Dear Mr. Chessia:
Please find enclosed revised plans and drainage calculations for the above referenced
project located at 200 Chickering Road in North Andover, Massachusetts. These plans
have been revised based on comments from the Town Departments as well as comments
outlined in your November 27, 1996 correspondence regarding this project. Based on
those comments we offer the following:
1. Comment acknowledged.
2. Response back from MEPA has been received (Copy attached). No further review is
-necessary. The northerly driveway has been eliminated from the revised plans. The
curb cut application has been submitted to MDPW for review.
3. The drainage easement shown on Sheet 4 reflects a drainage easement that was granted
in 1931 for a ditch from a proposed culvert that was to be constructed at this location.
(See attached easement description and plan.) Since this culvert does not exist, there
appears to be no need for this drainage easement.
4. The table for zoning information has been completed.
5. The transformer and utility pads have been relocated outside the 15 foot buffer zone.
6. Building elevations are included.

7. The site has been revised to accommodate the turning radius for the WB-50 design
vehicle. However, this type of truck delivery is not anticipated at the site. We have
indicated to the Planning Board that box truck type of delivery vehicles will be making
deliveries to the site given the small size of the retail units which are proposed for then
site.
8. The proposed sign for the site is shown.
9. The report has been revised to show pre and post development flows from the site.
These are identified in Exhibits A, B and C in the report. A table of comparisons for
Pre and Post development flows has also been provided with and without detention for
comparison purposes. The ultimate discharge for runoff from the site is via an end
section at the southwesterly corner of the property. The discharge will be conveyed to
a grassed treatment Swale and level spreader prior to flowing to the downstream
wetland areas of the site.
10. The RCN number for the site was changed to a grass woods combination with a RCN
value of 82.0
11. The time of concentration(tc) for the site under predeveloped conditions was
calculated utilizing the Lag Method based on the hydraulic length and average slope
of the watershed. The calculated time of Concentration was determined to be 9.2
minutes versus the 30 minutes used by the previous calculation which resulted in a
higher peak flow rate under predevelopment conditions.
12. The underground stormwater detention systems have been redesigned utilizing a
chamber type system ("Infiltrator Chambers"). The design for the proposed systems
and the criteria used to size the systems, including the outflow structures are included
in the revised report and plans. Additional design information which was requested
for the previous system have been provided for this new design for your review.
13. Comment acknowledged.
14. The design has been revised accordingly.
15. Roof drains have been shown on the attached plans.
16. Hydrant locations have been changed accordingly.

are detailed in the drainage report.
19. Details of the stormdrain manholes are included on the revised drawings.
20. Details have been revised to show the one foot " shoulder"behind the proposed curb
and is also reflected on the grading plan.
We are tentatively scheduled for a March 4, 1997 meeting with the Planning Board and
would like to resolve as many outstanding items as possible prior to that meeting. Please
review the attached plans and drainage calculations and should you have any questions,

Pursuant to the Massachusetts Environmental Policy Act
(G. L. c. 30, ss . 61-62H) and Section 11 . 06 of the MEPA
regulations (301 CMR 11 . 00) , I hereby determine that the above
project does not require the preparation of an Environmental
Impact Report .
This project involves the construction of 16, 900 square feet
(sf) of retail space with 86 parking spaces on a 6 . 2 acre site on
the west aide of Route 125 immediately south of Farrwood Avenue .
The project will include two driveways, utilities, landscaping
and a stormwater collection system.
The project will require a curb opening permit from the
Massachusetts Highway Department (MHD) . It is being reviewed by
MEPA because the project is expected to generate more than 1, 000
vehicle trips per day. It also will require local approvals,
including an Order of Conditions from the North Andover
Conservation Commission.
A traffic study prepared for the project indicates that the
traffic impacts of the project are minimal . MHD concurs with
this opinion. No formal traffic mitigation is required and
design details for the curb openings can be developed during the
permitting process .

Dear Secretary Coxe:
The Massachusetts Highway Department (MassHighway) has reviewed the
Environmental Notification Form (ENF) for the proposed Old Town Village project in
North Andover. The project entails the construction of 16,900 square feet of
commercial/retail space on a 6.2-acre parcel located in the southwest corner of the
Route 125/Farrwood Avenue intersection. An existing floral shop and greenhouse
will be demolished as part of this project. According to information included in the
ENF, the project is expected to generate 1,446 new vehicle-trips on an average
weekday. A MassHighway permit is required for access to Route 125.
We believe that the overall traffic impacts of this project to the state highway
system will be minimal, and we recommend that an EIR not be required based on
traffic issues. The details of any access-related issues can be handled during the
MassHighway access permit process for this project.
