RE: 919 Great Pond Road Watershed Application-ACM Development,L.L.0 DATE: July 31,2003 SECTION 3 ZONING DISTRICTS AND BOUNDARIES The parcel of land is located within the Watershed Protection District of Lake Cochichewick. VHB correctly assumed that the site is also in the Residence 1 (R-1)District. The applicant stated that the parcel is in the R-2 district,and that has been indicated on the application for Watershed Special permit. From the zoning map it appears the lot is in R-1 and the Building Commissioner has confirmed that the lot falls in the R-1 District. SECTION 4.136 WATERSHED PROTECTION DISTRICT Section 2—Boundaries and Zones: The Non-Discharge Zone needs to be correctly labeled on the plan. Section 3—Uses and Requirements: The Applicant's engineer should show calculations that the proposed additional area and recharge system have been sized appropriately. To accomplish this,the Applicant's engineer needs to provide runoff and infiltration calculations to Planning Staff and VHB. Section 4-viii:—Special Permit Requirements: The Applicant's engineer has provided a certification that addresses the downstream wetland within the Lake Cochichewick watershed. The Applicant's engineer needs to revise the certification to address the waters of Lake Cochichewick directly. SECTION 7 DIMENSIONAL REQUIREMENTS Section 7.1-Lot Area: This lot is within the R-1 district and the parcel does not meet the minimum lot area requirement as shown in Table 2 of the North Andover Zoning Bylaws. As this is an existing lot,it is subject to the requirements of section 9.1. Section 7.4—Building Heights: The Applicant needs to submit architectural plans to review this section for CGENERAL nce wi--th tie- tovin'Suildin height requirement. COMMENTS proposed pit system should be routinely inspected and cleaned. `Atr apes and maintenance s hedule uld be submitted to insure that debris frarn the roof is removed from the pit. The increase of impervious area, from existing onditions to proposed conditions,has been computed to be 954 sq feet, as indicated in the calculations previously submitted. This incre is due primarily to the proposed front porch with a covered roof(342 sq. ft)an new pavement for vehicle parking on the side of the garage (414 sq_ ft.). (VHB), this letter is written to emphasize to the Planning Board that there will be no detrimental impact to the downstream wetland nor to Lake Cochichewick. The roof run off will be collected and recharged into a leaching pit to provide recharge to the groundwater. The driveway run off will be directed into a proposed grass-lined swale which will serve to filter out any potential pollutants prior to entering the wetland which is greater than 150 feet away from the driveway.
