This design is satisfactory subject to suitable soils. The soil logs provided for the wastewater leaching area indicate satisfactory soils in the vicinity. In our letter of August 20, 1996, we recommended that a confirmatory test pit be dug during construction to confirm suitable soils are present. Since unsuitable soils were found on site in the originally proposed location for Area A we again recommend a test pit be dug prior to installation of the facility. The soil profile was consistent with the tests performed for the adjacent leaching facility for the septic system; statified bands of medium to course sands and fine gravel with no indications of groundwater within 10 feet of the surface. Since the soil conditions were consistent with the design assumptions, the facility was installed according to the approved design plan. This letter was written without anyone's knowledge, or authorization and dropped into our mail boxes 2 hours before the town meeting. As a matter of fact, no family on White Birch Lane other than ourselves received a copy of this letter. We strongly disagree with Mr. Babbs comments regarding any noise at White Birch. We have been building a home at this location for over a year and have lived here for over 5 months. We have never been bothered by noise, airplanes, ect. and no one has ever moved their bedrooms to avoid noise. We were concerned about the airplanes when we bought our lot, however this has proven not to be an issue. They certainly do not fly 100-300 feet over our home, and our house is set at the highest elevation in the development. Our feeling is that Mr. Babbs is angry about the development of the L-COM building behind his home and is venting steam. We would not want anyone reading his letter to view our development unfavorably. We love our private setting of our home and enjoy the neighbors in the area. Our review specifically addressed the requirements for submission under the Site Plan Review section of the Zoning By-Lays. The project meets the criteria for a"major" project under the By-Laws. We have not performed a detailed review at this time since the submission is not complete with regards to the requirements of the Zoning By-Laws. It is our understanding that an earlier submission did include additional data regarding utilities, etc. We direct the applicants attention to Section 8.3 of the Zoning By Law. Tables 1 & 2 in this section specify the requirements for submission of a site plan. Insufficient utility information has been provided to assess services to and on the site. No construction details have been provided with the submittal. Stormwater management design should comply with Town of North Andover standards. It is unclear from the submittal that the methodology used in the design is consistent with Town requirements. insufficient information has been provided to allow us to assess the design. Tributary subareas, soil types,times of concentration etc. should be provided with the submittal. Where it is proposed to recharge runoff on-site,test data for soils should be provided. Soil test data should include information on maximum groundwater elevations witnessed by a certified soil evaluator. Reference data to justify the design of recharge facilities should be provided. As you may recall,the issue of the need for testing at each of the leaching basins and infiltration areas was adressed during the site plait review process. Due to the consistent nature of the soils on the site and the number of test pits that had previously been performed, it was decided that the further testing was not required prior to approval or construction. Since the relocated Storinwater Infiltration Area "A" is to be located adjacent to the proposed septic system leaching field, and tests were performed in the leaching field area, we do not believe that further testing is required. Additionally, since the project is currently cinder construction and the entire area to be disturbed has been stripped of all topsoil and subsoil, it is apparent that the only area of unsuitable soils is at the eastern end of the parking area in front of the building. (This area of unsuitable soils, along with changes inade to the roof drainage system within the building, is why the infiltration area has been relocated.) A copy of this letter, along with a copy of the proposed Construction Modification Site:Plan and the results of the tests in the septic system area will be sent to Mr. Chessia. for review. This deep, moderately sloping, excessively drained soil is in irregularly shaped areas that range from 20 to 75 acres. Slopes are 100 to 300 feet long. Typically, the surface layer is very friable, very dark grayish brown loamy sand 5 inches thick. The subsoil is 23 inches thick. It.is yellowish brown loamy sand in the upper part and yellowish brown and very pale brown. sand_in the lower part. The substratum is pale yellow sand to a depth of 60 inches or more. Included with this soil in mapping are areas of Deer- field, Pipestone, Wareham, and Scarboro soils and Me- disaprists, shallow. Also included are areas of Windsor soils with stones and rock outcrops on the surface and areas of soils that partly consist of coarse sand. Included soils make up about 20 percent of this map unit. The permeability of this soil is rapid or very rapid, and available water capacity is low. Reaction is very strongly acid or strongly acid..The rooting zone extends into the substratum, but root growth is often restricted by a lack of moisture. Many areas of this soil are in residential development. Some areas are in-woodland, but the soil is poorly suited to tree production..A few areas are farmed. This soil is poorly suited to cultivated crops, hay, or pasture. The low available water capacity makes irriga- tion a. major concern. The erosion hazard is moderate. Where this soil is farmed, striperopping, minimum tillage, and the use of cover crops and grasses and legumes in the cropping system help reduce runoff and control ero- sion. Mixing crop residue and manure into the surface layer maintains tilth and increases the organic matter content The-use.-of proper stocking rates, deferred graz- ing, and pasture rotation help to maintain desirable pas- ture plant species. Slope limits use of the soil for recreational and resi- dential development and as a site for waste disposal facilities. The sandy surface layer is an additional limita- tion for recreation, and the rapid permeability for waste disposal facilities. The soil is poorly suited to most types of wildlife habitat_ This unit is in capability subclass IVs.
