Howard, Conservation Adlministr for DATE: June 20 1996 RE: CHANNEL- #150 Flagship Drive With regards to issues surrounding construction of proposed detention ponds for the above referenced project, the North Andover Conservation Commission (NACC) is not opposed to construction within the water table or above the water table. Two schools of thought exist for construction of this type: a) detention ponds built within the water table facilitate wetland plant growth which in turn enhances the ability of the structure to attenuate pollution and improve water quality. Storage capacity is not lost because an outlet pipe placed at a pre-determined elevation within the pond maintains existing groundwater elevations; b) detention ponds built above the water table function in a similar manner but wetland vegetation is not likely to appear. It is also my understanding that maintenance may be somewhat easier with a „dry" pond. As stated, the NACC is not opposed to construction of either type and will defer to the judgment of the Planning Board and DPW. Andover, MA I have examined the twenty or so marked trees on the West side of the above site and offer the following comments: The combination of some degree of construction - related root damage and altered drainage due to the creation of the immediately adjacent slope will probably have a negative impact on the health of the trees. Formerly in thick woods, the trees are now exposed to the full force of the wind. This situation typically results in an increased incidence of both breakage and uprooting, with the possibility of damage to persons or property. Should any of these trees fall on the slope or in the Swale at it's base, their removal would be more expensive and difficult after the grading and hydroseeding are done. For the above reasons, I agree that the removal of these trees makes sense, especially since they don't really offer much in the way of "screening" for anyone on the adjacent property. In fact, if the stumps are left in place, those of the hardwoods will send up vigorous sprouts or igSUcker growth" which will soon fill in at eye level.
