BACKGROUND On July 23, 2014 the applicant attended a Technical Review Committee (TRC) meeting regarding Amastan Holdings, LLC's relocation of its business to 25 Commerce Way, Unit 1, North Andover, Ma. The meeting included representatives from Amaston Holdings, LLC, Gerald Brown (NA Inspector of Buildings) and Fred McCarthy (NA Fire Department). Based on the scope of work discussed at this meeting the applicant requested a Waiver of Site Plan Review so that the Building Inspector can issue an Occupancy Permit and a Building Permit for some tenant improvements. FINDINGS OF FACT According to the North Andover Zoning Bylaw Section 8.3.2.c.i, Waiver of Site Plan Review, the new business proposed for the building located at 25 Commerce Way will not require an application for Site Plan Review. The waiver is granted based on the following information: • The prospective tenant's use of the approximately 16,000 sq. ft. space as manufacturing/light industrial,production and office space is allowed as a matter of right within the Industrial 2 (1-2) zoning district and such use is similar to the use by the previous tenant(Dymec/GarrettCom); • There will be no change to the parking lot, landscaping, lighting, and no increase in the building size; • The prospective tenant intends to use the premises in"as is" condition initially, and will obtain a building permit for any future modifications to this building unit's interior space.
