Andover, MA Sub: Engineering Review Dear John: The attached site plans and drainage calculations were submitted to the Town of North Andover on August 4, 1997 for a Planning Board hearing on September 2, 1997. We are also in the process of filling a Notice of Intent with the Conservation Commission by August 8, 1997 for a hearing on August 20, 1997. Bill Scott suggested that we send the drainage calculations directly to you for review on behalf of the Planning Board. Mike Howard also requested that you review the drainage with respect to water quality issues on behalf of the Conservation Commission. Andover, MA S ub: Engineering Review Dear John: Attached for your review are revised site plans and drainage calculations for the above referenced project. These revisions incorporate your review comments dated August 29, 1997. Since your initial review, we have met with Mike Howard to discuss design changes whereby this project would no longer disturb the 100' wetland buffer. Therefore, this project would no longer be subject to the Wetlands Protection Act nor the MA DEP Stormwater Policy (see attached letter to Mike Howard dated 9-23-97). The following is out response to your comments which have been numbered to correspond with your letter. 1. No response required. 2. Revised accordingly. ".. � A letter shall be forthcoming from the owner of abutting Lot 82 acknowledging minor grading and construction of the driveway on Lot 82, (44� Grading into the Flagship ROW has been deleted. A letter shall be forthcoming from the owner of . abutting Lot 85 acknowledging the slope easement. 5 Drainage revised. 6. Slope added to detail 7. The wetland delineation on Lot 85 which was done by W.P.I. in 1990 has been added to the plans. It is our understanding that this was accepted by the Conservation Commission. 8. No response required. 9. See note#6 on Site Plan. 10. All refuse is enclosed by means of trash compactor and trailer body. The landscape plan shows heavy landscape screening in front of the compactor and truck loading facility. Ten Austrian Pine (6 to 7' in height) in the background and twelve variegated Red Twig Dogwood (3' to 4' in height) in the foreground have been proposed for screening, 11. Only the closed system drainage design uses the Rational Method. The software used for this analysis is StorniCad by Haestad Methods, Inc. Excerpts from previous calculations verify the proposed drainage system outlets into the existing drainage systems. The report explains previous design assumptions. 15. Full scale prints are now included with the drainage calculations for the Pre & Post-Development drainage areas. Ground cover and soil type has been indicated on the Existing Conditions Plan. All disturbed area on the site will be loamed and hydroseeded, as noted on the landscape plan. 16. No longer applicable. 17. All slopes are 3H:1V adjacent to the swale. 18. Test pits have been performed and are included in the drainage report appendix. No on-site storm water storage is proposed at this time. As mentioned previously, the MA DEP Stormwater policy is no longer applicable to this project. 19. If the DI structure,located in the grass swale along the southerly portion of the site becomes plugged, an emergency outlet exists through the proposed weir opening. Both openings have been covered by proposed trash racks. 20. Revised accordingly. 21. Added accordingly. 22 thru 26. No longer applicable. Additionally,the proposed point of stormwater discharge is located on site and outside of the 100' buffer. Therefore, it is our opinion that the NIA DEP Stormwater Policy is no longer applicable to this project. In accordance with the Notice of Decision issued by the Planning Hoard on October 10, 1997, the intent of this letter is to determine if the consuuWon complies with the approved plus. On May 13, 1998, we conducted a site visit to observe the construction to date. Based upon oug obsetvstious, the project substantially complies with the approved plans with the following exceptions: 1. The final wearing course of pavement needs to be placed. The parking spaces have been striped on the binder coarse. 2. Norte of the landscaping has been installed nor has the hydroseeding been done. 3. The directional signs have not been installed at the driveway. 4. The main ground sip has not been installed 5. 'The handicap sign8ge has not beery installed. 6. The side slopes of the grass Swale on the south side of the building creed to be adjusted The sidcslopes of the Swale need to be planted with a wetland grass mix per the plans. 7. Andover,MA 01845 Re: Map 25 Lot 75 (aka Lot 2A) Material Installations Flagship Drive Sub: Site Plan Compliance i Dear Kathleen: I This letter is a follow-up to our May 1.4, 1998 letter regarding the above referenced project. We conducted a site visit on November 9, 1998 to observe the site construction to date. Based upon our observations, the site has been constructed insubstantial compliance with the approved plans. It should be noted that one"van- accessible" sign is missing at the handicapped parking spaces. Also, some of the landscaping around the perimeter of the building was omitted.
