The North Andover Planning Board held a public hearing on
Monday evening, July 20 , 1987 at 8 : 15 p.m. in the Town Office
Meeting Room upon the application of Channel Building Company, Inc.
P.O. Box 522/23 Main Street, Andover. The hearing was duly advertised
in the North Andover Citizen on July 2 and July 9 , 1987 . The
following members were present: Erich W. Nitzsche, Chairman;
John Simons, Clerk; Paul Hedstrom; John Burke and George Perna.
The petitioner seeks a special permit under Section 8 . 3 . 1
Para. 2 of the North Andover Zoning Bylaw. The purpose of the
Site Plan Review is to review the proposal to construct a
32 ,000 square foot, one and one half story facility on 5 . 01 acres
in an Industrial-2 (I-2) Zoning District on the south west side
of 125 Flagship Drive.
The North Andover Planning Board has voted to approve - subject
to the following conditions :
1 . In accordance with the North Andover Fire Department' s request
of July 13 , 1987 - Note eleven conditions :
1 . An automatic detection and suppression system must be
installed. These systems must be connected to the
municipal fire alarm system through a master fire alarm
box. The developer must contact the Fire Chief for the
requirements for these systems prior to installation.
2 . Material Safety Data sheets must be submitted to the
Fire Department prior to occupancy.
3 . Permits will be required for all flammable storage
according to M.G.L. Chap. 148 and all flammable
storage shall be in accordance with N.F.P.A. 30 .
4 . Welding operations must be in accordance with N.F.P.A.
51B.
5 . The Paint Shop, in.particular the spray booth area must
be in accordance with N.F.P.A. 33 .
6 . The intended purpose for the gas ovens should be given
to the Fire Department and the intended fuel to be used
so stated.

7 . An additional fire hydrant is needed thjw�st corner

8 . A 360° Fire Department access must be maintained especially
after the proposed expansion takes place .
9 . The wire mesh between the stock room, carpenter shop and
the drive bay is unacceptable. A safer redesign of this
area is needed.
10 . Underground storage of fuel tanks will be in compliance
with Fire Department Regulations and no permit will be
issued if the Conservation Commission finds the lot
unsuitable for such tanks.
11 . No open burning is permitted except in compliance with
the Fire Department' s Regulations during open burning
season.
2 . There will be no on-site sanitary leaching system. The
facility will be connected to the North Andover Public
Sewer System.
3 . The North Andover Conservation Commission Order of Conditions
will be strictly adhered to in all aspects and the compliance
of such shall be part of this special permit.
4 . Binder coat of pavement shall be placed on all means to be
used by motor vehicles prior to occupancy.
Any modification to these plans shall be reviewed by the
U/ North Andover Planning Board.
6 . The landscape plan (drawing L4-1) of submitted plans will
be completed within one year of initial construction.
The North Andover Planning Board -
In conditionally approving this site finds the following:
1 . The use is incompliance with Zoning Classifications
2 . All utilities are available to site.
3 . The neighborhood will not be adversely affected.
4 . There will be no adverse affect to pedestrian or
vehicular traffic.
5 . Adequate green space will be provided in view of
extended wetlands included in proposed 5 acre site
with use ratio to site.
