30pm.
Tracy Watson made a MOTION, seconded by Phil DeCologero, that the Board of Selectmen, acting
as Licensing Commissioners, approve the One Day Wine & Malt license for Merrimack College for
a Pre-hockey Game Celebration at the Merrimack Athletic Complex on Friday, February 26, 2016
from 5:30pm to 8:30pm, as presented. Vote approved 5-0.
Tracy Watson made a MOTION, seconded by Phil DeCologero, to close a meeting of the North
Andover Licensing Commission. Vote approved 5-0.
FIRE CHIEF SELECTION PROCESS:
The Board conducted interviews of the two candidates for Fire Chief: Lieutenant Graham Rowe and
Deputy Fire Chief William McCarthy. The Board asked each candidate the same five questions and each
candidate gave a closing statement. After the interviews the board discussed the candidates.
Rosemary Smedile made a MOTION, seconded by Richard Vaillancourt, that the Board of
Selectmen appoint William McCarthy as the Fire Chief effective March 22, 2016, subject to receipt
of letter relinquishing his civil service status and execution of the employment agreement
provided by the Town Manager. Vote approved 5-0.

Ask the manager
Town Manager, Andrew Maylor, indicated that at the March 21 st meeting, the Board will be interviewing
the candidates for Police Chief. Also at that meeting, the Community Preservation Committee will present
their recommendations.

ADJOURNMENT:
Donald Stewart made a MOTION, seconded by Rosemary Smedile, to adjourn the meeting at
8:35p.m. Vote approved 5-0.
