Regular Meeting
The Planning Board held a regular meeting on Monday evening, April
1, 1985 in the Town Office Meeting Room with the following members
present and voting: Paul A. Hedstrom, Vice Chairman; John A.
James, Jr., Clerk; and John J. Burke.
Town Planner Karen Nelson and Highway Surveyor William Cyr were
present.
PUBLIC HEARINGS
Equestrian Estates - Special Permits - Common Driveways (5)
The Clerk read the legal notice, which included five petitions.
MOTION: by Mr. Burke to open the public hearings and continue
them until the Board's next meeting.

Tom Neve asked to withdraw one of the applications without
prejudice and submit an alternative. They were turned down
on a wetlands crossing. Member Burke stated that a hearing
would have to be published and Vice Chairman Hedstrom in-
structed Mr. Neve to submit the information and wait until
April 22, 1985 to request the withdrawal.

Mr. Mark Sullivan for Channel Building Company made the following
presentation:
- The parcel is in the North Andover Business Park.
- The building is approximately 25,000 square feet.
- A corner of the building will be used for office space. There
will be a shipping and receiving area and a warehousing and
storage area.
The building will be serviced through a new road (Bayfield
Drive) .
- It will be serviced with drainage, water, and sewer.
- The setback from the R-3 zone is 100 feet.
Mr. Mike Farrell of Material Installations added:
- The company installs modular office petitions and office
furniture.
- The offices will be for their own personnel.
- They will do redistributing.
- It will be primarily labor oriented.
- They will not sell from here. 90% of the work force is
installers.
- It is not a heavy manufacturing operation.

PRELIMINARY PLAN DISCUSSION
Marble Ridge East
The Clerk read the following letters:

Mr. Philip Christiansen, project engineer, made the following
presentation:
- The parcel sits between Coachman's Lane and Bridle Path.
is also off Carriage Chase Road and it also abuts a parcel
which has recently been given to the town by Mr. Lelund.
- They are interested in lotting and the road allignment,
drainage, and sewer.

It is a 45 acre parcel of land on which they propose 34 lots.
There are a couple of frontage exception lots.
It is proposed that the property be serviced by public sewer.
- There will be a pump station put in.
- There are two lots which they cannot service by sewer.
- There is a note on the plan and they are suggesting that they
can add a pump station and Bridle Path could be sewered in the
future.
- Bridle Path would allow a through street to be built all the
way through to the Marble Ridge subdivision.
- There is a large watershed with a discharge point near the
Country Club grounds.
- They will need substantial detention areas.
- There are several ditches on the plan.
- Residents of Bridle Path would use the road.
- People will probably use the Marble Ridge entrance.
Member James asked about placing an easement over a lot for
possible sewer for Coachman's Lane and Mr. Christiansen said it
is possible.
Mr. Joseph D'Angelo of the Mass. DPW asked about a permanent de-
tention area and how it would affect the placement of houses.
Mr. Christiansen responded that if the plan stays the same as it
is now, you could still put houses on the lots. It may change at
the definitive stage, however.

DECISIONS
Coventry - preliminary plan
A letter requesting an extension for rendering a decision was
read and placed on file.
MOTION: by Mr. Burke to accept the letter and grant an extension
for a decision on the preliminary plan to 4/24/85.

Florence Estates - definitive plan
Attorney Charles Kelley, representing the developer, reported
that he had a meeting with Mr. Romano and that a Letter of Intent
will be submitted. He added that they have an Agreement.
The Mandrys and the Averkas voiced concern about water.

A letter from the Highway Surveyor dated April 1, 1985 ~as read

by Mr. James to establish a bond figure of $308,000 for
the Highway Department and the amount to be established
by the Board of Public Works and $12,400 for the Tree
Department and to establish completion dates of 9/1/85
for the binder coat and 9/1/86 for a final completion
date.

Hillside Realty Trust - Special Permit - Request for extension
Member Burke is not a party to this Hillside Realty Trust.

Vice Chairman Hedstrom suggested taking no action pending
additional research and pending the outcome of Town Counsel's
investigation.

Bear Hill - bond amounts
A letter from the Highway Surveyor dated 4/1/85 was read and
placed on file.
MOTION: by Mr. James to establish the bond in accordance with
the Highway Surveyor's letter of 4/1/85 of $75,000,
of which $10,000 is old and $65,000 is new and to
establish the bond for the Board of Public Works
per their letter to be submitted and to establish
completion dates per the Highway Surveyor's letter of
4/i/85.

pcessure tests performed in accordance with Section 13 of AWWA
standard C600 and shall be chlorinated in accordance with AWWA

12. Rea Street shall be upgraded to residential standards in
accordance with Subdivision Rules and Regulations, to permit

o[ Rea Street from Summer Street to northerly side of Lot 1. In
thc event the roadway easements or parcels are proposed, they

4. In accordance with the Fire Department's recommendation:

$5,800. shall be retained for this purpose.
8. Rea Street shall be upgraded to residential standards in
accordance with the subdivision rules anfd regulations, to
permit legal access to the proposed subdivision. Prior to
signing the definitive plans, a plan to include propfile, and
construction details of Rea Street from the end of Florence
Estates to the northe~].y end of curvature of the proposed
roadway. If roadway easements and/or parcel~' are proposed,
they will be delineated with metes, and bounds on a plan for
reco£d. Security in the amount satisfactory to the Highway
Sucveyor and Public Works shall be posted tc ensure proper
completion of roadway and utilities.
9. The owner shall acquire and retain title to the fee of each
street, path or 'easement in or appurtenant to the subdivision

installed with 6" Mueller or equal gate valves (open left) in
compliance with AWWA specification L500 52T with sliding type
cast iron gate boxes marked 'WATER'.
C. 8" Mueller or equal gate valves (open left) shall be
installed at the intersections of Rea Street and at the
intersection of Abbott Street.
D. An 8" ductile iron cement lined water pipe, seal coated
inside and tar coated outside shall be installed for 470 feet
on Rea Street; installation per requirements in condition 8.A.
E. All work must pass leakage and pressure tests performed in
accordance with Section 13 of AWWA specification C600 and
chtorinated in accordance with AWWA C601 standard procedurej
for disinfecting water mains;
F. An 8" unglazed fu].l strength vetrified clay sewer on the
p~oposed roadway for 900 feet instalted in the centerline of
the street. Sewer manholes shall be installed at
sta.0-8.15,1+55,2+45,5+45,6+35 and 9+0;
G. An 8" unglazed full strength vetrified c~ay sewer pipe
shal£ be inmtal[ed for 360 feet in the cent~ftine of Rea
Street. Sewer manholes shall be provided at sra. 55+04,57+25
and 58+63. A sewec lift station to Nc ~tP Andover
s?eci[ications shall be provided at sta.57+25;
H. Precast manholes shall conform to ASTM desig~%ation. C478

intersection of North Cross Road and Abbott Street shall be

by itself but is to become part of North Cross Road. Executed
deed in fee from Abbott Realty Trust to ECS, lnc. shall be
