Special Meeting
The PLANNING BOARD held a Special Meeting on Thursday
evening, October 27, 1983 in the Middle School at 7:00 p.m.
The meeting was held prior to a Special Town Meeting with the
following members present and voting: Paul A. Hedstrom,
Chairman, who arrived late; Michael P. Roberts, Vice
Chairman; John J. Burke; Erich W. Nitzsche; and John A.
James, Jr., who arrived late. Karen Pomroy was present also.
PUBLIC HEARING
Stam_D, Redman, Mscitz - Re-zoning - Willow Street and Andover
Mr. Burke read the legal notice.
Mrs. Christine Smith, daughter of Mr. Stamp, spoke for the
petitioners and made the following presentation:
- The petitioners are proposing to re-zone their land from
Residential-3 (R-3) to Industrial-1 (I-l).
- The main reason for the re-zoning request is that the
Industrial Park is behind them and the area is no longer
residential.
- To sell the land as residential would involve a hardship.
- Approximately 35 years ago, the land was industrial.
- Mr. and Mrs. Stamp have owned their land for 24 years.
Since they purchased it, industry has gone in around them.
Mr. Redman added the following:
- If the land is rezoned from residential industrial, the
State will reconsider the curb cut.
- If Trombly Motor Coach got a curb cut, then this property
should also be allowed one.

Special Meeting
Member Nitzsche asked the petitioners what they will do with
the land if it is zoned industrial and they responded that
they will sell it as industrial land.
Mrs. Smith added that there is access from Willow Street and
she has spoken to Mr. Eidleman from the State, who suggested
that the land be rezoned as a first step.
Member Nitzsche argued that just because the
residential access, does not mean it will have
access.

Town Planner Karen Pomroy added that there could be
from the industrial park.

Mr. Jim Towle, who recently purchased the Burns property,
which is adjacent to the parcel proposed for rezoning, stated
that he does not see a monetary gain by rezoning. Much of
the land is a wetland.
Note: Member James arrived here.
MOTION: by Mr. Burke to recommend favorable action at the
Special Town Meeting regarding the rezoning petition
of Stamp, Redman, and Mscitz.
SECOND: by Mr. James
VOTE : In favor - 2 (Burke, James)
Opposed - 1 (Nitzsche)
MOTION CARRIES-FAVORABLE RECOMMENDATION.
OTHER BUSINESS
Mills Hill (Kara Drive) - Reconsider motion made on October
24, 1983.
MOTION: by Mr. Burke to reconsider the motion made on October
on 10/24/83 regarding Mills Hill (Kara Drive).
SECOND: by Mr. Nitzsche
VOTE : Unanimous - motion carries
MOTION: by Mr. Burke to continue the public hearing on the
Mills Hill Subdivision to November 7, 1983.
SECOND: By Mr. Nitzsche
VOTE : Unanimous - motion carries.
Note: Member James did not vote on the above motions re-
garding Mills Hill (Kara Drive).

Gilman Lane - Bond Release
A letter from the Highway Surveyor dated 10/21/83 was read
and placed on file.
MOTION: by Mr. Burke to extend the completion date to 5/1/84
on Gilman Lane, at which time it will be reviewed.
SECOND: by Mr. Nitzsche
VOTE : Unanimous - motion carries
Greenwood East - Bond Release
A letter from the Highway Surveyor dated 10/24/83 was read
and placed on file.
MOTION: by Mr. Burke t6 release the remaining funds for the
Greenwood East Subdivision.

A letter from George Farr dated 10/24/83 granting an
extension to the Board was read and placed on file.
MOTION: by Mr. Burke to extend the date for a decision to
11/23/83 on Salem Forest II.
SECOND: by Mr. Nitzsche
VOTE : Unanimous - motion carries.
PLANS NOT REQUIRING APPROVAL

This plan was disapproved on 10/24/83.
