Attached is the proposed plan for additional parking spaces at 60 Willow Street. There
will be a 60-foot setback on the north side of the driveway from Willow Street to 7 new
spaces. There will be a 65-foot setback on the south side of the driveway from Willow
Street to 7 new spaces. There will be 3 new spaces on the southeast end of the parking
area. Changes to existing parking space striping are indicated on the plan. The total
number of current spaces is 91. The proposed total number of spaces will be 106.

Dear Ms. Colwell,
On behalf of Morton International,I respectfully request that the Planning Board waive the requirement of site plan
review iii accordance with 8.31,3 of the town zoning bylaw. The following is a summary of issues discussed at the Technical
Review Committee meeting of July 24, 1997 and a clarification of subjects typically examined during Site Plan Review:
-Morton International has recently purchased the facility and intends to relocate their Metalorganics operation to
the existing vacant space at the rear of the building. The proposed fit-up is very similar to that performed at the facility by
Channel Building Company in 1994 with extensive interior,mechanical and electrical improvements as well as additional
windows,doors and sidewalks.
-The proposed occupancy of the building will add approximately 35 new employees to the 40 existing: the 90
existing parking spaces will be ample. Four to six deliveries per day are anticipated.
-An addition of approximately 1000 s.f.is proposed to improve the transfer and storage of chemicals used at the
facility. The proposed impervious areas will be equivalent to that removed by demolishing existing loading dock approaches
and an equipment enclosure. Information regarding chemicals and facility operations have been discussed with
representatives of the Fire Department. Lists of chemicals,quantities,storage areas,containment and environmental and
safety issues are all clearly addressed. MSDS sheets will be made available to all town departments.
-The project is being engineered in accordance with the 6th edition of the Massachusetts State Building Code,
NFPA,and all applicable federal,state and local codes and ordinances. Air and water discharges shall be in accordance with
EPA and Greater Lawrence Sanitary District standards. The ambient noise level shall be established and the completed
facility shall be in accordance with Division of Air Quality Control policy 310 CMR 7,10; See attached proposal from Tech
Environmental,Inc.dated November 5, 1997.
Attached is the site grading and utilities plan prepared by EDC dated 12.21.93 for permitting the existing Morton
facility and the plan prepared by MHF Design Consultants depicting the proposed work for submission to the Conservation
Commission. The project has received a negative determination from the North Andover Conservation Commission on
November 5,1997. The operation of the proposed facility and work within the 100'buffer zone at the rear of the building
were described and information on safety equipment and procedures and MSDS sheets of chemicals were submitted.
The information required for site plan review is summarized on the attached page. Engineering is presently being
finalized with the intention of applying for a building permit within approximately two weeks. Morton staff and engineers
involved with the project will provide any supplementary information the board feels is necessary as a part of the building
permit submittal. The cooperation of the board will be greatly appreciated in order that the exterior portions of the work
may be commenced.

Re: Noise Study -- Proposed Morton International
Facility Modification, North Andover
Dear Greg:
Tech Environmental, Inc. is pleased to submit this proposal to
conduct ambient sound level monitoring and modeling, and prepare a
letter report describing our findings for a proposed modification
to the Morton International facility in North Andover.
SCOPE OF WORK-,
Existing Sound Levels
Baseline noise levels are required both for the nearest property
line (to the north of the existing building) and for the nearest
residence on Marian Drive. Noise measurements taken by TEI in 1996
on Marian Drive will be used for the residential baseline.
We will need the assistance of the facilities manager for Morton
International to turn on all the mechanical equipment during the
hour we do monitoring at the property line. Channel Building
Company will help coordinate this assistance.
At the nearest property line, measurements will be taken between
midnight and 3 a.m. This is the time period typically requested by
the state Department of Environmental Protection for baseline
measurements. A concurrent one hour A-weighted broadband level and
ten octave bands will be recorded for both the L90 and the Ley sound
level parameters. The L90 is the level used by the MA DEP to judge
the 10 dBA increase for new sources. The octave bands measured
will be the ten frequencies in the audible range from 31.5 Hz to
16000 Hz. These are needed to determine whether a "pure tone"
condition already exists.
Future Sound Levels
Channel Building Company will provide data on the number, type and
location of new condensers, HVAC units and rooftop vents, including
a rooftop sketch to scale. We will also need sound power data for

each unit and Channel will either supply these from the vendor or
provide us with a contact name and phone number for each piece of
new equipment
These data will be used for estimating future sound levels at the
nearest property line and residence. The future levels will be
calculated by combining the sound energy from the new, proposed
equipment with �the existing background sound levels® 'These values
will be compared to the DEF criteria (maximum 10 dEA broad band
increase, no pure tone) . If violations are predicted, then sound
level mitigation will be proposed and the analysis will be revised.
Sound T,evel gation
if future sound levels are predicted to exceed state criteria, then
methods of sound level mitigation will be proposed. This will
likely involve some type of sound barrier. Based on the sound
level reduction required by the barrier, one or more materials will
be recommended for use as a barrier along with the necessary height
needed for barrier attenuation. This proposal includes budget for
up to one-half day (4 hours) of mitigation calculations and
analysis.
Letter Report
A brief letter report will be prepared which discusses the study
approach, data, results, conclusions, and mitigation measures where
appropriate® A draft letter will be sent to Channel Building
Company for review and comment.
ADDITIONAL WORK
We will be pleased to perform any additional work that you request
beyond that listed in the Scope on a Time and Materials basis at
our current rates. An example of this would be attendance at a
public meetings to provide expert testimony, or revisions to the
calculations to reflect changes in the building plans. The costs
of such additional work will be above and beyond the cost estimate
listed below.
COSTS AND TERMS OF THE AGREEMENT
The Scope of Work will be performed on a Time and Materials basis
under our current billing rates (attached) . Total costs for this
work will not exceed $2, 250.
We are ready to start work upon receipt of one copy of this
Agreement signed by your authorized representative or the issuance

The Planning Board herein WAIVES the requirements of Section 8.3 of the North Andover
Zoning Bylaw- Site Plan Review. The waiver request was submitted by Gregory G. Welch,
Project Coordinator, Channel Building Company, Inc., 366 Middlesex Avenue, Wilmington, MA
01887 for property located at 60 Willow Street. The project involves the relocation of Morton
International's Metalorganics operations to 20,000SF of existing vacant space at 60 Willow
Street. Extensive interior, mechanical and electrical improvements will be made as well as the
construction of windows, doors, and sidewalks. The site is located in the Industrial- 1 Zone.
Findings of Fact:
1. A 1,000SF shipping and chemical storage addition will be constructed with sidewalks, canopy
and site improvements.
2. The existing loading dock approaches and an equipment enclosure will be removed.
3. There will not be any significant increase in impervious surface as the additional impervious
surface created by the chemical storage area is equivalent to the impervious surface removed
with the loading dock approaches and equipment enclosures.
4. The ambient noise level shall be established and the completed facility shale be in accordance
with Division of Air Quality Control policy 310 CMR 7.10.
5. No Additional signage is proposed.
6. No outdoor storage or display will be constructed.
7. No proposed landscaping other than loam and seed at former paved approaches and disturbed
areas.
8. The existing lighting will be replaced with shielded wall packs or lights under the canopy.
9. Any revisions to a development that has secured site plan review waiver shall be submitted to
the Town Planner for review. If the revisions are determined to be substantial and materially
different by the Town Planner, the Town Planner shall direct the applicant to resubmit the site
plan to the Planning Board in accordance with the provisions of this section.
