The Planning Department is in receipt of a letter requesting a site plan review waiver for 478
Chickering Road. Could you please advise this department whether this site has the total amount
of parking spaces needed or if they will require more parking spaces.

After observing and reviewing the parking lot and building at 478 Chickering Rd, as traffic
safety officer there are a few recommendations.
1) Eliminate the curb cut access fi-om RT, 125. The proximity to the intersection would
create a hazard to motorists entering or exiting fiom this location. If the entry was used
signs for turning restrictions would needed. Left hand turns fiom RT. 125 North are not
permitted at Park St. and I would believe be the case at this entry as the turning vehicles
would be crossing two lanes of traffic and stopping less than 100 feet fi"om a major
signalized intersection.
2) The entry fi"om Main St. is approximately 80 feet of open parking crossing over an area
used as sidewalk. This layout poses a real hazard to pedestrians walking on Main St. as
vehicles leaving the lot would be able to back out onto Main St. without any clear entry or
exit to Main St. Curbing should be installed to delineate the parking lot fiom the sidewalk
and an appropriate entry/exit provided to he up with the entry/exit of the Middle School,
3) Handicap parking must be provided and properly marked per regulation.
4) Parldng along the fenced area is to be prohibited due to access to propane tanks stored
there also for cruisers to be able to drive around the building if necessary.

Dear Heidi
I would like to request a T.R.C. meeting for the proposed Java's Brewin to
be located at 478 Chickering Road in N. Andover.
Java's Brewin is a take out or eat in gourmet coffee house and bakery,
specializing in gourmet muffins. There will be no prep work done at this location, all the
finished product will be shipped in from our commisary. The hours of delivery range
from 1:OOam to 4:OOam every morning. The store hours of operation will be Monday thru
Friday 5:OOam to 8:OOpm Saturday 6:OOam to 6:OOpm, and Sunday 7:OOam to 3:OOpm.

The referenced site is in the General business District (G.B.) and the
proposed business is an allowed uses.
The applicant has been referred to the Planning Board as it is a change of
use from the prior occupant and requires a minimum of five (5) parking spaces.
The parking plan showing fifteen (15) spaces is not in conformance with
the parking regulation. I have enclosed a site plan showing the new bituminous
curbing along Main Street which is in conformance with the suggestions of the
North Andover Police Department.
Also, enclosed is correspondence of Sargent Fred Soucy, Traffic Officer
and the Fire Prevention Officer on Public Safety concerns. I concur with
concerns of both. Please have the applicant re-submit a revised parking plan with
corrections.
