Sakakeeny Mr. Stephen O Donnell gg Hickory Hill Road District Highway Director North Andover, MA 01845 a 519 Appleton St. Arlington, MA 02174 Re: Citizen Request to Construct Sidewalk Route 125 (Osgood Street) North Andover, MA Dear Mr. O' Donnell: I represent hundreds of neighborhood residence in North Andover that request the Massachusetts Highway Department construct a 500 foot long sidewalk along a short stretch of Route 125 in North Andover. This walkway would connect hundreds of nearby residences with local businesses which otherwise are separated by a dangerous length of state road. Enclosed is the following: • A map indicating where the sidewalk is needed; e Signed petitions from stakeholder residents and business; and • MHD' s Pedestrian Transportation Plan (from MHD website) . I was pleased to see in the Pedestrian Transportation Plan that MHD is pro-pedestrian and that the Plan' s vision and our vision for a sidewalk are a perfect match. Construction of a sidewalk would provide and safe and convenient way for pedestrians to shop or work at the Butcher Boy Plaza, 10 businesses, that otherwise is only accessible by automobile. Community support is extremely strong. Attached are signatures representing 80 households and the owner of Butcher Boy Plaza. At least 300 hundred citizens signed in support of a sidewalk which represent 189 legal-aged adults and 111 children. The children are future sidewalk users . Petition response rate was over 80 percent ! According to Mr . Steven Chandler and Mr. Bryan Fallon of your office, Route 125 is scheduled for re-surfacing which includes sidewalk is needed. Construction is the stretch of road where the scheduled in 2001 . That work would be an opportune time to incorporate construction of a sidewalk into the project. I ask at a minimum that MHD holds a public hearing for that proj; ct, and that I am notified directly of the hearing As you know, suburban development over the past 20 years has forced more automobiles on the road and isolated the pedestrian . The juxtaposing of the Butcher Boy Plaza to area residence is a case in point. The Massachusetts Highway Department has planned a routine resurfacing project for this area of Route 125. As you may be aware, the scope of work for sidewalk construction typically involves the taking of easements, constructing drainage improvements, installing wheelchair ramps and other incidental items. This work significantly increases the scope of the project's design and construction. The Massachusetts Highway Department's District Four office will investigate the feasibility and costs associated with this request. The project entails the construction of ±120,000 square feet of office space, 40,500 square feet of commercial/retail space and a 102-room hotel. The project is located on a ±14-acre site on the west side of Route 125 between Holt Road and Sutton Street. Based on ITE Land Use Codes 820 (Shopping Center), 881 (Pharmacy with Drive-Through Window), 710 (General Of-(ice Space), and 310 (Hotel), the project is expected to generate approximately 4,166 vehicle trips on an average weekday. A MassHighway permit is required for access to Route 125. The proponent has committed to a mitigation program comprised of geome:(Xic impzauernerrhs'at the 1'toute I25/Barker StreetCprirriaty site drive-intersection, including a traffic signal and a pedestrian crosswalk at this Iocation. O' Donnell District Highway Director Massachusetts Highway Department District 4 519 Appleton Street Arlington, MA 02476 Re: Citizen Request To Construct Sidewalk - Status Request Route 125 (Osgood Street) North Andover, MA Dear Mr. O' Donnell: On June 19, 2000, I, as a local community representative, had submitted a citizen petition to your office indicating our need for sidewalks in our neighborhood along Route 125 in North Andover, MA. 'Specifically, we asked that the Massachusetts Highway Department (MHD) construct a sidewalk on the east side of Route 125 from Barker Street to the Butcher Boy Plaza. The sidewalk was estimated to be about 500-feet long. A sidewalk was needed to: 1 . Reduce vehicular traffic from neighborhoods located within walking distance to businesses along Route 125 in this area. Over 300 houses are located in walking distance to area business; 2 . Introduce pedestrian traffic to the corridor as a new, functional, and aesthetically pleasing mode of transportation to the corridor. Without a sidewalk the area is proceeding to develop into an "automile" like stretch of road; and 3 . Most importantly provide safety to citizens and individuals who currently make a pedestrian venture along this segment of the road. Adults and young adults frequently walk this stretch of road to work and/or patron businesses at the Butcher Boy Plaza. The North Andover Planning Board, Office of Community Development, Merrimack Valley Planning Commission, and our state legislatures strongly and actively supported this citizen request. Your office kindly and promptly responded in a July 19, 2000 letter, which indicated that MHD shall investigate the feasibility on constructing a sidewalk on the east side of the Mr. Stephen O' Donnell May 31, 2002 Page 2 road. However, I have not received a written report on the investigation on the matter. Coincidental to our request was permit applications made by a private developer for a proposed commercial development called "Endicott Plaza. " The development is located on the west side of Route 125. We were pleased to see that a mitigation measure required by MHD of the developer included construction of a sidewalk on the west side of Route 125 from Barker Street to the Butcher Boy Plaza. The mitigation letter is attached. Unfortunately, the Endicott Plaza project did not move forward and the sidewalk was not realized. While the mitigation measure to build a sidewalk along the west side of Route 125 as part of the Endicott Plaza project clearly shows MHD' s sensitivity to the pedestrian needs of local citizens, the measure cannot replace MHD' s commitment to our original request which was to investigate construction of a sidewalk on the east side of the road. The modification is to relocate AC units and bollards from the side of the building to rear. Eight parking spaces have also been added. A complete review in accordance with the site plan review special permit has not been conducted where as this project was just reviewed and approved in July. With the placement of the HVAC units and bollards to the rear of the building the access drive area has been reduced from the required 25'. The direction of the traffic flow has been reversed on the revised plans;an explanation of the revision has not been submitted. The four tandem parking spaces labeled for employees only pose a problem for the employees with shift changes or emergencies;they would not be able to get out of their parking spaces should someone park behind them or be able to pull into the spaces should a patron park there. The other additional four spaces reduce the required 25' access drive area down to 17'. The revised plan displays changes to the ingress/egress to and from the site, as requested by Mass Highway. Prior to the issuance of a Building Permit, a revised plan must be stamped and signed by a Registered Professional Engineer.
