Dear Mr.Troccolo and Mr.Miller,
At their regularly scheduled Planning Board meeting on August 19,2008,the Planning Board for the town of
North Andover voted to waive the requirement for Site Plan Review per the North Andover Zoning Bylaw Section
8.3.2.c.for property located at 60 Willow Street,North Andover,MA.. The waiver request was granted based on
the following information:
® The proposed storage addition of 1402 sq.ft.is below the minimum threshold of 2000 sq,ft. of gross floor
area as required in Section 8.3.21)of the town of North Andover Bylaw. There will be no change of
hours or methods of operation. No additional lighting will be required and there will be an additional
outside stairway as well as an additional exit for emergency purposes.
o The Fire Department Chief William Martineau has reviewed the plans for the proposed addition and
stated at the meeting that he is satisfied that all applicable codes and regulations will be adhered to,
0 The site is located in the Industrial 1 District and the addition will be a continuation of the currently
allowed light manufacturing and research and development uses.

because uf the guard rails nn the state highway. Our objective here ieto get a clear answer which wahave
not yet gotten. This is something Judy should look into especially the dates.

PROPOSAL
By letter dated July 30, 2008, (Application for Waiver from Site Plan Review),the Applicant has requested a waiver of
Site Plan Review per North Andover Zoning Bylaw Section 8.32c), for the building of an addition consisting of 1402
sq.ft.to the existing building. The documentation received to support this request includes:
• Letter from P.Miller and R. Troccolo of Rohn&Haas,dated July 30,2008
• Plan titled "Rohm. &Haas, Proposed Building Addition, 60 Willow Street", dated July 30, 2008, prepared by
BSC Group,Boston,MA
SITE PLAN REVIEW REQUIREMENTS
Section 8.3.2.1) of the town of North Andover Bylaw states that any new building which contains more than 2,000
sq. ft. of gross floor area requires Site Plan Review. The Bylaw also has provisions for Waiver of Site Plan
Review, as stated in section 8.3.2.c). The Bylaw requires that the waiver be requested in writing and that the
waiver be discussed at a regular session of the Planning Board.
GENERAL COMMENTS
The applicant is proposing to build a Storage Addition of 1402 sq. ft, for the purpose of storing large containers of
chemicals. The addition will be connected to the main building on the southern comer and will be located in what
is now a grassy area, adjacent to the existing loading docks and utility buildings. The existing driveway will be
extended to provide loading dock access to the new addition. The addition will be a masonry and steel frame
building,with metal siding to match the existing structure.
The applicant has stated that they do not intend to change hours or methods of operation. No additional lighting
will be required and there will be an additional outside stairway as well as an additional exit for emergency
purposes. The Fire Department has reviewed the plans for the proposed addition and is satisfied that all applicable
codes and regulations will be adhered to. See attached memo from Lt. Andrew Melnikas.

ENVIRONMENTAL COMMENTS
In order to mitigate storm water, several existing gravel areas will be extended by the removal of asphalt adjacent to
the driveway and parking areas. During the course of a site visit on August 7, 2008, with Jennifer Hughes, the
Conservation Administrator, alternative storm water management measures were discussed, including relocating
the gravel areas to the western side of the paved area. Jennifer's concern was that the existing gravel areas could be
compressed by truck traffic, rendering the surface impervious. The relocation may result in the replacement of
parking spaces, however, it was determined that the site has more than enough parking spaces to comply with
current zoning. The applicant has filed a NOI with the Conservation Commission and will meet with the
Commission on August 13,2008.
RECOMMENDATIONS
The Planning Staff recommends that the Planning Board waive the requirement for Site Plan Review,based on the
fact that the size of the addition is well below the threshold of 2000 sq. ft. for new construction and the fact that the
operation of the facility will not be affected by the construction of the addition.

As per the Town of North Andover Zoning Bylaw Section 8.3-2-c),Rohm and Haas
is requesting a Waiver of Site Plan Review for the construction of an addition.
The Storage Addition consists of 1402 square feet of floor area. Its required parking
demand is calculated at 1 per 500sf, which equals 2.8 spaces.
The Town of North Andover Zoning Bylaw Section 8.3-2.-b)-ii), states that
"additions which do not exceed two thousand (2,000 ) square feet of gross floor area
and do not require five (5) or more parking spaces" are exempt from site plan
review.
The addition will not have a significant impact on the site, as it will be located in the
rear of the site in a currently open grass area. It will be adjacent to existing loading
docks and utility areas. The structure will be within all required setbacks. Vehicular
traffic paths will not change. Truck traffic will use the existing driveway

the addition's loading dock.

The site is located in Industrial I District, the addition will be a continuation of the
currently allowed Light Manufacturing and Research and Development uses. It will
support the Electronics Materials operation' s by providing, a storage area to safely
accommodate gas cylinders, flammables and pyrophoric chemicals.
A site plan by the DSC Group, the Civil Engineers for the Project, is attached. It
shows the addition and the required parking for the use, including accessible
parking spaces. Also, the plan indicates the plan for containment of any possible
spills at the loading dock.
The structure will be a masonry and steel frame building, with metal siding to
match the existing structure. The building style will be complementary to the
existing structure. The structure will have the required fire rated walls and doors
with state of the art, fire suppression systems.
The Rohm and Haas Metalorganics business is currently enjoying considerable
growth which necessitates this project. That is the reason why the site needs to
improve its material handling capabilities. This project is an integral part of the
master planning for the North Andover Site.
