AI CHITECT I July 1, 1997 Town of North Andover Re: Proposed Stoneham Savings Bank Chickering Road North Andover, MA Dear Sirs: As the representative and architect for Stoneham Savings Bank, I would like to take a moment and introduce you to this proposed project. The facility is an existing one-story brick structure of approximately 2,100 square feet. The structure formerly housed a Fleet Bank, The Stoneham Savings Bank is proposing to open another branch at this location as this site and the use will remain as a banking facility. The new Stoneham Savings Branch will house five tellers, two customer service representatives, two offices and support space. There will be minimal site work as the traffic circulation and parking are conducive to the banks site requirements. We will propose to do extensive landscaping, especially around the building. We find the existing landscape aesthetically unpleasing and a security risk for customers and employees. The biggest visible impact will be to the exterior of the building with the introduction of a new HIP/able roof to the structure. The current elevations are a flat roofed one-story brick building (see photos). This building was designed in the 1970s and is typical of that decade's style of architecture, which was clean lines and void of detail. The image of the Stoneham Savings Bank is that of a more familiar style. Most of their existing branches are of a traditional architecture. In keeping with tivs philosophy,they asked about a more traditional feel to the building. We have chosen to introduce a traditional roof structure and entry canopy to the building (see preliminary plan). The enclosed drawing is in preliminary design, but it is the intent to provide more traditional roof lines and details to the building. We feel this is not only beneficial to the image of the Stoneham Savings Bank, but it would be in keeping with the neighborhood and the town image. WEST STREET SUITE. We have reviewed the Zoning by Laws, and we are requesting a waiver from your site plan review process. With the banks eagerness to proceed forward to open a facility which would serve the needs of the community and the minimal impact of the site modifications, we feel that the exterior modifications can only enhance the building and the character of the surrounding area. The property is a one story structure and was previously used for retail banking purposes as a branch of Fleet Bank. My client is proposing to renovate the existing structure in accordance with the summary by the project's architect, DRL and Associates, Inc., attached hereto. The use will remain the same with facade improvements and extensive landscaping being proposed. The purpose of this letter is to respectfully request that the Boar of the the requirement of a Site Plan Review in accordance with §8.3 (2) (c) (') ( ) g By- Law, The applicant cites as justification for said request the following: 1. the use will remain the same i.e. retail banking. 2. the footprint of the existing building will not be altered. 3. the existing flat roof will be improved with the addition of a traditional roof structure. 4. the site will be improved with the addition of extensive landscaping 5. the existing parking area will not be enlarged and therefore the amount of impervious area will not increase and existing wetlands will not be impacted, July 8, 1997 Page 2 6. the topography of the site will not be altered and there are presently no drainage problems. Kindly place this matter on the agenda for your meeting scheduled for July 15, 1997 at which time I will elaborate on the foregoing and address any questions or concerns the Board may raise.
