Date October 1, 2009 REPORT: SITE PLAN REVIEW Kittredge Elementary School Modular Classrooms (2) and Office. Documentation required by Special Permit—Site Plan Review Application The use of the Kittredge Elementary School site for the proposed connected modular classrooms and community program office is an appropriate use of the school property. Constructed in the selected location in a part of the paved area used by students for play and parent loading and unloading of students does not compromise the use of the area leaving it functional. The design of the modular building is compact as possible. The proposed modular building does not disturb the current flow of traffic nor create an undue concentration of the school population. Each space receives outside light and is heated and air-conditioned. There are code required egresses and the proposed modular building is covered by the fire alarm system. Listed below is the information required for the Special Permit Application in accordance with the Section 8.3 of the Zoning ByLaw. Name/Description of Project Two classrooms, office and two handicapped accessible bathrooms with lobby are proposed to be connected to the existing Kittredge Elementary School at 610 Main Street in North Andover are proposed for construction. This project is funded by the Town of North Andover with the Awarding Authority being the North Andover School Building Committee. Easements/Legal Conditions There are no known, current easements or legal encumbrances that are related to the sites physical development. Topography The 6.57 acres of land on which the existing school is located slopes down from the southwest to the northeast. Spot elevations of the existing topography are shown on the Site Plan in the area proposed for constructing the modular building. The specifications for those companies proposing to construct the modular building are required to prepare and submit a boundary survey of the school property conforming to the requirements of the Essex County Registry of Deeds Office. The surface water runoff from the driveway and parking in front of the school on the east side flows on the surface to catchbasins in Main Street and the runoff from the paved play area and existing modular class room back of the existing school building on the west side also flows on the surface to a catchbasin in Main Street. There are no catchbasins on the school site. It is proposed that the roof water from the proposed modular building as will as the runoff from the existing modular classroom and the adjacent paved play area be collected in a subsurface drainage system with catchbasins and drain manholes and piped to a catchbasin in Main Street. (This basin currently collects the runoff from this area.) The total area collected by the two proposed catchbasins is 74,250 SF (67,450 SF lawn and 6,800 SF impervious). Using the drainage formula of Q=Aci where A(acres) =1.7, c (coe£ Of runoff) =.35, i (intensity) = 2 for 3.35"/hr (100 yr. Rainfall) = Q (peak discharge) 1.9 cubic feet per second. The proposed 12" drain has a capacity of 3 at 1%slope. Building Location The existing brick elementary school building is two story with a height of approximately 32 feet, the existing one story modular, wood classroom building located in back of the school building is 11 feet high and the proposed modular wood building located back of the existing school building is also 11 feet high. The gross square feet for the three structures are as follow: existing school building 45,00 SF, existing modular classroom 1800 SF and the proposed modular building 2800 SF. Report: Site Plan Review—Kittredge Modular Building 10/1/09 Page 3 Building Elevation Shown on the architectural drawings are exterior elevations of the proposed modular building. Location of Parking/Walkways The existing driveway has curb cuts on Main Street for vehicular access which is a one- way, paved drive with parking on the sides. A sidewalk extends from Main Street to the main entrance of the school building. A drive connects to main drive to the paved play area from which a drive connects to Main Street at a third curb cut. Location of Wetlands There are no wetlands on the property or within 100 feet of the proposed construction. Location of Walls/Signs There are no proposed walls or signs included in the project. Location of Roadways/Drives No new additional driveways or curb cuts are proposed. A minor amount of new pavement is proposed in the paved play area for vehicular and emergency equipment access. Outdoor Storage/Display Areas. No outdoor storage/display areas are proposed. Landscaping Plan No planting is proposed. Refuse Areas. No refuse areas are proposed. Lighting Facilities No exterior lighting is proposed except to illuminate the entrance and exit from the proposed modular building. Drainage Basin Study No additional stormwater runoff is generated by the proposed development. While 350 SF of impervious area is added, 1350 SF of existing pavement is deleted and lawn installed. Traffic Impact Study As there is no increase in the school population, no increase in traffic is anticipated. Currently approximately 5 buses use the main drive on the east side of the school building in the morning and afternoon. Parents between 35 and 45 cars dropping off and Report: Site Plan Review—Kittredge Modular Building 10/1/09 Page 4 picking up students drive behind the building on the west side for each session. Parents and buses exit to Main Street using separate drives. There are 37 designated parking spaces including two handicapped parking spaces which meet the Massachusetts Architectural Access Board requirements. Commonwealth Review No permits are required to be submitted to the Commonwealth for this project. Utilities As shown on the site plan the proposed water and sewer for the modular building connect to the existing building system in the crawl space. It is proposed that the low pressure gas to the existing building be extended to the modular building for the roof-top gas fired units. The electric service will be installed underground to the modular building and the fire alarm system in the existing school building will be extended to include the proposed modular building. Runoff from the roof leaders of the proposed modular building, existing modular classroom and adjacent exterior pavement will be collected and pipe to a catchbasin in Main Street. Fiscal Impact Relative to the operating budget for the school, there will be an increase in the costs of utilities namely gas and electric for the modular building. Community Impact The proposed office in the- modular building will house an office for Community Programs. Description of Project This project has already been reviewed by the Technical Review Committee, but due to a change in the sprinkler laws, has had to be revised. Effective January 1, 2010 any attached addition to the Kittredge Elementary School would necessitate the installation of sprinklers in both the existing school and the addition. To try to provide the opportunity to add classroom space to the Kittredge School even if the funding for sprinklers is not available we have adjusted the RFP for this project to include two options. Option A is the same project as previously reviewed by the Technical Review Committee. This removes and replaces the existing modular classroom and connects to the existing school in the same location as the current modular classroom. If this option is chosen, then sprinklers will be installed in both buildings. Option B calls for the installation of a stand-alone structure located 30' east of the existing school and just south of the parking lot. If this option is chosen,then sprinklers may be roughed in to the new structure so that it could be attached to the existing school at a later date. Attached are the specifications from the RFP for this project. North Andover School Department Request for Proposals for Modular Classroom/Office Addition at Kittredge Elementary School OPTION A AND OPTION B EXPLANATION A change in the regulations governing the need for sprinklers in buildings makes it necessary for us to request bids on two different options for this project. Prior to January 1, 2010 if an addition to an existing building was going to be less than 7,500 square feet, then sprinklers would not be required in either the addition or the existing building. Effective January 1, 2010 if adding an addition to an existing building would create a combined total of more than 7,500 square feet for the existing building and the addition, then sprinklers would be required in the addition, and if not already in the existing building, would also have to be installed in the existing building. The School Building Committee filed an appeal for a waiver from the Massachusetts Automatic Sprinkler Board. A waiver was not granted, but an extension for installation of the sprinklers was granted. As long as the Town of North Andover commits funds through its Town Meeting for the installation of sprinklers in the Kittredge Elementary School and its addition, and commits to installing the sprinkler system by January 1, 2012, then the School Building Committee may proceed with this project as planned. This Request for Proposal requests separate bids for two different options: Option A is the same project as described in the original Request for Proposal (RFP). The changes to this Option from the original RFP include adding an alternate for roughing in sprinklers and making it the first alternate, extending the due date for the bids to March 15, 2010,requesting the bid prices be held for sixty(60)business days, and the award of the bid for this option is contingent upon approval of funds for the sprinkler installation at the North Andover Town Meeting scheduled for May 11 and 12, 2010. Option B utilizes the same specifications as Option A, but requests a bid for the modular space as a standalone structure in a different location on the site. This will not require the demolition or removal of the existing modular classroom, will not require sprinkler installation but will have the roughing in of the sprinklers as an alternate in case we want to attach the addition to the existing building at a later date, and as a standalone building bathrooms are required, so they will be part of the base bid for Option B rather than as alternates. The bid due date will be the same as for Option A (March 15, 2010), but the award for Option B is not contingent upon approval of funds for the installation of sprinklers, so we reserve the right to award Option B prior to Town Meeting. The North Andover School Building Committee will first choose which Option with which it wants to proceed, and then will choose any alternates specific to the chosen Option. The decision of which Option is chosen will be based on the cost of each Option and the bids being within the established budget for this project, whether or not the School Building Committee wants to wait for the outcome of the Town Meeting, and if it does wait, the decision will be affected by the outcome at the Town Meeting. Bidders must submit proposals for both options and must clearly label their submittals as 1) "Option A—Non-Price Proposal", 2) "Option A—Price Proposal", 3) "Option B —Non-Price Proposal", and 4) "Option B —Price Proposal". The North Andover School Building Committee reserves the right to choose either Option A or Option B. North Andover School Department Request for Proposals for Modular Classroom/Office Addition at Kittredge Elementary School OPTION A-SECTION 6 PROJECT DESCRIPTION The North Andover School Building Committee,seeks proposals from qualified Contractors for the demolition and removal of existing modular classroom, as well as the transport,site work,utility connections,drainage and sewer connections,foundation,miscellaneous modifications to the site,and assembly/installation of modular units at Kittredge Elementary School site,ready for use and occupancy by the North Andover School Department. The project includes all design and engineering required to meet all applicable code and regulations. The project includes all necessary site work and utility connections necessary and construction of the building that meets the intent of this RFP. END OF SECTION North Andover School Department Request for Proposals for Modular Classroom/Office Addition at Kittredge Elementary School OPTION A-SECTION 8 ALTERNATES The following alternates shall be priced and included in the"price proposal envelope". The pricing shall be the total net cost of the added and/or deducted costs and includes the total cost of the change. The Time of Completion will not be adjusted should any or all of the changes be selected by the Owner. Alternate No 1—Added cost to install a sprinkler system that meets all applicable codes ready to be connected as a separate proj ect. Alternate No 2—Added cost to add a handicapped accessible child bathroom with water closet and sink accessible from the corridor and all necessary plumbing and connections. Alternate No 3—. Added cost to add a handicapped accessible adult bathroom with water closet and sink to the office space and all necessary plumbing and connections. Alternate No 4—.Added cost to build a permanent full perimeter concrete foundation similar to that used in the construction of the North Andover Early Childhood Center. Alternate No 5 — If the STC rating for the interior walls is not already STC 50,then added cost to utilize an STC rating of 50 or greater for interior walls,and to include gaskets and sweeps for interior doors Alternate No 6—Added cost to utilize anti-microbial sheetrock and ceiling tiles for interior walls and ceilings. Alternate No 7—Added cost to utilize white roofing membrane. Carlisle Sure-White EPDM membrane, or equal approved by the Architect, fully adhered, 60-mil thickness with 1" thick polyisocyanurate insulation underlayer, compatible adhesive, flashings, seam sealer and materials as recommended by roofing manufacturer. Alternate No 8—Added cost to install screening for rooftop units similar to those used at the North Andover Early Childhood Center. Alternate No 9—Added cost to install internal drainage system on roof to remove water from roof internally instead of through gutters and spouts.
