Dear Mr. Nardella;
The Division of Public Works has reviewed the plans of the
proposed expansion of Watts Industries Headquarters, prepared by
Joseph D. LeGasse & Associates dated June 21, 1994. We have the
following comments.
1. The existing water facilities and the proposed design of
the new facilities should be shown on the plan.
2 . Our submittal did not include a drainage design or
drainage calculations.

Re: Watts Industries - Planning Board Meeting 7/19/94
Dear Mr. LaGrasse,
Thank you for appearing before the Planning Board Tuesday
night to discuss your proposal for the Watts Industries
expansion. The Planning Board will continue to discuss the
project at the August 2 meeting. The following is a list of
suggestions and questions the Board had for you.
* Review parking calculations with the Board including the
parking required for the previous addition.
* Add square footage of building onto the outline of the
building on the plans.
* Revise elevation to show connection to the existing
building.
* Bring model of building to the next meeting.
* Discuss signage for the driveway and possibility of
directing traffic out to Flagship Drive.
* Outline for the Board the location of all existing and new
lighting.
* Discuss locations of cuts and fills on site.
* Discuss % grade on driveway.
* Discuss how landscaping proposed fulfills requirement of
zoning bylaw. Suggest coloring in landscape plan to aid in
review.
* Discuss drainage system.
The Board also scheduled a site visit for next Tuesday night,
July 26, at 6: 30 pm. If you have any questions please call me at
682-6483 ext. 24 .

Meeting with North Andover Planning Board
Re: Watts Industries
Agenda
1. Parking Area Calculations (refer to Sheet C-2 )
Existing building gross area is approximately 40,800 sf
Proposed addition is approximately 15,200 sf
Total complex area equals 56,000 sf
Based on use, Watts Industries will require
A. 133 spaces for office and executive employees
B. 16 spaces for storage, maintenance, receiving
production, and shop areas
The minimum parking required under Zoning is 149 spaces
The proposed site plan shows 194 spaces
Based on employees,the proposed parking layout will be ample for the present expansion
needs. Additional parking areas are designated for future use.
2. The proposed building is two stories and is 15,200 s£
3. Sheet A-4 depicts existing and proposed building elevations.
4. The proposed sign will be similar to the existing building sign on the Route 114 side of the
complex. The Flagship drive frontage is 245 lineal feet and would allow a sign area of
49 sf. The proposed sign is attached and is 36 sf in surface area. The sign is principally
for identification of the building and driveway. The sign will be ground illuminated and
bordered by plantings
5. The Watts Regulator Complex will house several functions that do not directly interact on a
daily basis. Traffic will relate to the function of each main entrance. The use of flagship
drive will be very beneficial to many functions of the complex; however the street
address is Chestnut Street and will be the main executive access for corporate activities
6.New lighting will be similar to the existing lighting. Sheet C-2 denotes existing lighting (green )
and proposed lighting (yellow). The scope of the new lighting is to supply 5 new street
poles and fixtures, 5 new building mounted fixtures, and 4 new sidewalk fixtures.
7. The ground area at the proposed building is a cut area. the proposed driveway is a combination
of cut and fill area. this will allow the proposed building floor elevation to coincide with
the existing building lower floor elevation. The driveway slope will result in slightly less
than a 6%slope and will allow loading dock facilities at the proposed addition.
8. The landscaping proposed is shown on the Landscaping Plan. the proposed landscaping will
compliment existing trees and shrubs. The schedule denotes quantities and sizes. the
revised plan fulfills the requirement of the zoning by-law
9. The drainage system planned is combined with the existing drainage system. Roof water is
collected internally and is directed to the front detention area. Ground waters split and is
directed to both detention areas. Upper parking areas and proposed pavement is collected
in catch basins and directed tot he proposed detention area. Existing grades and existing
Chestnut Street ground areas are directed to the existing detention area.

Site Plan Review - Special Permit
The Planning Board herein approves the Special Permit/Site Plan
Review for the construction of a 15, 000 square foot addition to
the existing 40, 000 square foot Watts Industries Building in an
I-1 Zoning District. This Special Permit was requested by Watts
Industries, 815 Chestnut Street, North Andover, MA 01845 on June
27, 1994 . The Planning Board makes the following findings as
required by the Zoning Bylaw Section 8 . 3 and 10. 3 :
FINDINGS OF FACT:
1. The specific site is an appropriate location for the project
as it is an addition to the existing building;
2 . The use, as developed, will not adversely affect the
neighborhood as the site is currently developed as an
Industrial Park;
3 . There will be no nuisance or serious hazard to vehicles or
pedestrians as long as truck traffic access is limited to
Flagship Drive;
4 . The landscaping plan approved as a part of this plan meets
the requirements of Section 8 .4 of the Zoning Bylaw;
5. The site drainage system is designed in accordance with the
Town Bylaw requirements;
6. The applicant has met the requirements of the Town for Site
Plan Review as stated in Section 8. 3 of the Zoning Bylaw;
7 . Adequate and appropriate facilities will be provided for the
proper operation of the proposed use.
Finally, the Planning Board finds that this project generally
complies with the Town of North Andover Zoning Bylaw requirements
as listed in Section 8. 35 but requires conditions in order to be
fully in compliance. The Planning Board hereby grants an
approval to the applicant provided the following conditions are
met:
SPECIAL CONDITIONS:
1. Prior to the endorsement of the plans by the Planning Board,
the applicant shall adhere to the following:
a. A full set of final plans must be submitted to the Town
Planner for review no late n November 30, 1994.
b. A bond in the amount o $15, 000, all be posted for the
purpose of insuring that a final as-built plan showing
the location of all on-site utilities, structures, curb
cuts , parking spaces and drainage facilities is
submitted. The bond is also in place to insure that
the site is constructed in accordance with the approved
plan. This bond shall be in the form of a check made
out to the Town of North Andover. This check will then
be deposited into an interest bearing escrow account.
b. A construction schedule shall be submitted to the
Planning Staff.
2 . Prior to FORM U verification (Building Permit Issuance) :
a. The applicant shall place erosion control measures on
the site as directed by the Town Planner.
b. This decision shall be recorded at the Essex North
Registry of Deeds and a recorded copy delivered to the
Planning Staff.
3 . Prior to verification of the Certificate of Occupancy:
a. The building must be constructed as presented to the
Planning Board and as shown on the following plans:

C. The site shall be reviewed by the Planning Staff. Any
screening as may be reasonably required by the Planning
Staff and/or Tree Warden will be added at the
applicant' s expense.
d. A final as-built plan showing the location of all on-
site utilities, structures, curb cuts, parking spaces
and drainage facilities must be submitted to and
approved by the Division of Public Works.
e. All artificial lighting used to illuminate the site
shall be approved by the Planning Staff. All lighting
shall have underground wiring and shall be so arranged
that all direct rays from such lighting falls entirely
within the site and shall be shielded or recessed so as
not to shine upon abutting properties or streets. The
site shall be reviewed by the Planning Staff. Any
changes to the approved lighting plan as may be
reasonably required by the Planning Staff shall be
made at the owner' s expense.
f. All buildings shall have commercial fire sprinklers
installed in accordance with the North Andover Fire
Department.
g. The site must have received all necessary permits and
approvals from the North Andover Board of Health and
the Conservation Commission.
h. The site will be reviewed by the Planning Board or
Staff. Any screening as may be reasonably required by
the Planning Board shall be added at the applicant's
expense.
4 . Prior to the final release of security:
a. An as-built plan conforming to Condition 1 (b) must be
submitted for review to the Planning Office and
Division of Public Works. The site must be constructed
according to the approved plans. This will be
determined by a majority vote of the Planning Board.
b. The Planning Board will review the site. Any
additional landscaping as may reasonably be required by
the Board must be added at the applicant's expense.
5. The parking lot lights must be turned off by 10:00 pm.
a. Security lights will be left on; staff will coordinate

with the Police Department as to specifications. All
lighting must be approved by the Building Inspector.
6. Deliveries shall not occur after 10: 00 pm.
7. Truck traffic shall access the site from Flagship Drive
only. This condition will minimize the traffic on Chestnut
Street and subsequently exiting onto Route 114 .
8. Any plants, trees or shrubs that have been incorporated
into the Landscape Plan approved in this decision that die
within one year from the date of planting shall be
replaced by the owner.
9. The contractor shall contact Dig Safe at least 72 hours
prior to commencing any excavation.
10. Gas, Telephone, Cable and Electric utilities shall be
installed as specified by the respective utility companies.
11. All catch basins shall be protected and maintained with hay
bales to prevent siltation into the drain lines during
construction.
12 . No open burning shall be done except as is permitted during
burning season under the Fire Department regulations.
13 . No underground fuel storage shall be installed except as may
be allowed by Town Regulations.
14. All signs within the project shall be of wood with uniform
lettering and design. The signs shall in no way be
interior illuminated (neon or other means) . All signs
designed for this project must be reviewed and coordinated
between the Building Inspector and the Town Planner for
approval.
15. No mechanical devices (ie: HVAC, vents, etc. . . ) which may be
visible from any surrounding roadways shall be placed on the
roof.
16. The provisions of this conditional approval shall apply to
and be binding upon the applicant, its employees and all
successors and assigns in interest or control.
17. Any action by a Town Board, Commission, or Department which
requires changes in the plan or design of the building as
presented to the Planning Board, may be subject to
modification by the Planning Board.
18. Any revisions to a development that has secured site plan
approval shall be submitted to the Town Planner for review.

If these revisions are deemed substantial , the applicant
must submit revised plans to the Planning Board for
approval. WHO
19 . This Special Per z' °approval shall be deemed to have lapsed
after, (two years from the date permit granted)
unless bstan ial use or construction has commenced.
Substantial use or construction will be determined by a
majority vote of the Planning Board.
