However there are still several matters left unresolved. 9. Although one member of the board was emphatic that the issue has been 'put to rest', we request are regularly granted and in that e_of parkin . The board acknowledged that exceptions similar to ours that the board reexamine the spirit, we would ask you to be open minded and read the reasoning behind our request. At the hearing, L-Cam was unable to provide any sort of argument to justify the need for the second parking lot (on the northern side of the building) other than to say they needed the some of the spots for 1 older worker and for handicap parking. Excellent reasons, however that would only account for approximately 4-6 of the 27 spaces the plan calls for. Some very large beech and pine trees will be lost to all the other unnecessary spaces. As far as the total number of spaces goes,the primary or west lot calls for 44 spaces. L-Com currently employs 33 people. L-Com has stated that on any given day, they receive only 1 or 2 business visitors and that this part of their business is unlikely to change. They also stated that after school 3-4 family members might visit or drop off children. Using L-Cam's numbers,the primary lot can not only handle all of the current employees, it can also handle all visitors. L-Cum's 4 year business plan calls for them to add approximately 10 new employees. If growth goes above that,they plan to do one of two things: 1. they would move the entire operation and build on a larger lot of land they own in Haverhill, 2.they would convert this building into all storage/assemble and move all office personnel into a new 2 story office building they would build next to this building. If they grow and choose option 1,they obviously don't need the extra parking spaces. If they choose option 2,the new building will have its own parking lots, and the number of people working in the building in question will actually go down (that's the nature of warehouses--big buildings, small work force). Either way,they cannot show a need for more than approximately 50-56 spots (33 current employees + 10 new employees+3 handicap spats+ 4-10 visitor/misc. spaces). As stated above,the minimum requirement for a building of this size/use is 64 and since it seems complete likely that the current owners will never use 1/3 to 1/4 of the spaces called for in their plan, it is completely reasonable to have no more spaces than the the minimum of 64. As with all of our requests concerning this building, we are not trying to be bothersome; we are simply trying to minimize the impact of a huge building next to a residential neighborhood. And towards that end, we ask that you realize that our request will not harm or negatively impact the successful operation of the business in any way. 2. Hours of operation. Lastly, many ofum have sat through several planning board hearings and while generally pleased with what occurs, we are particularly disturbed by the comments and attitudes of one member of the board. This member seems to take the attitude that homeowners are nothing more than a big pain in everyone's butt and every request is nothing short of harassment of business owners. After the board has come to agreement and settled a question or dispute in favor of homeowners,this board member has stated on several occasions to the business owner, 'not to worry, come see me and I'll take care of it', suggesting that once us pain-i n-the-b utt homeowners aren't looking,this board member will arrange for the board's decision in favor of the home owner\obechanged. In particular and as it relates to the L- Com building, after the board had discussed and come to a general consensus limiting the hours of operation for L'[|onnatthe new building, thi&member stated to the owners o[ L-Com"don`t worry about this, just come see mne and we'll change ittu whatever you naed." This was insulting 10 us, and weseek the board's binding assurance that this board member was mistaken when he spoke as he did; we wish be guaranteed that.thin s like i�jin hours, number ofyalk i tiQ% tq. cannot be arbitrari ,��Enq d without additional prior notice to us and/or without additional public hearings. Obviously, the attitude and perceptions of this board member are wrong. As homeowners/citizens iiio our job to convince you --the entire board --that our requests are meaningful and reasonable, |fweare indeed able to convince you that our requests make sense and should be implemented, neither you oruo should feel that our efforts were just oo much wasted breath. Our responses have been numbered to match the numbering of your comments. 1. The design of the infiltration area is consistent with the approved infiltration areas for the existing parking lot drainage. The catch basin grate will be installed directly over a 4-foot diameter pre-cast manhole riser section,which will act as a sediment sump. The manhole riser will be lined with a filter fabric to allow for drainage through the sump and to prevent over-excavation during sediment removal procedures. Maintenance procedures for the proposed infiltration area will be similar to those for the existing infiltration areas. Sediment shall be removed from the sump when the depth of the sediment reaches 12 inches deep. 2. The test pit and perc test locations performed on the site in 1996 have been added to the plan. The Soil Evaluation Forms for the tests are included in the attached Drainage Analysis. 3. The attached Drainage Analysis includes the calculations that support the sizing of the infiltration area. 4. The location of the proposed siltation control fence has been added to the plan. DATE: APRIL 30, 2001 PREPARED FOR: L-COM A drainage analysis has been performed to verify that the proposed stormwater infiltration area has been adequately sized to infiltrate the runoff from the proposed expansion of the parking lot. The "HydroCAD" Stormwater Modeling System has been used to calculate the post-development runoff rates and to design the stormwater infiltration area. The infiltration area as designed will have adequate capacity to recharge all of the runoff from a 100-year storm event. The parking lot expansion will be graded such that only the new pavement area will drain into the infiltration area. As indicated on Page 2 of the attached HydroCAD report the 7050 square feet of new pavement will produce 0.07 acre-feet of runoff at a peak runoff rate of 0.99 cfs during a 100-year storm. As indicated on Page 3 of the attached HydroCAD report the design exfiltration rate for the infiltration area is 0.14 cfs over the 750 square foot bottom area. This rate is based on the accepted rate of 8.27 inches per hour for sandy soils(see Table 2: Hydrologic Soil Properties Classified by Soil Texture). The tests performed for the adjacent septic system included percolation rates of less than 1 minute per inch. (Copies of the Soil Evaluation Forms for the testing performed on site area included at the back of this report.) The available storage volume within the infiltration area was based on an assumed ratio of 40% open space to 60% crushed stone.
