PAUL DOUGLAS MINOR, A.I.A. ARCHITECT SITE PLAN APPROVAL Parking Requirements - Analysis of Occupancy Page 2 Analysis of Use and Actual Need Average attendence 1992 . . . . . Church = 124 Sunday School = 73 TOTAL . . . . . . . . 197 At 4 people per car, 49 parking spaces required. On Sunday March 28 , 1993 : a Sunday School attendence was 68 There were 36 cars in the parking lot at 10: 00 AM (just as Sunday School was concluding, 1/2 hour before Church Services were to commence) . Church Service attendence was 150 There were 67 cars in the parking lot at 11: 35 AM (just as the Church - ? Service concluded) ACTUAL NEED Reasons the Applicant believes that 220 parking spaces are NOT required when the new construction is completed. 1. Use of the facility in non-simultaneous, Church services are NOT held concurrently with the Sunday School, children attend Church with their parents and therefore the classrooms are empty. Likewise, the likelihood that the Sanctuary will bey occupied at the same time as the Multi- purpose room is nil (at least neither would be be anywhere near capacity - more likely just a handfull of people in one space when the other space is occupied) . 2 . The additional classroom space provided is based on MORE rooms, to allow the church to breakup grades into individual classrooms rather than teaching two or more grade levels in the same room. (Crib room, pre-school, kindergarten, 1st through 6th grade, junior high, senior high - hence 13 rooms) . PAUL DOUGLAS MINOR, A.I.A. ARCHITECT SITE PLAN APPROVAL Parking Requirements - Analysis of Occupancy Page 3 There is no expectation that the total Sunday School population will increase dramatically, the kids will simply have more elbow room! Most of the population in the Classrooms is not old enough to drive; they will come to the building with someone attending other functions (hence, that parking is accounted for in calculations elsewhere) . 3 . The offices will not be occupied simultaneously with the Sanctuary (Pulpit) and/or Classrooms; these personnel are in one place OR the other. Therefore, it is proposed that the maximum number of people for any ONE of the various spaces be used as the basis for determining the number of parking spaces required under the North Andover Zoning By-Law. The largest number in the above calculations is 339 for the Multi-purpose Room (although now currently seating 192 in loose chairs, and about 184 at tables) . At 4 people per car, this means 85 parking spaces should reasonably be expected. The plan of the site (SP-1) as is exists shows 86 parking spaces. Allowing for moderate increase in attendence when the new facility is completed, the Applicant proposes providing an additional 24 parking spaces, making a total of 110. This number is greater than the 85 spaces required if the Multi-purpose room were occupied at approximately one and one-half times it's current usage! FUTURE PARKING The attached plan (SP-3) by Richard Kaminski & Associates shows the possibility of accomodating 277 cars on the site within the requirements of the Zoning By-Law. Although not desirable, it IS possible to meet the number of spaces (220 as calculated on Page 1) for the proposed construction; hence a request for Relief from the Parking Requirements (or Variance) is being sought for this project. / -- CHURCH FIJRNI"T'URE, INC. • _. .
