The project is located on Main Sheet in North Andover, Massachusetts, 01845, in the Residential 4(R-4)District. This Site Plan Review application was submitted by the North Andover School Department on October 2, 2009. The public meeting on the above referenced application was opened on November 3, 2009, and closed by the North Andover Planning Board on November 3, 2009. The applicant submitted an application, which was noticed and reviewed in accordance with Section 8.3, 10.3, and 10.31 of the Town of North Andover Zoning Bylaw and MGL C.40A, Sec. 9. The Planning Board makes the following findings as required by the North Andover Zoning Bylaws Section 8.3 and 10.3: FINDINGS OF FACT: 1) The specific site is an appropriate location for the project as it is located in the Residential 4 (R-4) Zoning District and consists of the construction of a modular building containing two classrooms and one office, with two handicapped accessible restrooms to be attached to the existing building, with associated drainage; 2) The use as developed will not adversely affect the neighborhood as the addition has been situated in a location that will have the least amount of visual impact on the neighborhood as possible. The addition will be located in the rear of the existing building, on an area that is currently used as a playground; 3) There will be no nuisance or serious hazard to vehicles or pedestrians. The overall layout of the site has been designed to be incorporated into the existing school campus, and will utilize existing parking as well as traffic entrances and exits to the site; 4) Adequate and appropriate facilities will be provided for the proper operation of the proposed use. The building is currently serviced by town water and sewer. The Division of Public Works has reviewed the application, utilities, and drainage and storm-water management plan and deemed them to be adequate. 5) A notice of the public meeting was sent to all abutters within 300 feet of the project. The applicant presented the project at the public meeting and answered all questions and addressed all issues raised by the Planning Board. There were no members of the public who offered objections to the project. Finally the Planning Board finds that this project generally complies with the Town of North Andover Zoning Bylaw requirements as listed in Section 8.3.5, but requires conditions in order to be fully in compliance.
