The project site will be paved in accordance with the original-plan with the exception of the east driveway which has been relocated to approximately, 31 off the east .face of 1. the building--. 2. The proposed additional parking at the east side of the site and also at the southeast rear corner of the site were discussed and a revised plan should be submitted to Scott Stocking for his review of these additional Parking spaces prior to the installation of same. 3. Due to constraints imposed by the cold weather, it is not anticipated that any_landsca ping or seeding would be in place prior to the end , of pl the apting__peason for 1988. The current plan shows two seperate wet lands .t opposite ends of the lot. This is because the area between them has been filled in. The earlier propo al showed the wet-lands as connected and part of larger °e ource rea, yet when 1 visited the site to review the°pl a a T noticed that a wide areaof wetland had been filled in between the high areas along the wrest and east p ° pe°arty lines. Has this filling already been approved? See attached copy of the letter dated 4-6-87 It seems unusual to fill in wetlands before a plan is approved. Sincerely RUM in SiO r U . NH-LSON, DIRL C:'ITOR April 6 1987 Planning Board re- Regan Land Flagship Drive I have reviewed the plans for this project and have several comments. Lot A appears to require too much wetland filling to be practical but when I visited the Site March 10 1987 the area at the end of Flag Ship Drive had already been filled in. The filled in area is a low point between higher areas and the fill would appear to impede the normal runoff. I noticed no cilverts in place to restore draniage. Your Board asked that we submit additional information on the soil -types which exist at the site and more particular explain how the curve numbers were selected which were used in the SCS Hydrologic Model. Attached please find: 1 . Curve Number table from TR-55 . 2 . U.S.G. S. Topographic Map 3 . U.S .D.A. Soils Survey Map 4 . Hydrologic Soils Group Sheet from TR-55 As you may note, the site is comprised primarily of Paxton Sandy Loam in a Hydrologic Soil Group, "C" . Average Curve Numbers ranging from 70 to 80 to 98 were used in the Draincalc Model based on the Post Development surface condition proposed. I hope this report and its attachments furnish you with the information requested. Very truly yours, THOMAS E. NEVE ASSOCIATES, INC. Thomas E. Neve, P.E. , R.L.S . Re: Request for Comment - Flagship Drive - Site Plan Review Dear Members of the Planning Board: I have reviewed the plans as submitted and my comments are as follows: 1. Notice of Intent for this parcel of land was considered under file #242-215 and an Order of Conditions issued which allowed for an extensive amount of filling. A new Notice of Intent has been filed with the NACC and considered at its meeting held July 8, 1987, and the Order of Conditions will be issued on July 29, 1987. 2. This proposal requests that the NACC issue an Order of Conditions which allows for additional filling and associated replication. 3. The NACC has reservations as to whether additional filling is necessarily required to allow development to take place on the site. I would recommend that this item be tabled until the NACC has issued an Order of Conditions for the proposal. Sincerely, NORTH ANDOVER CO ERVATION COMMISSION Nancy J.
