In discussions with him, the developer for 'the property, and the Community Development Director, it is our opinion that the proposal must go before the Planning Board for site plan review. I would suggest that no action be taken on the application for liscensing until that process has been completed. Mr. Quinn has stated that the site plan review application will be filed with the planning board. That process will allow all department heads -to comment on the impact of this proposal. % l . At this meeting a problem was discussed at length concerning the Bus Stop on Main Street across from the Town Hall, Chief Dolan stated when the bus is parked at the stop , or in the process of trying to get into its space and a fire alarm comes in on several occasions it has caused a very unsafe condition for traffic in the area as well as for the fire department personnel. It has been very difficult , unsafe and very time consuming when trying to respond safely to the emergency at hand . After lengthy discussion and input by all in attendance it was unanimous that the Bus Stop be moved from its current location (Town Hall/Fire Department Area) on Main Street to the first two spaces in a Northerly direction on -First Street . The new proposed spaces' on First Street are now marked Parking For Taxi only , If the location was to be changed the two spaces on Main Street could be reverted back to two ,regular parking spaces . (617) 686-3812 Pto of C7r!;partr nent To: North Andover Planning Board From: Fire Chief Dolan Rea Dunkin Donuts-Site Plan Date: February 17, 1987 The major concern I have regarding this project is the affect that traffic and parking will have on the ability of the Fire Department to respond. The seven parking spaces provided may be enough for patrons who plan to be served inside but allowance must be made for those who will make a "quick stop" for take out service. On Friday morning, February 13 , I met with Karen Nelson, Patricia Wrenn, Police Chief Stanley and Lt. Melnikas to discuss the site. As a result of that meeting, I recommend the following: 1. The main entrance to the donut shop be on the School Street side of the building. 2 . Move the existing bus parking from its present location to First Street in the same spaces reserved for taxis . This would open up two spaces on Main Street. By enacting these recommendations I believe part of the traffic problem on Main Street will be alleviated. Policy Relative to Emergency Access Date: March 11 , 1987 At the request of Mr. Willie Vicens, I am sending you the following policy regarding Fire Department access to buildings : Fire Department Access Policy An access road equal in construction and comp- osition to any approved town roadway shall be constructed to provide 360° access to any building which is used for other than residential housing of three or less units . Where such an access road is provided for the sole purpose of providing Fire Department access it shall have a minimum width of twelve feet if built on a straight line and a minimum width at corners to provide a turning radius. This turning radius shall be an arc 26 " wide. This access road shall be clearly marked as a fire lane in accordance with the town by-law. An access road shall not be over twenty (20) feet from the sidewall of any building to which it provices access . I hope this policy statement will aid in planning and eliminate problems for both developers and boards which may make a decision only to have the Fire Department object after their approval. As this is a policy and not a by-law, we also have the means to look at alternatives where trying to implement the policy be- comes unreasonable. Please return comment on this policy. William V.
