HomeMy WebLinkAbout2016-03-22 Board of Health Minutes North Andover Board of Health Meeting Minutes Tuesday.--Mareit 22, 2016 7:00 p.m. Superintendent's Meeting Room 566 Main Street North Andover, NIA 01845 Present: Thomas Trowbridge,Frank MacMillan Jr.,Larry Fixler,Joseph McCarthy,Edwin Pease,Michele Grant, Lisa Hadge 1. CALL TO ORDER The meeting was called to order at 7;01 pm. II. PLEDGE OF ALLEGIANCE III. PUBLIC HEARINGS IV. APPROVAL OF MINUTES A. Meeting minutes from January 26,2016 were presented for signature. Motion was made by Mr. Fixler to approve the minutes,the motion was seconded by Mr.McCarthy. All were in favor and the minutes were approved. V. OLD BUSINESS VI. NEW BUSINESS A. 45 Elm Street—Dr.Trowbridge gave a brief introduction of the inspection that was done at 45 Elm Street. The owners Cindy Allen and Chris Allen addressed the Board members in an effort to expedite having the property in full compliance to rent.Mrs. Allen stated that she wants to be in compliance to rent her home.Mr. Fixler stated that in order to rent her home,Mrs.Allen needs to be in compliance with the order letter.Mr.Fixler stated that when he and Ms. Grant met with Mrs.Allen in the fall of 2015,they went through every item on the order letter. He asked at that meeting if Mrs. Allen was satisfied and if she had any questions as to what to do.Mr.Fixler stated that at the last inspection,Mrs. Allen was still out of compliance. Most of the items on the order letter were still not completed as well as additional violations.Mr.Fixler and Ms. Grant have had many meetings with the Allen's to go over the order letter and suggested that she should hire a contractor that can help her correct the violations on the order letter. Mr.Fixler stated that it is not the Health Department's job to explain how to comply with the order letter.The Allen's must be in compliance with the order letter in order to rent. Mr.Fixler stated that there is also an occupant other than the Allen's son that is living in the home. Mrs.Allen stated that this is a family friend and is not a tenant since he is not paying her rent.Mr. Fixler stated that when the last inspection was done,the Allen's were not in compliance with the order letter to become a rental property. Allen has fixed the items on the order letter,she can call the Health Department for are-inspcdiou. Ms. Grant stated that J the Allen's don't want mrent their hmn ,the order letter does not need to be complied with. If they want to be able to rent the home, the order letter needs 1o6c in compliance and the occupant other than the Allen's son should not be in the home. Mrs. Allen stated she will have the occupant stay in the home with her son an(] if she feels like she can get the house into compliance, she will contact the Health Department. B. 2016 Mosquito Control Season—Mary Duggan,Executive Director of Northeast Massachusetts Mosquito Control &Wetland Management District and John Moak,District Community Liaison, presented the VMP(Vector Management Plan)for the 2016 mosquito season. Ms.Duggan stated that the BMP is in the draft form. The BMP(Best Management Practice Plan)is specific to North Andover � and will hc available this week.A discussion ensued regarding spraying in the past and spraying for the upcoming year. Mr. McCarthy stated that the VMP has been effective and asked Ms. Duggan to comment on mosquito control versus tick control. Ms.Duggan stated that controlling ticks is much more of a challenge than controlling mosquitos. A discussion ensued regarding ticks. Mr. McCarthy asked about the effectiveness of mosquito spraying. A discussion ensued regarding the effectiveness of adulticiding, larvaciding,spraying and opting out of spraying.Mr. Moak stated that larvaciding is being proactive to eliminate the major invasion of mosquitos and has controlled the mosquito population. Dr. Trowbridge suggested that the BMP include the sarne processes followed in the past that when local surveillance shows mosquito-positive virus finding,that the Board take NEMMC's advice in terms of deciding locally on spraying,and the Chair can then communicate with the Board rather than have o gathering n[the Board to make that decision. Ms. Duggan will check that the BK4P includes this process,/\discussion ensued regarding the IPM plan and surveillance with communities. Mr. Moak noted the importance of communication and education with the communities. COMMUNICATIONS,ANNOUNCEMENTS,AND DISCUSSION March is the National Kidney and Colorectal Cancer awareness month.Dr.Frank MacMillan and Mr. McCarthy will boot the N./\. Senior Center this Mon |Oom-ll:30aznW present o discussion nncolorectal cancer from the perspective of a cancer survivor,Mi-.McCarthy, and of a gastroenterologist, Dr. MacMillan.
