Dear Mr. Nicetta:
Thank you for speaking with me regarding the property located at 15 Charles Street. As I
told you, Charm Sciences is very interested in purchasing this property for part of our light
manufacturing and assembly operation by August of this year.
I received a call from Mr. Bill Scott's office asking me to draft a letter describing our
operation. Our Company has been in business for 15 plus years developing and manufacturing
high quality diagnostic tests for the food industry world wide. We have expanded our product
line and have out grown our current facility. We would like to move 3 injection molding
machines that produce our disposable plastic tubes plus our portable Class-100 Cleanroom
assembly area that assembles these plastic parts. This operation would typically run for two shifts
and would require approximately 6 people per shift. The equipment is clean and would not in any-
way impact the neighbors. If you would like to visit our facility in Malden, we would be more
than happy to show you our operation.

Dear Mr. Scott:
We are writing to formally request a waiver from Site Plan Review. We also
respectfully request that this matter be put on the agenda for the next Planning Board
meeting on June 17, 1997.
Initially, upon closing, Charm Sciences plans to clean and paint the property at 1.5
Charles Street. After cleaning and painting we plan to move 3 injection molding
machines into that facility. Those machines produce our disposable plastic tubes. In
addition, we plan to move into 15 Charles Street our Class-100 Cleanroom assembly area
in which we assemble the plastic parts produced by the molding machines.
The above described operation would typically run for two shifts and would
require approximately 6 people per shift. The equipment is clean and would not in any
way impact the neighbors.
Charm Sciences was founded in 1978 and has been located in Malden since 1982.
During 1994, Dr. Charm, the President and CEO of Charm Sciences, was chosen, by the
Malden Chamber of Commerce, as the Outstanding Small Business Person of the Year.
In addition, in 1996 Charm Sciences received an accommodation from Richard Howard,
Mayor of the City of Malden, for its outstanding commitment to employment for
developmentally disabled workers. Charm Sciences has also been involved with the
Science Department at Malden High School, providing on-site laboratory experience to
some of Malden's top students.
We are very proud of our company and would enjoy showing you our operation in
Malden if you would like to visit our facility. We have also enclosed some information
regarding our products for your review.

8. 31 Development Which Require Site
Plan Review
1. Site Plan is required when:
a. Any new building(s) or construction, which contains more
than two thousand (2 , 000) square feet of gross floor area
which is undertaken on land within the Town of North
Andover; or
b. Any construction which results in the addition of more
than two thousand (2 , 000) square feet or gross floor area
to an existing structure; or contains five (5) or more
parking spaces.
C. Any construction, site improvements, new uses in existing
structures or developments which contain new processes
not normally associated with the existing use which
results in changes in the potential nuisance to adjacent
property, traffic circulation and/or stormwater drainage
onto or off of the site.
2 . The following development(s) are exempt from Site Plan Review:
a. Single family dwelling(s) and two family dwelling(s) ;
b. Small structures or additions which do not exceed two
thousand (2, 000) square feet 'of gross floor area; y
C. Routine repairs and maintenance that do not exceed the
provisions of Section 8 . 31 (1) (c) .
8. 32 Site Alteration - violation of the Bylaw
No building permit, site clearing, filling, grading, material
deliveries or construction shall be initiated on any site which
this section applies until Site Plan approval as required by this
section is obtained.
Nothing herein shall be construed,
however, to prohibit such
clearing or altering as may be necessary for purposes of conducting
predevelopment studies, such as geotechnical tests, tic

soil borings, wetlands determination, percolation other tsimilarepest
systems as required by the Board of Health, o
as required in order to fulfill a requirement of any Town Bylaw or
regulations of the commonwealth.
8.33 Procedures
The site plan approved by the Planning Board becomes the official
development plan for a site within the Town of

Dear Mr. Scott:
Please refer to our previous letter, dated June 10, 1997, for a description of our
planned use of 15 Charles Street. Charm Sciences believes that a waiver of site plan
review is appropriate for the following reasons:
I. We are not changing the site plan;
2. We are not expanding the envelope of the building;
I Our planned use of the building will not result in an increased nuisance to the
neighbors;
4. Our planned use of the building will not increase traffic in the area(our North
Andover operation will be a manufacturing facility and require substantially
fewer employees than did Town Printing);
S. Our planned use of the building will not increase noise in the area(there will
be no machinery or external venting which would cause noise outside the
building); and
6. Our planned use of the building will not impact stormwater drainage onto or
off of the site.
