Site Plan Review
Conditional Approval
The Planning Board made the following findings regarding this
Special Permit:
1 . The proposed use and site design of the expansion of the
existing building is appropriate due to its location in
Town and relationship with an architectually significant
structure.
2 . The proposed site improvements called for in the site plan
will add badly needed parking spaces , in addition to improving
vehicular safety on the streets surrounding the library.
3 . The proposed site plan will help intergrate the library with
adjacent public park as the site originally existed prior
to the addition of Middlesex Street.
4 . Will provide additional landscaping surrounding the
building and the proposed addition which includes a
reading terrace and courtyard.
5 . The applicant has met the requirements of the Town for
Site Plan Review as stated in Section 8 . 3 of the Zoning
Bylaw.
Upon reaching the above findings, the Planning Board votes to
approve this Special Permit based upon the following conditions:
1 . The Town agrees to close Middlesex Street between Greene
and Main Streets to allow the expansion of the parking lot
to the rear of the library.
2. The Planning Board must grant a Special Permit for the
expansion of the public building in a Residential
Zoning District (Section 4 . 122 (10) prior to a building
permit is issued by the Town.
3 . The Board of Appeals must grant a Special Permit to
enlarge an existing non-conforming use prior to a
building permit is issued by the Town for the addition,
or site improvements are allowed as shown in the site plan.
4. The proposed library signs shall meet the Town' s Sign
Regulations as stated in Section 6 of the Zoning Bylaw.
5. The two access drives and crosswalks shall be constructed
of brick or a rough textured material which will be
slightly raised above the pavement of the parking lot.
This will serve to slow traffic down thru the parking
lot as well as define pedestrain crossings on the site.
Brick shall be used to pave the rear walkways and courtyard.
6. All catch basins shall be connected to the Town' s storm-
water sewer. The system shall be designed to prevent
stormwater from flowing into Greene and Main Streets.

7 . The two handicapped parking spaces shall be properly marked
with signs and symbols painted on the pavement.
8 . In accordance with Section 8 . 4 (Landscaping Requirements for
Off-Street Parking) shrubs shall be planted along the
perimeter of the parking lot. The shrubs shall be densely
planted and be at least 4 ' high. In addition, 8 trees shall
be planted (one tree for every thirty (30) linear feet of
parking lot) .
9 . All outdoor lighting shall be directed onto the site, no
light shall be cast onto adjacent properties.
10 . All existing trees shall be preserved as shown on the site
plan.
11 . The building will conform with all fire regulations of the
Town of North Andover.
