Regular Meeting
The PLANNING BOARD held a regular meeting on Monday evening, April 2,
1984 in the Town Office Meeting Room with the follo~ing members
present and voting: Michael P. Roberts, Vice Chairman, who arrived
late; John A. James, Jr., Clerk; John J. Burke; and Erich W. Nitzsche.
Town Planner Karen Pomroy was also present.
PUBLIC HEARING
Pickwell Builders - Special Permit - Common Driveway - 10-12 and 14-16
Ashland Street
Tabled until a fourth member arrives.
PLANS NOT REQUIRING APPROVAL
No plans have been submitted.
LOT 1 DALE STREET - Approve commencement of construction
MOTION: by ~4r. Nitzsche that due to weather conditions, construction
be postponed until May 1, 1984, at which time the Board will
again review the situation.
SECOND: by Mr. Burke
VOTE : Unanimous - motion carries.
FOREST ESTATES - Request to extend covenant
No documents have been submitted to date. To be discussed at the
4/23/84 meeting.
COOLIDGE CONSTRUCTION - Preliminary Plan - Decision
A letter granting an extension dated 4/2/84 from Steve Stapinski was
received and placed on file.
MOTION: by Mr. Nitzsche to accept the extension and place the matter
on the agenda for 4/23/84.
SECOND: by Mr. Burke
VOTE : Unanimous - motion carries.
MR. BARTLETT - Discussion with Board - water problem on ~4oody St.
Mr. Charles Bartlett was present and explained to the Board that he
has a severe problem with water at his 28 Moody Street home. He
stated that he never had a problem until new homes were constructed
across the street. He has spoken to the Town Planner and the Highway
Surveyor with no satisfaction. The Highway surveyor recommended that
he landscape his property in an effort to correct the situation.
He has been to several departments over the last 4 years but has re-

The Highway Surveyor also told him that correcting the problem is
not a priority item of his department.
The Town Planner reported that she visited the site a year ago and
[4r. Bartlett does have a serious water problem.
The Board instructed the Town Planner to get together with the
Highway Surveyor and visit the site in an effort to correct the
problem and report back to the Board.
JOHN TUTTLE - Simon Parcel - Discussion with the Board
Engineer Tom Neve was present with Mr. Tuttle and showed the Board
a sketch of a future subdivision plan on Marbleridge Road. It will
come in off Bear Hill Road.
The purpose o f the discussion was to obtain comments from the Board
since Mr. Tuttle does not intend to come in with a preliminary plan
but rather go right to definitive.
No action - wait for a formal filing.
BEAR HILL - post bond money for Lots J and H - Appleton St.
post bond money for remainder of Bear Hill Rd.
post bond money for entire length of Blue Ridge Rd.
No action - Town Planner said there is a discrepancy in the figures.
Placed on the agenda for 4/23/84.

PUBLIC HEARING - Pickwell Builders - Tabled earlier
Mr. Roberts arrived here.
The Clerk read the legal notice
Representatives from Pickwell Builders were present and explained
to the Board that they have renovated two buildings located at
10-12 and 14-16 Ashland Street. Each dwelling contains four units.
They are seeking a Special Permit to allow a common driveway to
service the two dwellings shown as Lots A and B on the plan.
Special Permits have been granted by the Board of Appeals allowing
the conversion to four units in each dwelling.
The property abuts the Merrimack River in the rear.
According to the plan, eight parking spaces will be provided for
each dwelling, for a total of sixteen for the two.
No one spoke in favor or opposition to the petition.
MOTION: by 14r. Nitzsche to grant the Special Permit allowing the
construction of a common driveway to service two dwellings
located at 1G-12 and 14-16 Ashland Street, consisting of
four units each, shown as Lots A and B on the submitted
plan, subject to the following conditions:
1. The applicant shall have his ~ngineer dimension on the
Common Driveway Plan dated 3/30/83 the distance between
the house and driveway on Lot B, and parking spaces in
the rear.
2. Ail drainage shall flow toward the Merrimack River.
3. A recorded easement plan shall be submitted to the
Planning Board to ensure compliance with the Common
Driveway Special Permit, and subsequently submit the
Registry of Deeds book and page.
4. The applicant shall provide a no parking, turnaround
between Lot A and Lot B to be paved and delineated
"no parking".
A site visit by the Planning Board and Town Planner
shall be required to determine the existing condition
of the driveway and recommend 1" or 1%" minimum asphault
cover to be applied over the parking area and drive.
An "as-built" plan shall be submitted to the Planning
Board showing the extent of compliance with the Special
Permit approval.

Board of Appeals granting the Special Permit to convert both
dwellings to four-family units.
