HomeMy WebLinkAbout1987-09-28247 Planning Board Meeting of September 28, 1987 The Planning Board held a regular meeting on Monday evening, September 28, 1987 in the Town Office Library/Conference at approximately 8:20 p.m. with the following members present and voting: Paul A. Hedstrom, Chairman; George Perna, Vice-Chairman; John Simons, Clerk; Erich Nitzsche, and John Burke. Also present was the Town Planner, Scott Stocking. PUBLIC HEARINGS Safe 'N' Sound - John B. Todd- Site Plan Review & Common Driveway John Burke read the legal notice to open the public hearing. Letters from the Conservation Commission, the Board of Health and the Fire Department. John Burke also read the legal notice for Special Permit - Common Driveway. Scott Stocking read a portion of a letter from the previous building inspector, Charlie Foster, dated August 15, 1986 regarding the tot~ floor space area. Jerry Foley, of Richard Kaminski & Associates presented the Board with the plans. Burton Kleinfeld, attorney for Mr. John B. Tood, stated that his client had been before the Planning Board seven previous times, each time questions and issues were raised by the Board about the project and that the applicant has tried to comply with the issues. John Todd, the applicant addressed the following issues: 1. nature of the business - mini warehouse used to store personal goods, 60% and 40% industrial and commercial. 2. footprint of the building - 22,000 square feet - total area of 66,000 square feet including the enclosed driveway. 3. approximately 600 storage units 4. building constructed of steel and stone. 5. A burgular alarm for the perimeter of the building, individual alarms in each unit, security fence around the perimeter of site. 6. Traffic study - average of 3 automobiles per hour coming and going from facility. 7. No residence on site - office only. John Todd cited the serious concerns of the Planning Board about landscaping and screening situation. Allen Hixon, of Allen Hixon Associates of Simsbury, Ct., addressed the landscaping problems. Evergreens and wooden fence to be used. The dense growth already there will filter the view. The driveway to be paved and the parking area will be stone dust. Erich Nitzsche stated concerns of the Planning Board about the issues that had to be addressed. 1. Residence taken out of building. 2. Original permit did not include Common Driveway Permit. 3. Documented easement from ABC Bus Company. 4. State approved curb-cut. 5. Conservation Commission - Order of Condition 6. Fire Department access around the property. 7. Board of Health - No permit for construction of septic system. done - no permit. Test Letter from the Board of Health stating "no plans submitted for septic system have been submitted for this lot but tests have been completed and conditions appear suitable for sewerage." The drive-thru on this site should be included in the building area because it is going to be roofed over, not just a drive-thru. MOTION: SECOND: VOTE: By John Simons to close the public hearing. George Perna Unanimous Lon~ Pasture - Definitive Subdivision John Burke read the legal notice to open the public hearing. Letters from Conservation Commission, the Board of Health and the Fire Department were also read. A letter from an abutter was also read in part, paragraph 2 and 3 from Carl M. Schoene regarding the easement. Phil Christiansen, Christiansen & Sergi, representing the applicant stated that the property consists of 18½ acreas, 7 lots have Form A's that have been filed and approved. A roadway into the development is proposed. The plan is to subdivide into 11 lots. The proposed roadway is approximately 700' long, a water line to provide Town water along the subdivision road to Forest Street. Wetlands and drainage shown on the plans. A proposed water main easement through the Martin Property. The vegetated wetland is subject to Chapter 131. Lot one (1) and eleven (11) to be filled. Drainage easement on lots two (2) and three(3). Paul Plisinski, an abutter, stated that the first submittal of the preliminary plan, a detention pond, second submittal, detention pond (no need) catch basins. Paul Olenio, an abutter spoke with concerns about the drainage. Paul Hedstrom spoke regarding the safety issues, access to the subdivision, private driveway not a Planning Board issue. Carl Shoene, an abutter, stated that the pit test #18 failed. Also questioned the accuracy of those taekn at #21 and #23. He requested that the Rules and Regulations be followed. He feels that the plan was not acceptable as of August 31, 1987. He proposed that no evidence of easement has been provided. 249 Nelson Carbonell had concerns regarding his well. Scott Stocking to draft a letter with concerns that should be addressed. Mrs. Plisinski spoke about two driveways crossing 900' flooded area. MOTION: By John Simons to continue the public hearing until October 19, 1987 for additional information submittals and a site visit. SECOND: George Perna VOTE: Unanimous Boston Brook - Definitive Subdivision Ralph Joyce spoke about the cul-de-sac issue. 1. Bring access into a public domain - the State Forest. 2. Entire subdivision surrounded by the State Forest and providing public amenities without crossing wetlands and no environmental impact. 3. Request for a variance has been filed. Larry Swartz, engineer proposed the following: 1. Bring in roadway from Salem Street with two (2) cul-de-sacs. 2. Total 22 lots - meet frontage and minimum acreage requirements. 3. Preliminary Plan had 23 lots. a. 22 lots submitted on Definitive Plan to address Conservation issues. 4. Test pits done on site with preliminary approved from the Board of Health. Issues from the Conservation Commission are being addressed. Cul-de-sacs proposed are 960' and 1483' - waiver needed on cul-se-sac plans. Erich Nitzsche expressed ~concerns about: 1. Run-off (flow) not getting to the detention ponds. 2. The slopes. John Zickel, 1607 Salem Street, and abutter spoke about the standing water during the Spring rain -(5 feet) and the leaves, tree branches will fall in the culvert and dam it up. Steven Counessece, 1620 Salem Street also spoke about the concern with the drainage and detention issues. The dam is within 1000' of the crossing. The Planning Board requested drainage computations for the 100 year storm MOTION: By John Simons to continue the public hearing for one month, October 19, 1987. SECOND: John Burke VOTE: Unanimous Kenneth Crouch - Site Plan Review Jerry Fortin, Richard F. Kaminski & Assoc. presented the Board with the following: 1. Light industrial, 2 story building 2. Located adjacent to Mill Pond off Sutton Street 3. Parking spaces - 24 4. Footprint of building only, plans to be submitted for type of building to complete file. 250 5. Site includes 6.9 acres. Ralph Joyce spoke with regards of the righ-of-way shown on the plan currently this is not an existing right-of-way. MOTION: SECOND: VOTE: By John Burke to take the matter under advesement and close the public hearing. John Simons Unanimous Marco Industries - Site Plan Review Peter Richardson, Rich F. Kaminski & Associates, spoke to the Planning Board. The plan is to be broken into two phases. The proposed plan is located in an Industrial -2 (I-2) Zoning District. 1. 6,000 square foot addition to an existing building. 2. Sewer to be tied into RENCO. 3. Variance granted from the Board of Appeals for side set backs. The Planning Board requested the following: 1. Mitigation of run-off - swale to drain into 12 inch pipe. 2. Drainage computation to be supplied. MOTION: SECOND: VOTE: By John Burke to take the matter under advisement and have the Town~ Planner make sure everything is in order, and close the Public Hearing. John Simons Unanimous By an agreement with the Planning Board and applicants the following public hearings were continued until October 5, 1987. 1. Salem Forest III 2. 1070 Osgood Street Zanni Family Trust - Site Plan Review John Burke read letters from the Public Works Department and the Board of Health. Bradley Latham spoke to the Planning Board on behalf of his client. i. On 2± acres in an Industrial -2 Zoning District. 2. 10 extra parking spaces 3. Height of building - 23 feet 4. Use - warehouse No wetland on this property. Applicant feels that all the Zoning Bylaws have been adhered to after meeting with the Town Planner which are as follows: 1. parking 2. Chain-link fence around property 3. Rip-rap 251 [] Zanni Family Trust - Site Plan Review MOTION: SECOND: VOTE: By John Simons to take the matter under advisement and close the public hearing for an affirmative decision on October 5, 1987 George Perna Unanimous Graywood Estates Phil Christiansen spoke to the Board. After meeting with the Town Planner, Scott Stocking, the following changes were presented to the Planning Board: 1. Building pulled back from the property line. 2. Wetlands are properly verified by Nancy Sullivan, of the Conservation Comm. 3. Driveway in from Stiles Street, 500 feet long (private drive). 4. Town water to be supplied with an 8 inch water line. 5. Buildable lots identified on a seperate plan. · ~ Town Counsel is looking into the iSSue of the parcel ~:of land b~ing ~ connected and the status of Stiles Street (private or public). Between the parcel of land is 190 feet of abutters (2 abutters). Concerns of the Planning Board are: 1. Is Stiles Street an existing way or abandoned? 2. Septic system to be 100 feet from the wetlands. 3. Is the property a single parcel? 4. If not a single parcel, contiguous buildable area is in question. Paul Hedstrom stated the applicant's options. 1. Cluster Development 2. 12 to 13 Form A lots possible along Stiles Street. John Kimble, Chairman of Ward Reservation, and Robert Murray, Superintendent of Reservations, spoke about walls being broken on the Reservation when the perc tests were done. Apparently the external stone wall was removed by Forbes Realty, not during the perc tests and put on another site. A question of the acreage was brought up. The application states 28± acres, the plans state 24.36 acreas. Kaminski & Assoc. addressed issues that were brought up at the last public hearing. 1. Drainage 2. Grading of the cul-de-sac 3. Lot frontage of roadway 4. Island in middle of road. 5. Tree locations of roadways 252 Gerard Griffin, 79 Gray Street, had concerns of the roadway being 9 feet from his property line, The Planning Board requested a thrity (30) day extensiOn to render its decision.
