New North Andover Police Facility
1475 Osgood Street
The Town of North Andover requests a site plan review for a municipal building addition to the
new North Andover Police Facility at 1475 Osgood Street. A new addition and renovation of the
former Merrimack Valley Credit Union Building is required to accommodate new secured and
detention areas for the police station. The proposed one (1) story addition of 3,064 gsf addition
is for the detention area and sallyport for the intake of individuals in custody. The addition to the
site will only increase the lot coverage to approximately 10.4%thus maintaining adequate light
and air. It is critical that the addition be located at the rear of the building as shown on the
accompanying drawing C-1.1 Relocating the addition would interfere in proper flow for the
processing of individuals and needed separation for the public
We believe that the adaptive reuse of the former Credit Union building into a Municipal use
Police Facility is an appropriate use of the property as it has no major impact on the surrounding
abutting properties and would not be visible from Osgood Street(Route 125) at the front. To the
right, it is substantially lower in the vertical elevation by 20'0"(elevation 102'0"to elevation
122'0") from the abutting property. The new addition is at elevation 102'0"at finish floor and
the building to the rear at finish floor elevation of approximately elevation 126'0", some 24'0"
vertically lower than the abutting building. We will be preserving both the value of the land and
increasing the value of the building through its interior renovations.
The topography and shape of the lot does not allow for the "swapping"of the addition to the
front elevation. The existing building was placed with its frontage onto Osgood Street. Placing
the addition on the front of the building would alter its appearance from the more traveled way
(Osgood St) and not be in harmony with the other buildings and structures surrounding the
property. Also, there is a grade change of over 10 feet that would require additional drainage,
site retaining walls and alterations to previously mentioned septic system and would require
relocating parking. The addition will not impact the existing on site sewer system and will also
reuse the existing fire and domestic water lines. There are no impacts on transportation as the
former police facility required vehicular access to visit the property and vvree are relocating ac
new facility away forma schools and parks in a more appropriate i last-rial zone..

The reuse of the building to municipal/police,we believe will result in less traffic and flow to
and from the site as the former credit union employed a drive up window at the buildings rear
elevation thereby stacking cars and traffic along the lot line to its closest abutter. Only police
vehicles would access the addition to the rear. The public and employee utilizing the building
will access and utilize existing parking spaces. We are reducing fire hazards to the property by
improving the fire suppression system and maintaining fore truck access to all sides of the
building. The new addition will not impact area waterways or bodies of water and the runoff
will be captured and discharged into the existing parking lot drainage system. No flooding was
reported or evident before the town purchase of the building and none is anticipated...
In summary, we believe the addition to the building was appropriately placed to lessen impact on
traffic, abutters and keep the appearance of the building in harmony with its surroundings. But
as important,the addition is appropriately placed to allow for the best segregation of Police
activities from the sight and access of the general public.
