Stevens Memorial Library Addition
Dear Mr. Thuma,
As you know, the Technical Review Committee met today to
discuss the proposed addition to the Stevens Memorial Library.
The following members of the Committee were present: George
Perna, Director DPW; Tom Driscoll, Public Safety Officer; Karen
Nelson, Director PCD; Bill Hmurciak, Assistant Director DPW; Ken
Long, Fire Protection Officer; and myself.
The majority of the comments centered around the issue of
parking and traffic flow. Both the DPW and the Public Safety
Officer suggested that Davis and Green Streets may need to be
widened to allow for parking along these streets. The Public
Safety Officer stated that neither one way streets nor parking
along Main Street would be allowed.
The fire safety officer discussed the need for emergency
vehicle access. It was proposed that the handicapped space along
Davis Street closest to the corner of Davis and Main, should be
removed and be left open for emergency vehicle access only.
The DPW and Public Safety Officer will look at the traffic
and parking layout and to make suggested changes as soon as
possible.
The Planning Staff will review the project with the Building
Inspector to determine the number of parking spaces that will be
required for the addition. The Building Inspector will also make
a determination as to whether the construction of the addition
needs a variance from the Zoning. Board as it is an expansion of a
use allowed only by special permit.
The Planing Board will review the project under its site
plan review procedure. If variances from the Zoning Board are
required, that process can occur simultaneously with the Planning
Board hearing.

Planning Board Meeting April 20, 1993
Dear Mr Thuma,
The Planning Board met this week and held a public hearing
concerning the expansion of the Stevens Memorial Library. The
Board open and closed the public hearing the same night as there
were no abutters present and no further issues to discuss. T h e
Board will discuss and vote on a decision at their next regularly
scheduled meeting on May 18 , 1993 .
The Board would like to review a construction schedule and
would like information on where construction materials will be
stored on site. This information can be provided to the Board
prior to endorsement of the plans thus it is not necessary to
have this information before the Board prior to its decision.
However, if this information can be provided prior to the May 18
meeting it would be helpful .

Construction Parking

to the south side of the existing library. This phase is expected to commence in the |abm

Renovation Phase �
The renovation phase of construction will consist of the renovation of the existing 10.000
square foot library. This phase will involve demolition, exterior masonry napa|r, existing omnf
replacement and repair and interior construction. This phase will commence in the late Spring
of 1994 and will last approximately 0 months. This phase will occur after the initial phase.
During this phase the existing library facilities will be relocated into the 10.000 square foot
addition and the public will have access to the library through the newly constructed South
Entrance.
Site Work
The construction of the site work, curbs, sidewalks and asphalt pavement on Greene Street
and Davis Street will be coordinated with each phase and will be performed in such m manner
as to minimize disruption to the local traffic flow and to m||ovv public access to the library with
minimum inconvenience.
It is the intention of the Board of Trustees of the Stevens Memorial Library that the Library
services be available tn the Town of North Andover throughout this project mndthattheimpmot
of the construction oO the Town and the local residents beminimized.

I have previously corresponded with you regarding the preservation
of an uncommon species of tree at the Stevens Library site. I
recently spoke with the applicant who indicated that I would hear
from their architect to discuss this matter in detail. I have not
heard from anyone to date. Since the applicant and I have not been
able to come to an agreement on the preservation of these trees, I
would like to request that you incorporate into your decision a
condition such as:
"The applicant shall meet with the Conservation
Administrator/Deputy Tree Warden within 30 days to determine the
feasibility of preserving some of the mature larch trees on site. "
I have attached a copy of a portion of the library plan. The trees
to be removed are highlighted in green. The two trees that I
believe can be saved are highlighted in red. I have submitted this
for informational purposes only. I would like to discuss my
specific concerns with the applicant. The inclusion of the above
condition in your permit would make these discussions more
fruitful.

Re: Stevens Memorial Library - Site Plan Review Approval
Dear Mr. Thuma,
The Planning Board met last week to review and approve a
conditional approval for the site plan of the Stevens Memorial
Library.
The Board added a condition relative to the protection of
the larches on the site as per the request of the deputy tree
warden. This condition simply states that the applicant is to
meet with Richard Doucette, the deputy tree warden, to determine
the feasibility of preserving some of the mature larch trees on
site. This meeting must occur by July 1. I would encourage you
to contact Richard Doucette to discuss this issue further. He
can be reached at 682-6483 ext. 22 .
The Board also decided to keep the brick walkway at eight
(8) feet instead of expanding it to nine (9) feet as recommended
by the Fire Department.
This decision will be filed with the Town Clerk by the end
of business on June 1, 1993 . The twenty (20) day appeal period
will run from that date. If no appeals have been filed during
the twenty (20) days, the Planning Board will then endorse the
plans and they can be filed with the Essex North Registry of
Deeds.

Item #1 . The existing grove of Eastern Larch (Larix Laricina) and White Pine
(Pinus Strobis) work together as a group both aesthetically and -hor-
ticulturally. I can see a few potential problems by keeping one
single larch. The first is the-potential of the tree being damaged
during the construction process. The second problem is that the tree,
at its mature height, could be adversely affected by the savore winter
storms we have been experioncino in the past few years. Protection
of the tree during construction is mandatory if the tree is to have
any chance of survival .
Item #2. The two remaining Sugar Maples should be removed due to severe damage
and/or disease. These stately New England symbols should be replaced
with trees that will enhance the overall landscape master plan.
Item #3. After finding a new location for the electrical transformer which
saves one of the existing Kousa Dogwoods flanking the building,. we
should have the remaining Kousas pruned heavily and fed with ligtaid
fertilizer. A certified arborist should look at these plants to
identify the work and costs involved. This work could perhaps be
under a separate contract.
Item #4, The 4" caliper Crimson King Maple is at a size that can he easily
moved to another location. The distinguishing purple leaves of this
plant make it necessary to determine the appropriate location in the
town for this plant.
Item #5. There are four specimen trees which we think from the sample obtained
are Carpinus Betulus Fastigiata or. the Upright European Hornbeam.
The plants are handsome and a few more in the right places will provide
the unity missing with the removal of Sugar Maples, White Pine, Larch,
Cherry and Cra3bappl e.
Item #6. We should also have a certified arborist review the protection of the
remaining Larch. the Sugar Maples, the Kousa pruning and fertilization
program. This review should include the cost of the proposed work'.

1 am writing in response to our phone conversation yesterday. The Larch trees we
discussed had been called for removal by Our office when we reviewed the site
parr with you @ prior to the preparation of the landscape plan. At that time I
asked if there ware ways to save these plants. The discussion that ensued led
us to concur with your office that they all should be removed for the following
reasons:
1 . The existing Whits, Pine and Larches work together as a design element.
2. The remaining Larch would be the only vertical element and would look out
Of place in the landscape.
3. The single remaining Larch would be subject to damage ftom-'strong winds
heightened by the fact that some.of the surface roots will need to ba cut
on the walk stde.
I think, aside from these issues. that if wo were to review the libraryrs eleMation
dr&Wi'ngs with the Larch tree superimposed, we would all agree that it appears out
of place.
Please do not hestiate to call if you have any questions on these or other matters.

Upright European Hornbeam, we offer the following horticultural information:
CdRPINUS SETULUS - EUROPEAN HORNBEAM
Ht: 40' - 60' Spread: 30' - 401 Zone: 4 - 7
Habit: Pyramidal to oval-rounded at maturity.
Sark: Smdothp steel gray
Culture: Transplant as a Shall (8-1010 tree balled and burlopp in,
spring. Tolerates a range of soil conditions. Prefers W611
drained situations. east in full sun. Will tolerate light
shade.
Disease: None leading to extensive maintenance.
Landscape Value: One of the finest small landscape trees. Nice foliage
plant. Withstands shearing.
Cultivars!
'Columnaris' - Densely branched with central leader anti- foliage at
perimeter of branches giving it 4 sheared look. Form - marrowl
columnar, almost egg-shaped. When young, commonly confused wit
'Fastigiate' .
'Fastigiate' - Most common eultivar• Has all upright bralnching, no
central leader with foliage more evenly distributed. Form - mods
open. B600MOS vase-shaped with age. Dense branching makes an effeptive
screen in winter as wall as summer.
'Globosa' - No central trunk. Also produces foliage only at end$ of
branches for. sheared effect. Young plants may be confused with 'COlum
naris' . form - rounded. Like the 'Fastigatta' , its dense branching
makes it effective as a screen in the winter.

Street
As requested by the Board of Selectmen last night, I reviewed the
Stevens Memorial Library Plans and Decision. The Plans show 9
parking spaces and 1 emergency space on the Library side of
Middlesex Street. There are no parking spaces shown on the park
side of Middlesex Street. Neither the plan nor the decision
requires "No Parking" signs along the park side of the street.

Dear Mr. Larson:
The condition of the front entry stairs and platform to the
Library are of great concern to the Building Department. The
following are my observations:
1. The cement grout under the platform stone (s) and steps
have deteriorated to a point where the joint caulking is not
adhering and has, or is, falling out. Re-jointing and re-
caulking this type of deterioration, once again, will not be
acceptable.
2 . The platform stone(s) are out of horizontal alignment,
3 . The stair stone(s) are out of horizontal and vertical
alignment ® a very dangerous condition for public use.
4 . It is apparent that moisture is penetrating the
underside of the archway supporting the platform. Paint is/has
peeling and support walls have bulges.
5 . The step and platform stone(s) are out of alignment
because of water penetration and the frost/thaw action through
many winter years.
It is recommended that these five (5) items be addressed to
assure public safety by the reconstruction, as necessary, of the
entire stair and entry structure. Also, the stairway is to be
divided into equal portions by the installation of an
intermediate handrail .
On April 6, 1994 , I requested that State Inspector, Louis
Salemi , inspect the stair and entry for construction
April 29, 1994 page -2®
deficiencies. Inspector Salemi, at the time, concurred with my
observations and recommendations.
Construction of the Library is proceeding rapidly and in
order to not delay the public opening, these concerns should be
addressed as soon as possible. Please keep the Building
Department informed of your course of action.
