Dear Mc . Sharon .
The pre iiminary parking solution offered by 'our
architects . which I delivered to you last week ,suggests the
Possibility of making the top of Middlesex Street one way .
To facilitate the Selectmens, decision on this I have
presented copies of this plan to the Police , Public Works,
Planning and Building Inspector for their review and
recommendations . Once these have been received by you , I
hope we will be able to meet with you to discuss our planned
packing and traffic solutions .
It is important to note several factors:
1 ) 2aning codes require that the Library have
approximately 35 parking T spaces. (The
_ —
proposed plan provides oF about 33 spaces) ,
2) The only solution which does not overrun the
front triangle or the park is the one offered
by the architect .
3) The 90 degree parking on Middlesex and Greene
Streets are all within the present bounds of
the iibrary lot , (They do not narrow the
existing streets) .
4) Parallel parking will only produce about 24
parking spaces .
I would assume the choices before the Selectmen and you
are the fol I owi ng:
A . 1 . Keep the traffic patterns as they now exist .
2. Make Middlesex one way from Main to Greene
Street .
a . Cap Middlesex where it intersects Main St .
B. 1 , Approve 90 degree packing.
Approve 90 degree parking only on —Street .
:a . Approve diagonal parking.
4 . Approve diagonal parking only on Street .
5 . Approve only parrallel parking and override our
zoning codes.

Enclosed please find a copy of the site plan review requirements
you requested, along with a diagram of the proposed parking lots on
the right-of-way of Middlesex Street. I suggest that a meeting time
be set up through the Town' s Development Committee to review your
expansion plans .
The committee is made up of all the Town' s departments involved
with new development. I suggest that your architect prepare a series
of site plans that show a number of alternative schemes, for the
expansion.
If you or your architect have any questions regarding this matter
please feel free to call. I look forward to your submittal to the
Development Committee.

Re: Library Addition-Parking
Dear Paul ;
At the request of Russ Reeves, I am submitting comments and recommendations
for the proposed addition to the library.
I have reviewed the plans and find that in general the actual construction
and changes in parking areas would not effect my department other than add
to the cost associated with snow and ice control.
If Middlesex Street were to be "dead-ended" , that would be another story. It
would require adjustments in the drainage system running into the Main Street
system.
If it actually comes to making Middlesex Street a dead end, I would recommend
that it might be more feasible to consider discontinuing the portion of Greene
Street between Middlesex Street and Main Street, and use this area for parking.
Greene Street in my opinion is the lesser of two evils if any changes are made
in street changes.
If I can be of any further assistance do not hesitate to give me a call .

2 . Occupancy is established by Table 606 of Mass. Code or by
the discretion of building inspector based upon actual
projected occupant loads.

Stack Areas @ 1 person/100 SF : ( 4660 SF) = 47 People
Staff = 11 Full Time
145 People ; 4 = 36 Cars Required ( 2 of these H.C. )

C. Director of Library estimated that typical occupancy of
Library today is approximately 40-60 people at any one
time. Assuming that enlarged library will draw double
that population in the future, one should estimate a
public capacity of 120 people, not including Meeting
Room use. This produces:

RE; Stevens Memorial Library Parking
Dear Scott:
As per our meeting of September 30, we have prepared a revised
parking scheme for the enlarged Library. The attached plan
(Proposed Parking Scheme, 10/5/87) addresses the public safety
issues revised by the Police Department at our meeting:
1 . Middlesex Road has been closed off so that it no
longer connects from Middlesex to Davis Street south
of the Library.
2 . A parking area for the Lower Level entrance of the
Library has been inserted with narrow (12 ' --151 )
entrance and egress drives off Main Street and Greene
Street respectively. These entrance and egress points
have been offset from the original Middlesex and Davis
Street connections to discourage through-traffic.
3 . A one-way directional pattern has been suggested to:
(a) reduce through-traffic use of the parking areas;
(b) allow a convenient circuit for patrons of the
Library; and (c) keep the new parking area as narrow
as possible.
We hope that this proposal meets with your approval. We look
forward to hearing your comments.

FURTHERMORE, THE TAKING OF A PORTION OF MIDDLESEX STREET LOCATED AT THE
REAR OF THE LIBRARY WILL HAVE TO GO BEFORE THE TOWNSPEOPLE AT A TOWN
MEETING TO HAVE THE STREET ABANDONED.
THE 4 EXISTING PARKING SPACES ON GREENE STREET, AS SHOGUN ON SITE PLAN,
HAVE BEEN UTILIZED BY DR. BELIVEAU AND HIS STAFF FOR 15 YEARS OR MORE.
EVEN THOUSH, THIS IS LIBRARY LAND, IT CANNOT BE COUNTED AS POTENTIAL
PARKING BECAUSE IT IS OCCUPIED, ROUGHLY, FROM 8-5 ON A DAILY BASIS.
INASMUCH AS THE LIBRARY 1S A PUBLIC BUILDING IN A RESIDENTIAL AREA, WE
FELL IT SHOULD BE SCREENED AND LANDSCAPED IN COMPLIANCE WITH THE REQUIRE-

Enclosed please find a copy of the traffic count which we
took at your request on Bradstreet Road during the last week of
Robert E.Moore May after the closing of Middlesex Street. I've also included
