Any communication purporting to be an application shall be treated as mere notice of intention to seek relief until such time as it is made on the official application form. All information called for by the form shall be furnished by the applicant in the manner therein prescribed in accordance with the requirements of Section 8.3 . Ch.)U Engineer's, Larv, SUT'Veyors, Environinental Consultanis July 23 , 1995 North Andover Planning Board 120 Main Street North Andover, MA 01845 Rea Site Plan Special Permit Application Development Associates Flagship Drive Assessors Map 1070 Parcel 77 Project No. 7365 Dear Board Members: Enclosed, please find an Application for Site Plan Review Special Permit, a site plan, -two survey plans, drainage calculations , a certified abutters list and a check for the required filing fee . The proposed work involves the expansion of the parking area for the building at 94 flagship Drive occupied by Trugreen/Chemlawn. The current parking area is overcrowded. Accordingly, it is proposed -to add an additional 43 spaces . Detailed drainage calculations have been done and it appears that the existing drainage system is adequate to manage the runoff from the parking expansion. We have submitted a filing fee in the amount of $1001 . 00 . This fee has been based upon the required fee of $300 . 00 plus $0 . 05 per square foot of the building. We are unclear whether or not the $0 . 05 per square foot applies in this instance as no building construction is proposed. We request, therefore , that you review our fee calculation and make a refund if found appropriate . The enclosed site plan shows the following information required for site plan review; north arrow, locus map, topography, zoning information, stormwater drainage plan, building location, building elevation, location of parking, location of wetlands , and the location of drives. Also enclosed are copies of the two survey plans describing the property and hydrologic calculations. To the best of our knowledge , there are no easements or legal conditions related to the proposed work. No change in the existing signage is proposed. in addition, it is proposed to continue placing the dumpster in its current location. It is intended to utilize existing natural and planted vegetation to meet the landscaping and screening requirements to the maximum extent possible . Care will be taken during construction to minimize the disturbance of existing vegetation. It is proposed 'to construct a swale along a portion of the southern property line . In this location it will not be possible to maintain a vegetative screen. The existing fence in this area will be reconstructed along a portion of -the swale as part of the security fencing. We request that the Board consider whether or not fencing is necessary along the remainder of -the swale as there is a wide, dense strip of vegetation on the adjacent property, and as the abutting property is also used commercially.
