As we discussed, our plans for the Library are still in a preliminary stage. We have completed the Schematic Design Phase of the project and will shortly be entering Design Development. The attached drawings are, therefore, not yet at the engineering stage of development. We hope, however, that the information--especially that relative to the proposed parking between the Park and the Library--will be more than sufficient to allow members of the Board to assess the merits of the parking layout, and the impact on traffic flow and public safety. Woodhouse: Attached please find the letters presented to the Planning Board during their November 23 , 1987 meeting. I believe the Board looked very favorably upon your application. I will be preparing a decision on this application to be heard during the December 3rd Planning Board meeting. When I complete the draft decision I will send you a copy. The letters from the Building Inspector came very late in the process . I do not believe they pose any major problems to your Site Plan Review Application. We will condition our approval upon receiving approvals from the Board of Appeals (for expansion of a non conforming use Section 9 . 1) and the Planning Board (public building in a Residential District Section 4 . 122 . 10) . Regarding the legal procedure in closing Middlesex Street, I am meeting with Town Counsel and my department will package that request once the process is determined. Overall I think the Site Plan looks very good and should prove to be a great addition to the Town of North Andover. If you have any additional questions, please feel free to call me . Listed below is the information which ,should be submitted to the 'Planning Board. The information and Plans must be received no later than one week prior to the scheduled Planning Board meeting. Site Plan review is required for the following projects: 1. In a business or industrial district a. forrany new construction; or b. where 10 or more parking spaces are created for: renovation or expansion of an existing structure. Scott Stocking 120 Main Street North Andover, MA 01845 RE: Stevens Memorial Library Dear Scott: We have reviewed the comments of the draft decision, and we find it fair and reasonable with the exception of Item No. 8. This condition notes the standard landscaping requirements for new parking areas• the unique siting south, the the Public Park to t this requirement be relaxed in this case. One of the strongest benefits of the proposed parking layout is the fact that the curved form reunites the p Library and contains lots--in essence creating one long public both built and natural amenities. Ringing this parking lot with dense bushes would, in our opinion, segregate the two halves of the site, thus mitigating the potential benefits . Furthermore, because the new parking area faces a landscaped public park, and not residential abutters , we feel that a certain openers between the two halves of the site cause no hardship to neighbors. As far as trees are concerned, the parking area has been developed in a manner which makes excellent use of the larger existing maples which presently abut either side of Middlesex Street. These existing trees create, in effect, a built-in screen. Introducing more than two or three new trees along this edge seems, to us, to be somewhat redundant and at some point detrimental to the intention of melding the two pieces of property into one coherent public site. We would, therefore, recommend that bushes be planted only at the entrance and exit points of the parking area, where residential neighbors lie closest to the new parking area and that new maple trees be kept to a minimum to take greatest advantage of the pattern of the existing trees. This estimate, as you will recall, showed that it would cost approximately r $39 , 000 more to provide a new curved lot than it would ' to leave the existing road and widen the road to accomodate cars along the library side of the road. $82 , 076 Cost of new curved parking area and paths -42 , 900 Cost of widening existing road and paths $39 , 056 Cost difference As for as assigning costs for this work into different budgets, you can judge the scope of work from the attached estimate. One reasonable approach may be to divide the additional cost in half--half for "Park Improvements" , half for "Library Improvements" . To guide you regarding the associated design and supervision costs, our fees to date (i.e. through design) have included approximately X1,700 to redesign �2O 12_ _the parking area. As you know, the Library Addition now calls for the expansion of the park onto portions of Middlesex St. and the Library lot. Sharon, Town Manager FROM: Technical Review Committee DATE: September 27 , 1988 RE: Traffic Tests for the Library The Technical Review Committee requests that the Board of Selectmen vote to conduct the -two traffic tests currently under discussion; 1) the neighborhood proposal and 2 ) the closing of Greene Street adjacent to the library. The Technical Review Committee makes this inoard will request since both the Board of Ap permitsdpriorPtonthegconstrruction need to vote on additional special of the library. Both Boards will be unable to render decisions on the special permits unless the Town has undertaken the two tests cited above in order to measure the traffic impacts the library proposal will create on the neighborhood. In short, the Town needs the additional data on traffic impacts to the neighborhood prior to any additional decisions are made in this matter . The Technical Review Committee recommends to conduct the test on the neighborhood proposal first, hopefully in October, with the Greene Street alternative tested in April or early May prior to school letting out.
