HomeMy WebLinkAboutWaiver - 100 BELMONT STREET 8/5/1996 (2) 100 Belmont Street Waiver of Section 8.3 of the Zoning Bylaw - Site Plan Review The Planning Board herein WAIVES the requirements of Section 8.3 of the Zoning Bylaw - Site Plan Review as set forth in Section 8.31(3) of the Zoning Bylaw. The waiver request was submitted by Mark Robinson Holland Associates, 70 Woodburn Drive, Methuen, MA 01844 on August 5, 1996 for property located at 100 Belmont Street. The project involves the change in use of an existing structure from the current use as an office building and ambulance garage to the proposed use as a dance and gymnastics school. Findings of Fact: 1. The only exterior work on the building will be the installation of a new stairway to provide a second means of egress from the first floor to grade and exiting on the Belmont Street side of the existing building. This construction does not reach the 2000 square foot threshold for additions to structures cited in 8.3(2)(a)(ii). 2. There are no wetlands on the site. 3. No additional paving is proposed for this project therefore the drainage will remain"as- is". All roof drainage is internal to the building and is connected to the storm water system. 4. On the Belmont Street side of the property there is an existing wall-mounted sign indicating"100 Belmont Street". The applicant intends to add a matching "applied letter" sign to wit "North Andover School of Dance and Gymnastics" to the building on the Belmont Street side, in accordance with the sign ordinance. 5. The site is fully landscaped and no changes are foreseen. 6. No changes in existing lighting or additional lighting for the site is proposed. 7. The applicant has submitted the following plan containing all of the basic requirements of an official site plan: Plan titled: 100 Belmont Street Scale: V =20' Dated: August, 1989 Prepared by: M. Any revisions to a development that has secured site plan review waiver shall be submitted to the Town Planner for review. If the revisions are determined to be substantial and materially different by the Town Planner, the Town Planner shall direct the applicant to resubmit the site plan to the Planning Board in accordance with the provisions of this section, Decision: Given the above Findings of Facts, the Planning Board hereby determines that change in use of the existing structure located at 100 Belmont Street from the current use as an office building and ambulance garage to the proposed use as a dance and gymnastics school, will not have a significant impact, both within the site and in relation to adjacent properties and streets, on pedestrian and vehicular traffic, public services and infrastructure, environmental, unique and historic resources, abutting properties, and community needs. The Planning Board hereby WAIVES the requirement of Site Plan Review. cc.
