The plan was reviewed for conformance to the 1972 T own of'Noith Andover Zoning Bylaw Oast amended
July 10,2006). The Applicant has submitted the following information for VHB's review:

• "Watershed District Special Permit Plan, Single Family Dwelling,15 Timber Lane,North

The following comments note non-conformance with specific sections ofthe Zoning Bylaw or
questions/comments on the proposed design and VHB's recommendations/suggestions

1. (4 1363 c,ii) The Applicant has proposed the following,which are allowable-under-Special Permit:
a. (1) Change in topography.
b- (2)Cutting or removal of vegetation.
c. (4)Replacement of permanent structure.

e (7)Construction of'a structure with expansion by less than fifty percent of the gloss floor area
ofthe existing structure..
2. (4.136 4.c iii) The"Stoimwater Analysis"report includes a statement that there will be no significant
degradation of water quality or quantity entering Lake Coebichewick.
3.. (4..136.4 c.iv)Per this section,proof is required that there are no reasonable alternatives outside of
Non-Distuibance and Non-Discharge Buffer Zones for the proposed work.Has the Applicant prepared
any alternate site layouts?

4. Is the existing shod to be removed or retained/relocated?

6. The end treatments at the 12"culvert are unclear. VHB recommends flared end sections with stone at
the outlet to prevent erosion.
7. VHB recommends revising the inlet header detail or adding a note to the detail that the infiltration
system consists of five spans,not four as shown on the detail
8 Please explain the purpose of the 60mi1 HDPE membrane around the infiltration system as shown on
the plans VHB suggests showing the membrane on the infiltratot system detail or adding an additional
detail to clearly show installation requirements,such as depth.
9. Please explain why a minimum 10 minute time of concentration was used. Typically,5 minutes is used
as a minimum when a site specific time is not calculated
