Regular Meeting
The Planning Board held a regular meeting on Monday evening, De-
cember 5, 1983 in the Town Office Meeting Room with the following
members present and voting: Paul A. Hedstrom, Chairman; who arrived
late; Michael P. Roberts, Vice Chairman; Erich W. Nitzsche; and
John A. James, Jr. Highway Surveyor William Cyr was also present.
PLANS NOT REQUIRING APPROVAL
Burnham - Campbell Road
MOTION:
by Mr. Nitzsche that the plan of land located in North
Andover, Mass., prepared for Marcia Burnham, dated 11/30/83
be approved under Subdivision Control Law Not Required with
the conditions that the lots belonging to Burnham and
Melendy have lot numbers with a notation that Lots 1, 2,
and 3 belong to respective lots and that the Burnham's
buildings have side yard setbacks on the plan, and that
the other side of the road be shown, as public or private.
SECOND: by Mr. James
VOTE ; Unanimous - motion carries.
Andover Construction Development Corporation - Crossbow Lane
MOTION:
by Mr. Nitzsche that the plan of'land located in North
Andover, Mass. prepared for Andover Construction Develop-
ment Corporation, dated 11/4/83 be approved under Subdivi-
sion Control Law Not Required with the condition that the
Rules and Regulations be complied with.
SECOND: by Mr. James
VOTE : Unanimous -motion carries.
Coolidge Construction - ~ilk/Chestnut Streets
MOTION: by Mr. Nitzsche that the plan of land located in North
Andover, Mass, prepared for Coolidge Constructio~ dated
11/1983 be approved under Subdivision Control Law Not Re-
quired with the condition that the Plan and Form A comply
with the Rules and Regulations.
SECOND: by Mr. James
VOTE : Unanimous motion carries.
OTHER BUSINESS
Dolan Heights Preliminarz Plan Submittal
Discussion set for December 19, 1983. Site walk for December 17, 1983.

French Farm Village - Bond reduction
Hr. Ben Os§ood was present and asked to get a reduction in the bond
amount to one-third of the current amount. The cash amount was one-
third of the total bond. He would also like to get 18 lots released.
The Planning Board would then hold 18 additional lots.
He also stated that the lot numbers are incorrect on the document he
has submitted (by Atty. Virginia Keaton).
Highway Surveyor Cyr asked that no release of any lots be granted
until we secure the amount that has been undertaken presently (gravel,
etc.)
MOTION:
by Mr. Nitzsche that the Planning Board take the request
for release under advisement until the next meeting to as-
certain the condition of the first section being paved.
SECOND: by Mr. James
Mr, Osgood added that the builder would like to get the foundations
in this fall and winter. The heavy construction work should be done
before it gets paved.
Mr. Cyr added that it is a gamble whether or not the binder will be
put down and it will be a/problem with the gravel. There are people
ready to occupy the home,and they want town services, which they
won't get. This subdivision sat for June and July when the work should
have been done.

Duncan Drive - Bond release
A letter from Joe Barbagallo dated 11/25/83 was read and placed on
file. Also, letters from the Tree Department, dated 12/5/83, and
the Highway Surveyor, dated 12/5/83, were read and placed on file.
MOTION:
by Mr. James to release the monies the Tree Department is
holding, if any, and release $44,000, leaving a balance of
$5,000 per the Highway Surveyor's recommendation.
SECOND: by Mr. Nitzsche
VOTE : Unanimous motion carries.
Carlton Farms East Bond release
A letter from Victor Hatem dated 12/2/83 was read and placed on
file. Also, a letter from the Highway Surveyor, dated 12/5/83 was
read and placed on file.

Carlton Farms East continued
MOTION:
by Mr. Nitzsche to release $37,680, leaving a balance of
$4,000, per the Highway Surveyor's recommendation, as well
as his verbal report.
SECOND: by Mr. James

Bear Hill Bond release
A request from Atty. Thomas Callahan, oated 12/2/83, was read and
placed on file. Also, a letter from the Highway Surveyor, dated
12/5/83, regarding l~r. Alexanian was read and placed on file.

Prescott Village -. ~ompletion date
Attorney Timothy Hatch was present, along with Mr. Chester Jenkins of
the Andover Savings Bank. They reported that the work is not finished
and that there are two items to be done: the drainage off-site and
George Henderson has been con%racted to do the work and they began
last Saturday; and repaving Stacy Drive. They have contracted with
TriMount to do a finish coat. It might not be done thi~vear due to
the weather conditions. This is not a preliminary road it is a
finished road and it will not deteriorate from now until the spring.
Highway Surveyor Cyr reported that Mr. Crouch is pleased with the
work to date as long as it is restored. On the hottop, he would not
allow the work to be done now anyway.
Salem Forest II Definitive Plan Decision
MOTION:
by Mr. Nitzsche to a~prove the Definitive Plan of Land
entitled Salem Forest II dated August 1, 1983, with
conditions.
SECOND: by Mr. James
VOTE : Unanimous motion carries.
The decision is hereby made a part of these minutes.

Bear Hill Lot 3 - Special Permit Watershed
Highway Surveyor Cyr reported that if the crossing of Dale and
Appleton Streets isn't restored by Saturday he is going t~ shut
down the project.

Bear Hill - Street Names
Zachary Alexanian reported that Road A will be Bear Hill Road but
Roads B and C are not yet named.
Kara Drive (Mills Hill)
Engineer A1 Shaboo submitted the following for the Board's review:
Flynn Easement; Giard Easement; Definitive Plan; and Definitive Plan
of Construction.
Placed on the agenda for December 19, 1983.

Forest II
According to the Board of Public Works' 'letter dated August.29,
1983:
Eddy breakflange hydrants shall be installed to comply with
North Andover specifications at Stations ~l~. and 9+41;
All hydrants shall be installed with 6 Mueller or equal gate
valves (open left) according to AWWA specifications L-500 52
with sliding type cast iron Qate boxes marked "WATER". An 8"
Mueller or.equal gate valve (open left) is required at the
intersection of Granville Lane and Patton Lane;
c)
An 8" ductile iron cement lined water pipe (seal coated in-
side, tar coated outside) shall be installed 15 feet from the
property line with 5 feet of cover below'finish grade of the
street for 940 feet;
All work must pass the leakage and pressure tests_ performed.
in accordance with AWWA Standard 600-and shall be chlorinated
subject to AWWA C-601 Standard Procedure for Disinfecting Water
Mains.

All improvements in said subdivision shall be completed no
later than two (2) years from commencement date of construction
and approval of security.
Shoulders shall be graded in accordance with Section 5 c (1),
except that exterior lines shall be 8" higher than the curb
lines of the roadway.

All organic material, stumps, and debris will be removed'within
the 50' road right-of-way, which shall be backfilled and compacted
at lifts, in accordance with the Highway Surveyor's specifications
