Dear Members of the Commission:
This letter is to inform you that the work regulated under the above referenced project is
in substantial compliance with the plans and associated documents approved under the
Order of Conditions. These improvements are illustrated on the attached plan entitled
"As-Built Plan to Accompany Certificate of Compliance" prepared by McKenzie
Engineering Group, Inc. dated October 4, 2006. Existing Conditions information was
obtained by field survey measurements and observations taken on September 19 and
October 4, 2006. If you have any questions or comments please do not hesitate to
