I. INTRODUCTION
A. OVERVIEW AND OBJECTIVES
The North Andover Planning Department is seeking proposals from
qualified Traffic Consultants for a Traffic Study Peer Review,
concerning the potential impact of a proposed retail development
on existing State Highway, Chickering Road (Route 125) in North
Andover, MA. In addition, the Planning Department is seeking
recommendations of required improvements to the adjacent
roadway infrastructure impacted by the proposed development.
B. BUDGET
Although there is no specific project budget, the Planning
Department is seeking competitive proposals and fees. Payment to
the Consultant will be made by the Town.
C. APPLICANT'S INFORMATION
Copies of the Applicant's Traffic Impact and Access Study
submitted to the Planning Department in November 1996 are
available in the Planning Office for review on Monday through
Friday between the hours of 8:30a.m. & 4:30p.m.
D. SCHEDULE
The Consultant shall complete the study within fourteen (14)
calendar days of receipt of written Notice to Proceed.
II. SCOPE OF SERVICES
A. The study area includes the intersections of Chickering Road at
Farwood Avenue and Chickering Road at the Site Drive.
B. The study should include a minimum but not be limited to:
(1) Methods of existing daily and peak hour traffic volume data
acquisition.
(2) Level of Service analysis and determination for the above
referenced intersections.
(3) Reference of the Institute of Transportation Engineers (ITE)
latest traffic generation rates for the most appropriate land
use code.
(4) The basis and foundation for direction flow splits estimation at
the referenced intersections in the study area.
C. Additionally, the study should make specific findings and
recommendations with regard to any improvements required to the
study area intersections and roadways.
111. SELECTION CRITERIA
A. The selection of the Consultant to accomplish this study will be
based upon the quality and depth of the Consultant's experience
and expertise in providing similar studies. The Consultant should
provide related type studies experience in his proposals. The
minimum years experience for the Project Manager should be 5 yrs.
B. Appropriateness of the Consultant's fee and the ability to perform
the study within the specified performance schedule shall be
considered during selection.
IV. DUE DATE
A. All proposals should be submitted in triplicate in a sealed envelope

SUBJECT: Peer Review - Chickering Road Retail Development
Bruce Campbell & Associates, Inc. (BC&A) is pleased to provide you with this proposal to
conduct a peer review of the traffic impact report for the above project prepared by MHF
Design Consultants, Inc. This project was noticed in a recent issue of the Environmental
Monitor.
We are currently conducting peer reviews in two Massachusetts communities, and we have
completed similar work in over ten communities during the last two years. Attached is a
selected listing of some past peer review work. We have also appeared at numerous public
hearings defending the work that we have done against reviewers who were hired by the
opposition to critique BC&A's work.
Attached is our scope of work for the peer review and a cost estimate. Our estimated fee is
$3,000, and we can complete the review within two weeks of notice to proceed. Our fee
does include time for one meeting with the Town. Douglas Prentiss of our staff will be
assigned Project Manager, and working with him as traffic engineer is Daniel Mills, a
Merrimack College graduate who has an excellent knowledge of the area and interfaced with
Town officials while completing his 1994. senior class project. The resumes of those that
will be assigned to this peer review are included.

Attached please find our Scope of Work for conducting a peer review of the MHF Design
Consultants, Inc. traffic report in North Andover, Massachusetts
Our estimated fee for the project is $3,000. We can complete our report within two weeks of
notice to proceed. This fee includes one meeting. We will attend all necessary meetings beyond
one and bill the client on an hourly basis.
The estimated fee is considered a lump sum and an invoice will be sent out following completion
of our work (including meeting time). Payments are expected within 30 days of the date of the
invoice; an interest charge of 1.5%/month of the outstanding balance and minor administrative
charges will be added for A overdue payments.
To the maximum extent permitted by law, the client agrees to limit BC&A liability for the
client's damages to the amount of BC&A professional fee. This limitation shall apply regardless
of the cause of action or legal theory pled or asserted.

Dear Ms. Colwell:
Vollmer Associates LLP is pleased to respond to the Town of North Andover's request for
proposals for peer review of the traffic study of the proposed retail development on
Chickering Road and complementing recommendations of required improvements to the
adjacent roadway infrastructure. We have reviewed the study at the Planning Department
office.
Our fee for this project scope as defined herein is $2000.00. We shall complete the scope
within fourteen(14) calendar days of receipt of written Notice to Proceed.
Vollmer Associates is currently providing or has recently provided similar review services to
the Towns of Walpole, Hopedale, Barnstable and Lunenburg and for the City of Woburn. A
description of these projects and the services provided are attached for your reference.
Vollmer's Project Manager for this project will be David J. DeBaie, P.E. Mr. DeBaie has 22
years experience including the preparation and review of traffic impact studies. For the
Town of Rockland's Planning Board. Mr. DeBaie reviewed numerous traffic impact studies
and assisted with the determination of impact fees that would be utilized to provide roadway
improvements. Mr. DeBaie has considerable experience in working with MHD District 4
traffic and projects personnel.
SCOPE OF SERVICES
1. The subject traffic study will be reviewed and specific comments provided on the
following at both the Chickering Road/Farwood Avenue and Chickering Road/Site
Drive intersections.
A. Methodology for determining the peak hour and daily traffic volume
conditions.

2. The subject intersections/locations will be visited and observations made as to

introduced by proposed development. Recommendations will be provided to
safeguard the existing operation or improve it where the opportunity is observed.
3. Attend one meeting with the Planning Department and the applicant to present the
findings of the review.
FEE
The estimated fee for these services is estimated at Two Thousand Dollars ($2,000.00),
inclusive of direct project expenses. This fee represents a not-to-exceed amount.
The furnishing of traffic engineering services shall not make Vollmer Associates responsible
for the design or construction means, methods, techniques or procedures, or for the safety
precautions and programs associated with previous and future work at the above property.
Attendance at additional meetings,preparation of permit applications, and any required work
associated with permit approval requirements, will be considered additional services and the
fee for such additional services will be based on our standard hourly rates plus expenses.

COST AND TERMS
Work on the amendment outlined herein can be completed for $300,
resulting in a revised total project cost of approximately $1800 .
Work resulting in expenses beyond the estimated total of $1800 will
not be performed without prior written authorization of the
appropriate signatory. Such "add-on' work will be billed on a time
and materials basis, using an hourly rate of $75 .
The proposal, including amendments, may be accepted by signing in
the appropriate space below and on the original document and
returning a copy of each to Hajec Associates, Inc. By executing
this proposal, the signatory warrants that he/she has full
authority to commit the client to enter into this agreement .

Attached is an original contract and supplement for the review of the traffic study completed by
the applicant and submitted to the Planning Board as part of the application for the proposed
expansion of the Rennie retail center on Rt. 125. The contract is between Paul Hajec of Hajec
Associates and William Scott, Community Development Director. The total project cost is $1800
which will be paid from the 593 account held for this project. According to our records, we are

TRAFFIC IMPACT AND ACCESS STUDY REVIEW
PRELIMINARY SUMMARY OF FINDINGS
I. PROJECT DESCRIPTION
The project site (200 Chickering Road) contains a 3 , 100 square foot
structure currently used as Rennie' s Flower Shop and Greenhouse .
It is bounded by Farrwood Avenue on the north, residential property
on the south, Chickering Road (Route 125) on the east, and
residential property on the west . Access/egress is provided via
each of two driveways directly off Chickering Road.
Chickering Road (Route 125) in the study area is under the
jurisdiction of the Commonwealth of Massachusetts .
The proposed project is the demolition of the existing 3 , 100 square
foot building and the subsequent construction of a 17, 500 square
foot retail structure .
According to information presented in the proponent' s Traffic
Impact and Access Study (TIAS) , the site would continue to be
served by the two existing driveways, which would be reconfigured
to comply with Massachusetts Highway Department (MHD) standards .
Specifically, the northern driveway would be used by service
vehicles (primarily trucks and delivery vans) and the southern
driveway would be used by patrons of the facility (primarily
automobiles) .
The TIAS did not identify specific tenants or types of uses within
the proposed retail facility.
II . OVERVIEW OF FINDINGS
The TIAS, dated July 1996 , was prepared by Dermot J. Kelly &
Associates, Inc . of North Andover, Massachusetts . The analysis
contained therein was generally conducted in accordance with

traffic study guidelines suggested by the Massachusetts Highway
Department (MHD) , the Institute of Transportation Engineers (ITE) ,
and the American Association of State Highway and Transportation
Officials (AASHTO) .
Detailed review of data collection methods and technical
analysis/presentation, however, is ongoing. Hajec Associates, Inc .
will work closely with the Town of North Andover Community and
Services Department and Dermot J. Kelly & Associates, Inc . during
this period to resolve any issues which may arise .
III . ACCESS ALTERNATIVES
The preliminary review of driveway alternatives for the proposed
project was based on the plan presented in the TIAS (one full
movement driveway for service vehicles and one full movement
driveway for patrons on Chickering Road) . On January 6 , 1997,
Hajec Associates, Inc . received an updated Site Development Plan
dated October 7, 1996 . This plan and/or any updates received by
January 10, 1997 will be considered for the final traffic review.
As currently viewed by Hajec Associates, Inc . , it appears that the
best access scheme is a single full movement driveway on Chickering
Road. This driveway should be located as far south as possible
along the property frontage . This scheme is recommended for the
following reasons :
* to protect the nature of Farrwood Avenue as a private
(assumed) roadway;
* to maintain minimum acceptable distance between
intersections; and
* to be consistent with the recent MHD trend toward curb-cut
consolidation.
Albeit subject to further examination for the final traffic review,
it appears that this recommended design is generally consistent
with that presented in the aforementioned October 7, 1996 Site
Development Plan.

IV. TRIP GENERATION ALTERNATIVES
Hajec Associates, Inc . is still prepared to perform up to three
alternative retail trip generation summaries for both daily (24-
hour) and peak hour periods . However, information on the specific

land uses to be considered needs to be provided by the Planning
Department .
The summaries will be prepared in a framework facilitating
comparison to the trip generation characteristics in the
proponent' s TIAS .

On behalf of Scott Construction, this letter serves as our request to the North Andover
Planning Board for a continuance of the above referenced site plan to the first meeting in
February. It is our understanding that the Town's traffic consultant has not fully
completed is review of the plan and traffic study and in addition, we have not completed
the changes to the site plan based on the comments from the Town Departments.
Therefore, since there are many outstanding issues to be resolved and the Town's
consultant has not completed his review, it would be unproductive to go forward with the
plan at this evening's meeting. We anticipate that our revised plans will be completed
in advance of the February meeting for review by the Town Departments. In addition, we
would hope that the Town's traffic consultant will have completed his review by that time
as well.
We hope this will not cause any inconvenience to the Planning Board and/or abutters

II . OVERVIEW
The TIAS, originally dated July 1996 and updated in October 1996 ,
was prepared by Dermot J. Kelly & Associates, Inc . of North
Andover, Massachusetts . The analysis contained therein was
generally conducted in accordance with traffic study guidelines
suggested of the Massachusetts Highway Department (MHD) , the
Institute of Transportation Engineers (ITE) , and the American
Association of State Highway and Transportation Officials (AASHTO) .
Detailed review of the TIAS has nevertheless resulted in the
identification of a few issues which should be addressed in order
to maximize the efficiency and safety of traffic flow.
III. DATA COLLECTION AND TECHNICAL ANALYSIS
* The peak hour and daily (24-hour) traffic counts for the TIAS
were conducted during June 1996 . Thus, these counts do not
include what may be a significant contribution from near
Merrimack Co a l ge.,' sparticulariy ing the morning peak hour .
tributes of daily volumes at the MHD count
station used in the TIAS (Routes 114 and 125 north of the
Andover By-Pass) are not necessarily similar during peak
hours . At a minimum and to the extent possible, peak travel
times and origins of trips generated by the college should be
estimated to determine what level of impact, if any, such
trips have on Chickering Road in front of the site .
* The TIAS estimates site trips using average trip-making rates
for Specialty Retail land uses, based on information
presented in the ITE Trip Generation manual (Land Use Code

814) . This methodology and choice of land use category is
acceptable, based on the amount of information currently
available for the proposed project (in terms of square
footage and land use) . If more specific information were to
become available, however, the estimate of site trips should
be re-evaluated. For example, the inclusion of a fast-food
restaurant or some other trip-intensive use as part of the
overall development would render current trip estimates
conservatively low.
* It is further assumed that 250 of the vehicles using the site
would be attracted from the existing traffic stream on
Chickering Road. This methodology is consistent with
standard traffic engineering principles , including MHD
guidelines . In fact, it is widely acknowledged that this 25
level of "pass-by" trips is conservatively low and that a
more realistic estimate of this traffic component is on the
order of 40o to 500 . No further work on this aspect of the
study is suggested.
* The trip distribution/assignment was completed using the more
rudimentary of several available accepted methods (based on
existing directional splits past the site) . The results of
this phase of the TIAS, however, seem intuitively accurate .
No further work on this aspect of the study is suggested.
* To be consistent with typical methodolgy and MHD guidelines,
accident data for the most recently available three year
period should have been presented for study area roadways and
intersections . It would have facilitated the safety analysis
if such data was summarized to identify trends, particularly
relative to season, time of day, type, and severity. Since
Chickering Road in the study area is under MHD jurisdiction,
the majority of available accident information would be
available within the state computer records system.
Accessing this information is usually time consuming (a
matter of months) . Given the current time constraints of the
permitting process and the relatively small size of the
project, it would not be prudent to expect this infomation be
produced prior to proceeding toward a decision. However,
input from the local police department regarding the safety
history of the study area should be solicited.
* Level of service (LOS) calculations were properly completed,
in terms of input data and assumptions . These calculations
were conducted for weekday morning and evening as well as
Saturday midday peak hours . Following completion of the
proposed project , all vehicle movements are shown to occur
within acceptable standards (LOS D or better) , except left
turns from the site driveway during the weekday evening and
Saturday midday analysis periods . Visual observations of

traffic stream characteristics indicate, however, that there
are an amount of gaps of sufficient length to sustain
acceptable peak hour operations for these left turning
vehicles . Thus, no mitigation of the "calculated" condition
is suggested.
IV. ACCESS ALTERNATIVES
The best access scheme is a single full-movement driveway on
Chickering Road. The driveway should be located as far south as
possible along the property frontage . This scheme is recommended
for the following reasons :
* to protect the nature of Farrwood Avenue as a private
(assumed) roadway;
* to maintain minimum acceptable distance between
intersections; and
* to be consistent with the recent MHD trend toward curb-cut
consolidation.
This recommended location and number of driveways is consistent
with that presented in the October 7 , 1996 Site Development Plan,
which is the most recently developed plan submitted to Hajec
Associates, Inc .
It should be noted that the minimum acceptable distance between
intersections varies on a community-specific basis, according to
local zoning regulations . This distane, however, is usually not
less than 100 feet . The aforementioned October 7, 1996 Site
Development Plan shows a distance of approximately 140 feet between

V. DRIVEWAY DESIGN
Despite review of the TIAS and the available Site Development Plan,
the proposed lane configuration of the driveway was not totally
clear. Subsequent discussions with the proponent' s traffic
consultant , however, provided insight on this issue .
The driveway will have three lanes, with one lane for inbound
vehicles and two lanes for outbound vehicles . One of the outbound
lanes will be for exclusive use by left turning traffic and the
other will be for exclusive use by right turning vehicles .
Appropriate pavement markings and/or signage will be provided to
facilitate this design . It is recommended that a stop sign be
w,. . ...
included as part of the traffic control "package" at the driveway
exit .
The proposed lane configuration will promote the efficient flow of

traffic from the site by minimizing delays to right turning
vehicles . As a result , on-site queueing will also be minimized.
The potential interaction of queued vehicles with internally
circulating traffic will be reduced, providing an important safety
benefit . Thus, Hajec Associates, Inc . agrees with the three lane
concept for the driveway.
However, the turning radii of the driveway will not permit safe

W. the proposed lan d use, however, is to be serviced and maintained by
vendors using vans and light trucks . At a minimum, the proponent
should confirm that this will be true at old Town Village .
Depending on its comfort level with the situation, the Planning
Department may also consider a heavy truck restriction or re-design
U of the radii .
VI . INTERNAL LOT LAYOUT/CIRCULATION
Based only on number of spaces, on-site parking is more than
adequate, as the number of spaces provided slightly exceeds (by
four spaces) the required amount . The number of compact spaces (33
spaces or 371 of site total) , however, seems large . Fortunately,
the full-size spaces are located in the most prime area of the lot,
relative to proximity to likely store entrances . The number of
full-size spaces is undoubtedly limited by space constraints of the
parcel . It is recommended, nevertheless, that the proponent ' s
engineer re-evaluate the parking allocation with a goal of
increasing the number of full-size spaces .

Also, the number of handicapped spaces provided exactly meets the
number required by local zoning . These spaces are oriented toward
the east side of the proposed building . Assuming each unit will
have its own entry door, it is recommended that the handicapped
spaces be redistributed more evenly. This would reduce the
distance to be traversed by handicapped patrons of the central area
and west side of the facility.
The design of the internal. circulation roadway is adequate to
accommodate efficient two-way movement (including through movement
and parking maneuvers) by automobiles, vans, and light trucks .
Corner radii are prohibitive to the efficient movement of heavy
trucks .
VII . OFF-SITE MITIGATION
There is an existing sidewalk along the frontage of the property.
In order to promote pedestrian safety, a sidewalk of similar

characteristics (width, etc . ) should be present upon completion of
the proposed project .

In response to the review of the Traffic Impact and Access Study conducted for the above
referenced project, additional traffic counts were conducted along Chickering Road at the
Farrwood Avenue intersection. The actual data is attached to this letter. The recent traffic count
was conducted on Friday February 21, 1997. Merrimack College was in session during this time
period. The recent traffic count was lower in volume than the Thursday June 13, 1996 traffic
count, 1565 vehicles per hour (vph) compared to 1345 vhp. Additionally, a queuing and delay
study was conducted at Farrwood Avenue. The queuing at Farwood Avenue ranged between 0
and 3 vehicles with the delay ranging from 0 to 42 seconds. The average observed stopped delay
was 14.84 seconds per vehicle compared to the calculated delay of 13.1 seconds per vehicle,
both Level of Service C.

Per your request, Hajec Associates, Inc . has continued to monitor
and review traffic-related issues relative to the proposed retail
project . This monitoring/review task has included attendance at
Planning Board meetings, site visits, and discussions with
representatives of the proponent' s traffic engineer (Dermot J.
Kelly & Associates, Inc . ) as well as the local Planning Department .
This work has been conducted subsequent to completion of Hajec
Associates, Inc . original review, which was submitted on January
24 , 1997 .
Based on the response to the original review, as well as
information obtained through work during the subsequent time
period, Hajec Associates, Inc . feels that the only remaining issue
is identification of and implementation agreement for an off-site
improvement , or mitigation package . A suggested off-site
mitigation commitment is outlined below.
SUGGESTED OFF-SITE MITIGATION
* Advance warning signs for turning vehicles should be installed
along Chickering Road, on either side of the proposed project
driveway. This will alert drivers to the potential of
encountering turning vehicles at the site, and thus enhance
safety levels . The signs should be installed in accordance with
standards of the Massachusetts Highway Department (MHD) and the
Manual on Uniform Traffic Control Devices (MUTCD) . This
improvement measure should be in place at the time the site
becomes operational .

* A corridor-type study should be conducted to identify future
improvement needs for the approximate 0 . 75 mile section of
Chickering Road between Massachusetts Avenue and Andover
Street . This study should focus on, but not necessarily be
limited to, an appraisal of the need for and ultimate
feasibility of construction of a center turn lane on
Chickering Road. The study would specifically identify the
usage of such a lane (exclusive left turn vis a vis two-way left
turn) on a location-specific basis (at each retail establishment
and street intersection) . other improvements should also be
considered and evaluated, as appropriate .

concept plan depicting recommended improvements .

Dear Ms . Colwell :
Per your request , Hajec Associates, Inc . has continued to monitor
and review traffic-related issues relative to the proposed retail
project . This monitoring/review task has included attendance at
Planning Board meetings, site visits, and discussions with
representatives of the proponent' s traffic engineer (Dermot J.
Kelly & Associates, Inc . ) as well as the local Planning Department .
This work has been conducted subsequent to completion of Hajec
Associates, Inc . original review, which was submitted on January
24 , 1997 .
Based on the response to the original review, as well as
information. obtained through work during the subsequent time
period, Hajec Associates, Inc . feels that the only remaining issue
is identification of and implementation agreement for an off-site
improvement, or mitigation package . A suggested off-site
mitigation commitment is outlined below.
This is a revised and superseding version of correspondence dated
April 15, 1997 .
SUGGESTED OFF-SITE MITIGATION
* Advance warning signs for turning vehicles should be installed
along Chickering Road, on either side of the proposed project
driveway. This will alert drivers to the potential of
encountering turning vehicles at the site, and thus enhance
safety levels . The signs should be installed in accordance with
standards of the Massachusetts Highway Department (MHD) and the
Manual on Uniform Traffic Control Devices (MUTCD) . This
improvement measure should be in place at the time the site
becomes operational .

* A corridor-type study should be conducted to identify future
improvement needs for the approximate 0 . 75 mile section of
Chickering Road between Massachusetts Avenue and Andover
Street . This study should focus on, but not necessarily be
limited to, an appraisal of the need for and ultimate
feasibility of construction of a center turn lane on
Chickering Road. The study would specifically identify the
usage of such a lane (exclusive left turn vis a vis two-way left
turn) on a location-specific basis (at each retail establishment
and street intersection) . Other improvements should also be
considered and evaluated, as appropriate .
The study area for this work should include the following
intersections within the study section of Chickering Road:
North of Project Site
- Bulger Animal Hospital Driveways
- 99 Restaurant - Pub Driveways
- Farrwood Avenue
- Fernview Avenue
South of Project Site
- Village Green Condominium Driveway
- Richdale Plaza Driveways

white line onto the shoulder to complete the movement. According to Ch 89 See 2
of the Mass General Laws: may if the roadway is free from obstruction and of

to one direction of travel. The questions to be answered are is the roadway wide enough
to allow this movement?Does the roadway include the width of the shoulder or just
the paved width?
The latest Registry of Motor Vehicles drivers manual states that a solid white line
marks the right edge of the roadway or separates lanes of traffic moving in the same
