Per a phone conversation w/ Ben Gary & Joe Marshall, the following change to plan L-1 will be made
in time for the IPB meeting.
The last reach of the 12" HDPE storm drain will be rotated approx. 30 degrees to the east to tie into
an existing catch basin (not shown) at the intersection of that east most driveway and Main St. That
existing structure is brick and is to be replaced with a new precast structure.
Please incorporate this change in your review notes to P . If you have any questions please call.

RE: Kittredge School Modular Addition Building. The North Andover School Committee is
proposing to erect a modular building containing two classrooms and one office, with two handicapped accessible
restrooms to be attached to the existing building. The addition will be situated in the rear of the existing school, in
an area that is currently paved. The modular building will consist of 2800 square feet,with an improved storm
drainage system.

Zoning Analysis
Drainage Analysis
Traffic& Circulation: The narrative states that traffic patterns will not change, as the proposed addition will be
situated in the rear of the current building. Since enrollment will not change,there will be no increase in traffic.
Existing entrances and exits off Main St. will be maintained,as will the bus drop off in the front of the building.
Landscaping& Screening: Since the proposed addition will be in the rear of the building, no landscaping is
proposed. There will also be no new lighting, except as required to illuminate the entrance and the exit from the
proposed building.
Stormwater Runoff: The applicant has stated that no additional runoff will be generated by the addition.
Currently,runoff on the paved area and from the existing buildings flows on the surface to a catch basin on Main
St. The project proposes that the roof runoff for the addition will be collected in a subsurface drainage system with

two new catch basins, drain manholes and piping to connect the system to the existing catch basin on Main St.
Runuff from the existing modular building as well as the existing play area will also be piped to the new drainage
system. Since the amount of impervious surface will be reduced(some of the pavement will be removed and some
grass area added),there should not be any additional stormwater generated.
In addition to the above, Gene Willis has requested the following:

Other:
• There are no wetlands on the property.
• No new signs will be required.
• No refuse areas, outdoor storage or display areas are proposed.
Recommendations:
The applicant participated in a TRC on September 23,2009. At that meeting,Andy Melnikas of the Fire
Department recommended that the School Department take this opportunity to install sprinklers for the entire
school building. He urged the installation of sprinklers for safety reasons and because of the age of the existing
building. Other than the change requested by G. Willis(noted above),there were no concerns expressed by either
the Police Department or by DPW.

John,
We had a TRC this week with representatives from the School Dept. regarding modular units that they would like to
construct as an addition to the Kittredge School. I told them that the Planning Board would follow the same process
that was followed for the Pre-K school. We did notice abutters and did not put a legal notice in the paper. The Board
did vote and issue a decision. The meeting was called a "Public Meeting" as opposed to a Public Hearing. Unless you
think we should do otherwise, I will simply follow the Pre-K example for this application.

Judy: what are parking conditions? Mr. Gary: the paved existing area stays as is, drive ways do

waived application fee.
Mr. Gary: will submit an aerial photo to show abutter's existing properties.
Gerry: Show parking and show proposed parking on the plan. Provide the parking calculations

Mr. Gary: is not changing the parking.
