The Planning Department is in receipt of a letter requesting a site plan review waiver for 61 Water
Street. Could you please advise this department whether this site has the total amount of parking
spaces needed or if they will require more parking spaces.

Intended
Objective: To open Out of the Blue, a retail store specializing in gifts, gift
baskets, fresh cut flowers and greeting cards on 61 Water Street.
Out of the Blue Mission Statement: To provide tasteful gift items at affordable
prices while maintaining a high level of customer service.
Employees: Out of the Blue will have no employees.
Retail Space/ Inventory: Out of the Blue will sell a unique selection of designer
cards, creative, tasteful and affordable gifts, a small selection of floral
arrangements and cash and carry bouquets. Out of the Blue will not sell antiques
or a wide variety of "collectibles". Out of the Blue will not be a full service florist.
Out of the Blue will not have the scope of service or selection to compete with
any floral or garden center in the area.
Space allocation: The proposed sight is divided into two separate addresses
61A and 61 B Water Street. The section of the sight proposed for retail space will
be located on 61 B Water Street. The remainder of the building will be used as
office and storage space. The store will consist of approximately 320 feet of
selling space.
Site's Former Use: according to M&M Associates the property has been used
for a wide variety of businesses and was most recently a Laundromat, and is
zoned for business.

Hair Salon
Funeral Home
Parking and Traffic Projection
Parking: Like most of the other business on Water Street, Out of the Blue would
have no private parking. However, there is always an ample amount of two hour
parking directly in front of the store, and there is a public parking lot on the same
side of the street one block away.
Traffic Projection: Visits per day total 15-30 people.
Traffic: Many of Out of the Blue's customer's will be walking, or on the street
primarily to visit another location. Out of the Blue's concept compliments the
neighboring locations. Out of the Blue would be a quick and convenient stop after
church, when picking up a cake, or to find a last minute office gift. For this reason
we feel that 25-50% of our customers will already be visiting Water Street.
Traffic--compared to former use: In the past 61 Water Street was a
Laundromat. Average wash and dry time for laundry is 1 hour. Out of the Blue
will not have retail space that is sufficient to warrant that length of visit.
Employee Parking: there will be no employees. Only the proprietor, Jayme
McCoy will be on sight during business hours, and will find suitable parking
arrangements for stays extending beyond 2 hours.
Deliveries: most products will be bought at local wholesalers and picked up by
Ms. McCoy directly. Other deliveries will be made to an off-sight mailing location.
No delivery vehicles should contribute to traffic to 61 Water Street.
Drive-by Traffic: Water Street is not the key location for a store relying on drive
by traffic. The area is not congested, and our size and store design will not be a
great attention draw. A realistic amount of people driving by daily who chose to
stop for the specific purpose of seeing our store would be 5 or less.
Traffic from Advertising Response: With our intended advertising budget, our
advertising reach will be very limited. Based on standard advertising calculations
(cpm) , if everyone who was to read our ad and to visit on the same exact day it
would mean a total of 60 customers.
Hours of Operation: while exact hours of operation have not been determined,
the store will decidedly not be open before 8:30 am or close after 8 p.m.
Store Front and Renovations
Appearance
The only cosmetic changes that will be made to the store front will be the addition of
flower boxes, a blue-grey paint added on trim, detachable floral lattice work during the day
in tasteful, seasonal colors and a size proprotional sign.
Our objective is to enhance the building, not provide the neighborhood with an eyesore.
Signs
All signs will be proportional to building and will not be illuminated.
Electric Work:
The only electric work we intend on doing is to bring the building up to code, if
determined necessary by a licensed electrician or by the building inspector and the
addition of a small air-conditioning unit in the back of the building.
Plumbing:
A plumber will be hired to bring building up to code if necessary and to
install a sink in the bathroom area.
Renovations:
We have no plans to renovate the building at this time, unless necessary to
insure handi-cap access or as deemed necessary by the building inspector.
Safety Concerns:
Upon opening an independent OSHA representative will inspect the business
to be sure that it is at optimum level of safety. In initial consultation with O�iJA
they anticipate no safety concerns.
